Description

Context

Since January 2020, the German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned a new project “Forests4Future (F4F)”. The project supports the implementation of the commitments of Madagascar, Ethiopia, Côte d’Ivoire, Benin and Togo to the AFR100 (African Forest Landscape Restoration Initiative). The African Forest Landscape Restoration Initiative (AFR100) is a country-led effort to restore 100 million hectares of land and forests in Africa by 2030.




In Cameroon, the F4F global project, in close collaboration with GIZ ProFEC, supports the government in its efforts to restore degraded forest landscapes and supports the design and implementation of forest landscape restoration (FLR) strategies and activities. In this context, the F4F project focuses its efforts on the communes of Yoko and Nanga-Eboko, in the central region.

The project mainly aims to rehabilitate the ecological and productive functions of degraded forest ecosystems. In this context, F4F also aims to establish mixed agroforestry systems and develop value chains linked to FLR. This project will focus on three fields of action, namely:

1) Operational capacities are improved to strengthen governance structures that ensure local and inter-municipal planning for the implementation of RPF measures around the Yoko and Nanga-Eboko communal forests;

2) Riverside communities and local producers implement RPF measures, based on land use plans, around the communal forests of Yoko and Nanga-Eboko;

3) Alternative sources of household income, within the framework of RPF measures, are developed and improved in the peripheral zone of the Communal forests of Yoko and Nanga-Eboko.

For the needs of its activities, the Project “Landscape Restoration and Good Governance in the Forestry Sector in Cameroon (Forests4future -F4F) is looking for a Junior AC Expert for its office in Yaoundé.

The person occupying the position will also provide services to other green sector projects.

 


A- Area of ​​responsibility

The post holder is responsible for the following activities:

· Carry out daily tasks in the F4F Purchasing and Contracting (PC) area in accordance with current GIZ regulations;

· Comply with financial and administrative requirements and monitor the smooth running of processes, in accordance with current GIZ regulations

 

B- Attributions

The post holder has the following responsibilities:

1- General

· In collaboration with other projects in the “green” sector and with the Yaoundé regional office (BRY), ensure proper compliance with procedures in the award of contracts and the project’s purchasing processes;

· Scrupulously respect the rules of discretion, confidentiality and integrity incumbent on the position;

· Update admin-fin documents (accounting documents, local purchases and contracts, budget planning, internal control reports, re-imputations, etc.) and classify them physically and electronically

· Share information with relevant colleagues on site and at headquarters;

· Support internal and external controls in their access to necessary documents and apply the recommendations resulting from these controls;

· Support the appropriate processing of administrative and financial documents;

· Carry out other activities and tasks as instructed by his/her superior.

 


2- Purchases & contracts

· Manage the procedures for purchasing goods and services in accordance with current regulations and according to the project signing authorizations;

· Ensure compliance with formalities and the completeness of purchase request and service contract files for compliance with requirements before their transmission to the BRY;

· Provide the service in the field of purchasing goods / services also for other projects in the “green” sector;

· Follow up on purchase and service requests with BRY and GIZ headquarters;

· Ensure the competitive tendering and financial evaluation of the offers received in accordance with the GIZ P&R and in close collaboration with ProFEC/BRY;

· Prepare contracts in accordance with the PuR and on-site guidelines;

· Receipt of purchased goods with check of conformity to the request and reporting of any damage;

· Monitor contract closures;

· Ensure the completeness and accuracy of all supporting documents received in connection with the purchase of goods and services before submission for payment

· Maintain up-to-date records relating to purchases and contracts on the DMS and/or MS Teams;

· Liaise with the Chief Technical Advisor on administrative and financial matters in the AC domain.

 

3- Event management

· Prepare missions/workshops in Yaoundé, Ntui (and Nanga Eboko), including: developing a budget, preparing logistics (meeting room and catering);

· Make payments to workshop participants in Yaoundé, Ntui (and Nanga Eboko) in conjunction with the Yoko administrative team;

· Carry out the calculation of advances received for activities organized in Yaoundé, Ntui (and Nanga Eboko);

· Organize the reception and stay of international consultants coming to Cameroon on behalf of the F4F project;

· Prepare flight ticket purchase requests for project partners and assist them in submitting their travel statements.

 

4- Support for budgetary monitoring of Contracts and Purchases

· Support the CTP in planning and budget monitoring through the Onsite Operations software;

· Maintain regular dialogue with the financial managers of the overall project.

 


5- Equipment

· Support the efficient use of funds and materials and equipment of the F4F Project;

· Carry out the proper management of the F4F office (monitoring of water and electricity bills, equipment maintenance, maintenance and repair work) in Yaoundé.

Requirements

– Qualifications, experience and skills required

  • Qualifications 

· University degree (Bac+3) or equivalent qualification in administrative and financial management / finance / or equivalent qualification.

 

  • Professional experience:

· At least 4 years of experience in a similar position;

· Knowledge of procedures for purchasing goods and services required;

· Knowledge of GIZ specific procedures would be an asset;

· Proven experience in using budget management software (such as SAP) and project management software (such as Onsite Operations).

 

  • Other knowledge/skills:

· Have strong analytical skills;

· Be autonomous and organized;

· Good interpersonal skills;

· High level of integrity and knowledge of the principles of good accounting management;

· Have a good practical knowledge of the use of information and communication technologies;

· Proficiency in office suites (MS Office);

· Fluency in French (oral and written), good knowledge of English and/or Fulfulde would be an asset;

· Ability to treat confidentially the data and information collected in the context of the service;

· Ability to work in a team and in a multicultural environment;

· Flexibility to move around the field if needed.

 

 


 

Contract start date: 15.11.2024

Contract period: 2 years

Duty station: Yaoundé, with missions to Ntui (and Nanga Eboko).

Internal job classification: Band 3 under the hierarchical supervision of the Principal Technical Advisor
