Description

Context

The Rural Development Cluster (RDC) consists of several projects in the sector that aim to improve the economic situation of the rural population, particularly women and youth in Cameroon. The target group of the projects varies between the technical ministerial departments involved, specialized institutions, agricultural training schools and the private sector, associated with producer and processor organizations and small and medium-sized enterprises (SMEs).

The incumbent will work for the PADER (GIZ – Rural Development Support Programme III) and AgSyS (GIZ- Sustainable Agricultural Systems and Policies Project) projects. The position is based in Yaoundé.

The post holder will allocate 50% of his/her time to the new PADER III phase and 50% to the AgSyS project.

 




 

Job Description

 Under the supervision of the Project/Program Director, the Regional Administrative and Financial Manager will be mainly responsible for:

 · Ensure the quality and compliance of the financial and commercial processes of the sector (former Cluster) Rural Development;

· Coordinate and supervise the administrative and logistical organization of the activities of the projects in the sector located in the common building and propose solutions if necessary, taking into account KOMP and the various co-financed projects;

· Ensure the proper management and monitoring of consulting contracts, local subsidies and other funding and monitor internally all purchasing and service delivery processes up to the thresholds granted to the various projects and ensure the proper preparation of documentation for services of a higher threshold;

· Assume the role of HR focal point for sector projects in Cameroon;

· Ensure the preparation of internal controls, audits/reviews and their implementation;

· Ensure the finalisation of the EU financial report for the previous phase of PADER III – ABC PADER in good cooperation with HQ;

· Cooperates with the manager for the management of the various buildings in the DR sector;

· Carry out other activities and tasks as instructed by his/her superior.

Requirements

Qualification

  • Hold at least a BAC+5 in Accounting, Finance, Management Control or other equivalent diploma.



 Professional experience

  •  Have at least 6 years of experience in administrative and financial management and accounting including the management of GIZ contracts (financing, services, purchasing);
  • Extensive knowledge and several years of experience (at least 10 years) in financial management within GIZ and in the commercial execution of mandates of the Federal Ministry for Economic Cooperation and Development and other co-financing donors, especially the EU (audit and financial reporting);
  • Regional GIZ experience required, ideally in Central Africa, in finance and administration;
  • Very good knowledge of common GIZ IT applications (SAP, Winpaccs Cloud, Digitalization, Microsoft office 365 (Work Excel teams etc….) DMS Record;
  • Have a mastery of the GIZ reporting system (Onsite Reporting; Onsite operation, etc.);
  • At least five (05) years of professional experience in personnel management or team leadership.

Other knowledge/skills

  • Proficiency in French/English;
  • Having knowledge of German is an asset;
  • Very good negotiation skills and good ability to find compromises;
  • High availability, flexibility and reliability and a high degree of personal responsibility;
  • Be able to manage the various missions in the region and in sensitive areas.

 




 

Contract start date : January 1, 2025

Contract period : 2 years (renewable)

Place of assignment : Yaoundé

Internal job classification: Band 5, under the hierarchical supervision of the Project/Program Director
