The French Red Cross (CRf) and the Cameroon Red Cross (CRC) are humanitarian associations, auxiliary to the public authorities, which provide aid and assistance to vulnerable people.
Since 2010, the French Red Cross (CRf) has been present in Cameroon and intervenes in the fields of health, nutrition and food security and livelihoods (SAME) in the Eastern and Far North regions.

PRESENTATION

Objective / Job Summary.
Under the direct responsibility of the Administrative and Financial Coordinator, the Deputy Administrative and Financial Coordinator is responsible for providing support to the financial and budgetary management of the delegation in compliance with the procedures defined for the delegation and the FIU rules to ensure the best support to the programs:
 




Location of the position This position
is open to persons with the required profile and the successful candidate must reside in Yaoundé by his/her own means; It is therefore not subject to relocation. Le.la candidate selected at the end of the recruitment process will therefore not be able to claim the status of delocalized employee.

LIABILITY
1. Administrative management and monitoring of funding 

In connection with the Administrative and Financial Coordinator, the Assistant:

  •  Supervises the necessary steps for the administrative files entrusted to him with public and / or private organizations (Taxes and CNPS) in connection with financial aspects;
  •  In close collaboration with the rest of the administrative team in the capital, participates in the legal and legal monitoring of finance laws;
  •  Rigorously monitors the archiving of the mission’s physical and electronic administrative files;
  •  Contributes to the preparation of the monthly report;
  •  Ensures the production and archiving of donor financial reports;
  •  Supervises the pre-audit of donor financing contracts;
  •  Contributes to the drafting of financial reports for donors;
  •  Contributes to the conduct of audits;

2. Budget management

  •  Ensures the realization of the monthly budget follow-ups of the coordination;
  •  Ensures the first monthly update of multi-base budget monitoring
  •  Participates in the verification, editing and sending of monthly budget monitoring of databases;
  •  Contributes to the development of new budgets;
  •  Participates in the preparation of the annual budget of the coordination and its revision;
  •  Contributes to the verification and validation of expenditure forecasts;
  •  Participates in the realization of the supply request at headquarters;
  •  Participates in the control of the operating costs of each base;
  •  Participates in the financial reporting of projects in accordance with CRf/CRC procedures (quality and time);
  •  Ensures that expenditure commitment documents are validated in accordance with forecasts and RRM;
  •  Participates in the consolidation of the financial monitoring of the mission transmitted to headquarters;
  •  Contributes to the updating of the mission’s cost allocation chart;

3. Accounting management

  •  In the absence of the financial assistant, manages the fund and the funds entrusted to him;
  •  Checks weekly the financial movements in the accounting journals (paper, Excel and/or SAGA) kept by the Financial Assistant;
  •  Ensures that the budget allocations of expenses are correct before integration into the accounting software (SAGA);
  •  Ensures the control and verification of the accounting journals of the databases before their integration into SAGA;
  •  Monitors the integration of accounting data monthly into SAGA for the entire delegation.
  •  Ensures that the archiving of the delegation’s accounting documents is effective, including electronic archiving;
  •  Ensures compliance with accounting and financial deadlines that concern his/her tasks and those of the financial department in general;
  •  Carries out the quarterly export of regional costs and the consolidation of supporting documents, as well as the follow-up of inter-mission advances;
  •  Performs SAGA configuration of contracts and projects after validation by the financial coordinator;




4. Preparation of audits and spot-check missions

  •  Ensures the classification of accounting documents by project in collaboration with the databases;
  •  Support for the provision of accounting files to auditors;
  •  Checks and verifies requested accounting documents prior to submission to auditors;

5. Develop partnerships and monitor legal provisions

  •  Initiates or develops relations with local authorities on administrative financial matters
  •  Participates in the development of projects in their financial aspects
  •  Participates in the preparation of interim and final reports;
  •  Monitors the evolution of legal provisions on taxation, accounting and financial management;

6. Membership and involvement in promoting the values of the Red Cross movement

  •  Have a general knowledge of the Red Cross movement, its functioning, structure and values (principles and code of conduct).
  •  Be aware of the objectives and activities of the CRC/RCf in general and in the context of work.
  •  Take an active part in meetings and trainings on the subject.
  •  Be aware of safety rules and the situation on the ground at all times.
  •  Assist in understanding general issues related to the political and social context by sharing information.

QUALIFICATION
Diploma and skills required:

  •  Minimum Bac + 3 in Finance, Audit and Control, Accounting, Economics and Management;
  •  At least two years’ experience in financial and accounting management of projects or in a similar position;
  •  Good knowledge of the legal provisions on financial and accounting management;
  •  Good knowledge of local tax provisions;
  •  Sense of Rigor – diplomacy
  •  Sense of confidentiality
  •  Good listening; open-mindedness
  •  Proactive and proactive;
  •  Very good level of French, English is an asset.
  •  Good computer skills: Word, Excel, SAGA or other accounting software;




Specific knowledge:

  •  Good knowledge of the Red Cross/Red Crescent Movement through and previous experience is a real advantage;
  •  Accounting management;
  •  Donor procedures ECHO, AFD, DUE or other donors
