REGIONAL COORDINATORS FOR THE RSSI

The Cameroonian Association for Social Marketing (ACMS), a member of the PSI network, is a non-governmental organization under Cameroonian law, whose main mission is to improve in a sustainable and measurable way the social situation of the Cameroonian population and to promote the health and prosperity of families. Thus, CASI works in cooperation with the government and its public and private sector partners to deliver high-quality health programs, reaching all populations in need. For over twenty-five years, ACMS has provided the Cameroonian population with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria, and HIV prevention among others.

The Programme d’Accès aux Services de la Santé de la Reproductive (PASSR) which recruits is a development project of the Republic of Cameroon co-financed by the Federal Republic of Germany through its development bank (KfW). CASI is in charge of the large-scale implementation of this Program.

Indeed, the PASSR implemented in four (04) regions of Cameroon (East, Adamawa, North and Far North) aims to increase the use of modern family planning methods including long-term methods of action.



Your Contribution:

  • Develop periodic detailed action plans for the regional office and forward to the Deputy Program Manager;
  • Plan orders for materials, equipment, products, tests and consumables to be transmitted to the Deputy Program Manager;
  • Plan budgeted activities according to budget lines;
  • Ensure monthly planning of vehicle and driver movements;
  • Plan training workshops in collaboration with the health delegation;
  • Ensure the planning of joint supervision (MINSANTE/ACMS);
  • Ensure the weekly, monthly and quarterly planning of the activities of the various services of the regional office;
  • Put in place tools that allow the monitoring of administrative procedures in accordance with the CASI Procedures Manual;
  • Ensure that all administrative operations are done in accordance with the CASI Procedures Manual;
  • Manage staff with transparency, objectivity and fairness in accordance with CASI ethics;
  • Ensure compliance with working hours and fill in documents including attendance sheet;
  • Ensure the departure on leave of employees who are beneficiaries;
  • Establish annual objectives (MBO) and ensure mid-term and annual evaluations of all staff under his/her supervision;
  • Prepare disciplinary files objectively and impartially and forward them to HR by informing the Program Manager;
  • Ensure that each employee performs his/her duties in accordance with his/her Job description;
  • Sign program documents (letters, emails, etc.);
  • Manage staff in all aspects (appropriate documentation existing (leave, illness, assignments etc.);
  • Ensure that all financial movements are made in accordance with CASI and funder rules of procedure;
  • Ensure the archiving and preservation of financial documents on electronic and physical media;
  • Ensure that substantive appeals are made in a timely manner;
  • Develop and monitor budgets for different activities efficiently;
  • Participate in the preparation of the budget and the development of the annual work plan (AWP);
  • Approve expenditures incurred and justifications of expenditures by all regional office staff.
  • Coordinate the re-evaluation of franchised health facilities (FOSA) in order to reintegrate them into the network;
  • Promote teamwork to achieve program objectives;
  • Oversee field activities in the region to ensure quality standards are met;
  • Organize training and retraining for capacity building of providers;
  • Update the roster of trained service providers and franchised health facilities;
  • Ensure that work tools are in place;
  • Coordinate the supervision and coaching of service providers;
  • Monitor the management, documentation and reporting of complications;
  • Select franchised health facilities with basic minimum facilities for the offers of the Post Partum IUD and adolescent and youth-friendly reproductive health services (SRAJ);
  • Organize training and refresher workshops for the upgrading of quality assurance officers, service providers, community facilitators, community health workers and stock managers;
  • Organize certification campaigns for newly trained providers;
  • Ensure implementation of audit and evaluation recommendations;
  • Ensure the availability of non-expired products and consumables;
  • Ensure the follow-up of the promoters and managers of Pro Fam health training in the private sector in business management
  • Monitor the availability of products and consumables;
  • Contribute to efficient collaboration between CASI, MINSANTE and other Partners at the regional level;
  • Organize internal and joint MINSANTE/ACMS supervision to ensure that the required quality standards are met;
  • Ensure the collection and transmission of data in clinics / Health Training for transmission to the Research / Monitoring & Evaluation Manager within the required deadlines;
  • Collect information from his/her collaborators in order to draft periodic program reports and transmissions to the Deputy Program Manager for Consolidation;
  • Ensure the implementation of all activities assigned to the regional office;
  • Ensure supervision of the activities of all staff in the region;
  • Perform any other duties assigned by the supervisor.

The basics:

  • Required degree: Minimum Master in Public Health and/or a Doctorate in Medicine, Master of Science in Nursing, Master in Reproductive Health or any other degree deemed equivalent;
  • Minimum five (05) years of professional experience relevant to a similar position;
  • Substitute for the required diploma: Have fifteen (15) years of professional experience in a similar position;
  • Experience in team management;
  • Strong problem-solving skills;
  • Good ability to plan and anticipate potential and emerging obstacles;
  • Ability to establish strong public relations and be able to communicate in a team;
  • Have a high level of autonomy at work, but with a deep team spirit;
  • Ability to work under pressure, with minimal supervision within a multicultural team;
  • Demonstrate adaptability, patience, ingenuity, resilience and flexibility;
  • Results-based management skills;
  • Be available to carry out regular field missions.




What would we be interested in?

  • Familiarity with social marketing and/or NGOs;
  • Fluency in French and/or English and have a sufficient command of the other language;
  • Good command of computer tools and software (Word, power point, Excel)
  • Passion for public health;
  • Knowledge of management;
  • Knowledge of reproductive health;
  • Excellent ability to synthesize, be precise and concise;
