The Cameroon Association for Social Marketing (ACMS) is seeking candidates for the position of HTS Testing & Linkage Specialist (M/F) to oversee the implementation, expansion and optimization of HIV testing services and linkage to care, in accordance with national guidelines and best practices.
Who are we recruiting?
The HTS Testing & Linkage Specialist will work under the supervision of the Integrated Service Delivery Specialist of the Program with the main responsibilities of .
Essential Functions:
1. Supervise and mentor the implementation of Recency Testing and Social Networking Strategies (SNS), leveraging social connections to encourage HIV testing and linkage to care among high-risk groups,

2. Collaborate with community partners to implement the “Handshake” model, facilitating seamless linkage to care through direct referrals and partnerships with community-based organizations (CBOs) •
3. Oversee the training and mentoring of Psycho-Social Agents (PSAs) in age-appropriate HIV testing, updated testing algorithms, motivational counseling techniques, and confidentiality protocols
4. Organize regular training and refresher sessions for healthcare providers (doctors, nurses, APS) on HIV testing methods, updated algorithms, counseling techniques and confidentiality protocols
5. Work with health facility managers to optimize patient flow, ensuring systematic access to HIV testing in routine care,
6. Supervise the implementation of the HIV screening tool register (HTS screening tool register) to improve targeted identification of HIV-positive people;
7. Lead the implementation of regular community outreach programs to increase access to HIV testing and prevention services, in collaboration with local organizations and community leaders;
8. Oversee the expansion of HIV self-testing strategies, targeting populations with limited access to conventional testing services,
9. Ensure the implementation of safe and ethical index testing practices in all health facilities, by training and supervising staff to ensure the highest ethical standards,
10. Ensure the availability of standardized registers, standard operating procedures (SOPs), tools and documents required for proper patient follow-up in antiretroviral treatment (ART) clinics;
11. Lead HIV Recency surveillance activities, ensuring training of health care providers and effective implementation;
12. Collaborate with community-based organizations (CBOs), satellite sites and stand-alone laboratories to establish support for newly diagnosed patients, ensuring their timely initiation of ART and adequate follow-up; 13.
Ensure that HIV-positive children are referred to complementary social services according to their needs, in coordination with relevant agencies;
14. Promote and support the expansion of same-day ART initiation by extending service hours, to enable patients to start treatment upon diagnosis;
15. Strengthen men’s access to care by establishing male-friendly clinics and offering flexible hours for ART initiation, taking into account the specific barriers they face;
16. Propose innovative strategies to improve case identification and reach the hardest-to-reach populations with HIV testing services •
17. Perform any other duties related to its activities assigned to you by management.
Qualifications and skills required:
Hold at least a Master’s degree in Public Health, Nursing or any other related field.
Have a minimum of 3 years of experience in HIV prevention, testing and referral services.
In-depth knowledge of HIV testing and treatment protocols. Fluency in English and French.
