Description
The Decentralization and Financial Governance Support Program is implemented by GIZ within the framework of the German-Cameroonian bilateral cooperation, with the Ministry of Decentralization and Local Development (MINDDEVEL) and the Ministry of Finance as political partners.
The objective of this program is now that “Decentralization actors effectively assume their role in local governance oriented towards citizens and the climate with a focus on the specific needs of women and girls and on gender equality”. Achieving this objective will be based on four components: (1) Municipalities more effectively assume their role in local governance; (2) The skills of local decentralization actors in citizen participation, with a particular focus on women and gender equality, are strengthened; (3) The elements selected for the mobilization of financial resources at the level of decentralized local authorities are improved; (4) The efficiency and transparency of tax management and expenditure of the tax administration and sectoral ministries are improved.
As part of the implementation of its activities, PADGOF is looking for an advisor for the Citizen Participation component for the Littoral Branch with a position based in Douala.
A. Area of responsibility
The post holder provides assistance with:
- Implementation of activities relating to the Citizen Participation component at the branch level;
- The development of synergies and added value between the Citizen Participation field of action and the other fields of action of the program (Mobilization of local governance resources) and the cross-cutting themes of Gender and Digitalization;
- To facilitate collaboration with partner municipalities, decentralized State services at departmental level and civil society organizations
- Performing specific tasks related to knowledge management for the program;
In this context, the post holder has the following responsibilities:
B. Attributions
1. Coordination and monitoring
The post holder:
- Contributes to the planning of program activities;
- Contributes to the achievement of SDGs/SND 30;
- Ensures the implementation of plans and activities relating to the Citizen Participation action fields, at the branch level, in consultation with the Citizen Participation component manager;
- Ensures the monitoring of indicators in the field of citizen participation;
- Ensures the design, preparation and implementation of workshops, seminars and other events on themes related to the program’s field of activity;
- Provides advisory services to partners at branch level;
- Ensures the monitoring of activities, particularly in the areas of Citizen Participation;
- Prepares a summary of program activities, deadlines, etc., and presents it regularly at team meetings;
- Ensures the recording and writing of the results of all activities carried out;
- Supports gender mainstreaming in program activities;
- Supports the consideration of climate-related measures in programme activities;
2. Knowledge management
The post holder:
- Ensures the preparation of reports;
- Ensures the transfer of knowledge;
- Supports communication, updating and collection of information on program activities and impacts;
- Collects data, in particular on activities relating to citizen participation, and at the regional level;
- Organizes and manages program documentation;
- Organizes the capitalization of pilot experiences in terms of citizen participation, accountability and taking into account gender and climate.
3. Implementation of project activities
The post holder:
- Develops training tools and materials related to program activities;
- Organizes and implements basic training, particularly in connection with Citizen Participation;
- Prepares consultation call files and organizes the consultant selection process;
- Provides coaching to municipalities and CSOs in the implementation of measures for citizen participation, accountability and political participation of women and young people;
- Research existing good practices in terms of citizen participation and political participation of women,
- Organizes benchmarking in terms of citizen participation in local governance;
- Provides advisory/coaching support to partners in the program’s themes;
- Contributes to the consideration of gender in program activities;
- Contributes to the achievement of program indicators;
- Leads team meetings as part of monthly meetings.
4. General obligations
The post holder:
- Is familiar with GIZ planning, implementation and information procedures and with changes occurring at this level;
- Is familiar with other GIZ programme components and projects, concepts and levels of progress, and knows the relevant experts and collaborators;
- Represents and defends the interests of the GIZ programme;
- Performs important tasks for the Program even if they are not explicitly mentioned in the job description.
5. Other attributions
The post holder:
- Performs other activities and tasks as instructed by his/her superior.
Requirements
Qualifications, skills and experience required
Qualification
- University degree, Bac + 4 in a field related to the objectives of the program (Legal or political sciences, Public administration, Economics, Sociology, public finances, or a similar qualification);
- Knowledge of the context of decentralization, municipal management, local governance, local development, support for municipalities, development planning, citizen participation, civil society, etc.;
- Knowledge of target group-oriented communication techniques
- Mastery of participatory approaches;
Professional experience
- Five years of professional experience including two years in a similar position
Other knowledge/skills
- Good knowledge of the issue of Citizen Participation;
- Knowledge of GIZ and its intervention in the “good governance and decentralization” sector;
- Good knowledge of participatory approaches;
- Good knowledge of facilitation techniques;
- Good working knowledge of the use of information and communication technologies (corresponding software as well as telephone, fax, e-mail, Internet) as well as computer applications (such as MS Office, Access or other database program)
- Excellent command of French and command of English;
- Ability to work in a multicultural environment;
- If possible experience in project management and research experience in a field related to the program requirements;
- Acquisition of qualifications required in the area of responsibility. Appropriate training measures are selected in consultation with the competent management framework.
Contract start date : 15.10.2024
Contract period : 2 years, renewable

Internal job classification: Band 4T, under the hierarchical supervision of the Head of Coastal Antenna and Head of Citizen Participation component.
