The “PESoP” Project is an initiative of the German-Cameroonian Cooperation, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) under the supervision of the Ministry of Decentralization and Local Development (MINDDEVEL). The project aims to promote the participation of internally displaced persons and host populations in economic and social life in Cameroon. The project targets internally displaced persons (IDPs, internally displaced persons) and vulnerable populations in host municipalities. It provides direct support to these target groups while strengthening the capacities of non-governmental and municipal structures so that they can create more favorable overall conditions for the target groups. The project intervention area is the West Region of Cameroon where the project will collaborate with a total of 5 communes namely Dschang, Foumban, Kouoptamo, Bafoussam 1st and Mbouda.
To facilitate its implementation, the project is structured into two main components. Component 1 (economic participation) which aims to improve access to vocational training measures as well as access to income-generating and employment opportunities for internally displaced persons and members of host communities; and component 2 (social participation) which aims to improve the conditions of social participation of internally displaced persons and members of host communities. The combination of these two components thus promotes the lasting positive impact of qualification measures, income generation and socio-economic participation at the local level.
This project, whose coordination is based in Yaoundé, has an antenna in the West Region. In order to support the coordination and implementation of project activities, the “PESoP” project is recruiting a Community Networking Advisor who will be based in Bafoussam.
A. Area of responsibilities
Under the technical supervision of the Project Director, the Senior Advisor will be responsible for:
· Supporting the implementation of project activities between the host municipalities Bafoussam 1st, Mbouda, Dschang, Kouoptamo, Foumban and the internally displaced persons of the NW and SW Cameroon crisis”;
· Ensuring harmonious communication and collaboration with the main municipal and regional stakeholders of the project, such as mayors, regional and divisional delegates, as well as international partners such as OCHA;
· Ensuring the technical and hierarchical supervision of the 4 project facilitators based in the partner municipalities;
· Organize and implement key project meetings and workshops, such as local and regional strategic steering committee meetings, among others;
· Support planning and organize all activities necessary to achieve project objectives within allocated resources;
· Ensure strong and continuous collaboration with the joint project partner, UNHCR;
· Develop and implement community activities in conjunction with the facilitators and technical advisors in charge of social cohesion, HIMO, monitoring and evaluation and communication;
· Ensure the mobilization and promote the full participation of target municipalities and partner municipalities in the initiatives carried out by the project;
· Specifically support civil society organizations in their initiatives to promote peaceful cohabitation between host populations and internally displaced persons (IDPs);
· Conduct individual staff evaluation and development interviews for all staff reporting to this position.
B. Specific tasks
The advisor will have the following responsibilities:
1- Professional advice
· Contribute to the development of concepts and support local initiatives aimed at improving peaceful coexistence between host populations and internally displaced persons;
· Support local initiatives in favor of intercommunity dialogue, intra and between IDPs and host communities;
· Ensure the application of the concepts of “do no harm” in all stages and in all strategic choices of the project initiatives;
· Initiate training and awareness-raising workshops on peaceful coexistence and other project themes;
· Initiate and support activities to promote the culture of peace, tolerance and civic education in the communities;
· C
contribute to raising awareness among communities and IDPs on the appropriation of rules of collective life, law and behavior within communities;
· Strengthen opportunities for collaboration with Civil Society organizations operating in the areas of local governance, peacebuilding and actions in favor of IDPs.
2- Management and coordination
· Provide technical and hierarchical supervision of the 4 project facilitators based in the partner municipalities;
· Represent the project director and the interests of the project at important meetings and workshops;
· Support the development of annual project work plans, in accordance with the activities planned in the results and resources framework of the project document;
· Assist in steering and quality assurance, in order to ensure the overall coherence of the implementation of the project;
· Support in coordinating the development of content for important meetings, conferences, training and other events related to the project;
· Support the development of the terms of reference for the various activities;
· Assist in the design, development and dissemination of project products and reports;
· Assist in organizing the programs of official field missions;
· Actively contribute to reflections and debates on the implementation of GIZ programs by contributing his/her training and experience to improve the overall delivery by adapting it to a changing reality and context.
3- Networking and cooperation
· Communicate with project partners and stakeholders for project activities, to optimize access and to ensure the timely organization and facilitation of activities related to the implementation of the project;
· Develop an active network of partners and ensure good coordination between them;
· Identify and request, to ensure quality implementation, any technical support deemed necessary or having added value in the implementation of the project;
· Document lessons learned and good practices and share them with all project partners through workshops.
4- Monitoring and knowledge management
· Contribute to the analysis of the context and the resulting monitoring, provide services to ensure the smooth running of the project
· Support the drafting of monitoring reports, activities carried out and evaluation of the project to inform the Steering Committee on the progress of the project, according to the mechanisms and frequency established in the project document;
· Support the coordination of evaluations (mid-term and final) of the project;
· Support the establishment of the data collection system and mechanism to support the monitoring and development of project indicators;
· Promote the replication of good practices of partner organizations implementing the project.
5- Other responsibilities
· Participate in periodic project meetings;
· Contribute to the visibility of the project at all levels: validation of banners, writing and publication of newsletters, publication of “success stories”;
· Assume other activities and tasks as instructed by his/her superior.
Requirements
C. Qualifications, skills and experience required
· Minimum Bac+5 degree in project management, Economics, Social Sciences, Management Sciences, Statistics or other related fields;
· At least 7 years of professional experience in a similar position in a similar context;
· Excellent command of French and English, both oral and written
· Experience in collaboration with United Nations agencies such as UNHCR, OCHA, etc.;
· Good practical knowledge of the use of information and communication technologies (corresponding software as well as telephone, fax, e-mail, Internet) as well as computer applications (such as MS Office);
· Good management, organizational and synthesis skills;
· Be able to work under pressure and within a multicultural team;
· Be open to acquiring new knowledge.

Internal classification of the position: Band 5, under the hierarchical supervision of the Project Manager
