Summary description of the position
Under the authority of the Cooperation and Cultural Action Advisor (COCAC)/Director of the French Institute, you organize the operation and financial management of a financially autonomous establishment (EAF) that does not have legal personality.
The French Institute of Cameroon (IFC) is spread over two sites, Yaoundé and Douala.




Main activities
You are responsible for general affairs (organization and operation), budgetary, accounting and administrative issues, human resources management, real estate, logistics, equipment and security management and you contribute to the development of the general policy of the institution (strategic axes, multi-year projections, development) and its operational implementation (governance, coordination of means and resources).
Your main missions are as follows:
1. Contribution to steering:
– presentation of results and performances;
– carrying out profitability studies and prospective analyses;
– reflection on the financial trajectory, rationalization and pooling of means and diversification of resources.
2. Budgetary, accounting and administrative management:
– preparation and execution of the budget and amended budgets as well as dashboards;
– interface with the ministry (DGM/DDC/RES which oversees the IF) for management control and activity reports;
– monitoring of internal financial control (CIF) with the public accountant. The secretary general is a member of the governance committee;




– monitoring of the operations of the two agencies and handling of cash funds;
– steering and legal monitoring, control of agreements, management of disputes;
– harmonization of procedures and practices while ensuring compliance with French and Cameroonian regulations;
– monitoring of any Equipe France Fund projects that may be required to pass through the institute.
3. Human resources management:
– coordination and supervision of staff, organization chart, schedules, leave, conflict management;
– management of staff (career development, contracts, evaluation, etc.);
– development of the multi-year training plan;
– facilitation of social dialogue with staff representatives, participation in social dialogue bodies;
– monitoring of hygiene, safety and working conditions issues.
4. Property, logistics, equipment and security management:
– management of buildings and investments (works and orders);
– relations with tenants and owners;
– negotiation and monitoring of maintenance contracts;
– risk management and ensuring the application of safety instructions;
– inventory monitoring.




Qualifications or professional experience recommended to perform the duties
Experience in a similar position strongly desired.
Knowledge of the codifying instructions specific to EAFs.
Knowledge or mastery of a local language would be an asset. Knowledge of the region as well.
