NOTICE OF CALL FOR APPLICATIONS FOR THE RECRUITMENT OF TWO (02) FACILITY DOCTORS (M/F) FOR THE CHASAC HIV PROJECT AT ACMS

The Cameroonian Association for Social Marketing (ACMS) is a non-governmental organization incorporated under Cameroonian law whose primary mission is to sustainably and measurably improve the social situation of the Cameroonian population and promote health. ACMS works in cooperation with the government and its public and private sector partners to deliver high-quality health programs that reach all populations in need. For over twenty-five years, ACMS has been providing the Cameroonian population with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria, and HIV prevention, among others.
ACMS implements the HIV-CHASAC project, which is a PEPFAR/CDC-funded project whose main mission is to provide financial and technical support to Cameroon through the Ministry of Health (MINSANTE) for the monitoring of HIV/AIDS programs and the implementation of national activities in health facilities in its intervention area, namely the Adamawa and North regions.

The Cameroonian Association for Social Marketing (ACMS) is seeking candidates for the position of Facility Doctor (M/F).
Who are we recruiting?
The Facility Doctor reports to the Integrated Service Delivery Specialist of the Program with the main responsibilities to:
Essential Missions:
1. Provide technical guidance and supervision for the implementation of differentiated service delivery (DSD) models, including but not limited to community-based ARVI dispensing, home-based dispensing, extended hours or weekend ARV refill services, and
multi-month dispensing.
2. Oversee the establishment and strengthening of age-appropriate support groups for PLWHA to ensure continued access to ARVs.
3. Support the establishment and operation of peer support groups for caregivers and parents of children and adolescents on antiretroviral therapy (ART), to actively involve them in the care process and create a platform for learning and support.
4. Adapt DSD models to the profiles of stable patients and coach staff on their effective implementation. Ensure that DSD models in FOSA and in the community meet the needs of all supported health facilities.
5. Conduct targeted training and mentoring sessions for Psycho-Social Agents (APS) on case management, ensuring that they have the necessary skills and knowledge.
6. Oversee the implementation of the Comprehensive Case Management (CCM) model in supported health facilities, with a focus on improving practices to optimize patient outcomes.
7. Expand case management services by integrating the use of expert patients, adolescent champions, and peer mentors, particularly for priority populations (men, children, adolescents, pregnant and breastfeeding women).
8. Support the development and maintenance of a patient tracking system, including phone calls, home visits, and DAMA protocols, to improve patient retention and follow-up.
9. Conduct monthly retention meetings in all supported health facilities to discuss challenges and strategies for retaining patients in care.
10. Expand the implementation of triage stations at all major entry points for PLHIV on ART, to ensure timely and appropriate access to care.
11. Support quarterly joint mentoring sessions with Regional Technical Groups (RTGs) to review progress, share best practices, and address challenges related to continuity of care.
12. Train health workers on early warning indicators of ARV resistance (HIVDR) and ensure that all sites have the necessary tools (monitoring charts, etc.) to monitor these indicators.
13. Promote the IJ=U (Undetectable = Untransmittable) message during ART initiation to generate viral load demand and improve patient adherence.
14. Provide technical support for the establishment of a hub-and-spoke referral system for the care and treatment of patients with advanced HIV (AHD), thus ensuring efficient service delivery.
15. Provide ongoing mentoring to health care providers on best practices for AHD management.
16. Oversee the documentation and communication of AHD management results in health facilities, ensuring that services are well documented and data are reported accurately and timely.
17. Oversee the training of Viral Load Champions (VLs) for peer education on HIV management and viral load monitoring, so that they can effectively convey key messages to their peers.
18. Support the development and distribution of written materials in multiple languages spoken in the relevant regions to improve health literacy and ensure that all patients have access to relevant information.
19. Facilitate the training of healthcare providers on effective communication strategies and health literacy principles to improve their engagement with patients.
Qualifications and skills required:
Hold at least a Medical Doctor’s degree or any other equivalent qualification in the health field; A Master’s degree in Public Health is a strong asset;
Have a minimum of 3 years of clinical experience in HIV care and treatment, including PMTCT and clinical management of HIV. Registration with relevant professional bodies is required.
In-depth knowledge and practical experience of health systems in Cameroon.
Proven ability to collaborate with public health authorities and agencies at all levels.
Demonstrated ability to work independently and manage multiple priorities simultaneously.
Proficient in computer tools (MS Word, PowerPoint, Excel, Outlook).
Previous experience with PEPFAR-funded programs is an asset. Excellent command of written and oral French, with a good knowledge of English. Understanding the Fulfulde language would be an added advantage.
