With funding from CDC/PEPFAR Cameroon for the Reach95 project, EGPAF is supporting the Ministry of Public Health and the Government of Cameroon to strengthen HIV testing services to ensure that 95% of people living with HIV know their status, 95% are initiated on antiretrovirals, and 95% of those on antiretrovirals are virally suppressed. EGPAF is also supported by other donors such as Unitaid to implement innovative approaches to catalyze pediatric TB services.
Job Summary
The Senior District Coordinator of Integrated HIV Care Services will be responsible for providing leadership and management support, as well as coordinating and implementing the delivery of quality integrated HIV services, including HIV prevention, testing and treatment for children, adolescents, adults and pregnant and lactating women in EGPAF-supported sites in the health districts of Edea, Yabassi, Pouma, Kribi and Lolodorf. He/she will provide technical supervision and capacity building to health workers to ensure the delivery of quality, effective and quantifiable services, while integrating these services with other primary health care services in health facilities and in the community. He/she will work with the Monitoring and Evaluation team to standardize and improve service delivery through continuous quality improvement processes, tracking key performance indicators and strategies to determine progress and innovations in health facilities. He/she will lead the planning of health system support and health systems strengthening activities aimed at improving the quality of HIV care and treatment interventions.
Job Description
- Oversee the planning and implementation of HIV and TB prevention, testing, care and treatment services for children, adolescents, adults and pregnant or breastfeeding women in EGPAF-supported health facilities, in accordance with national HIV guidelines.
- Provide ongoing oversight of EGPAF-supported sites for HIV and TB/HIV co-infection prevention, testing, care and treatment services for pediatric adolescents and adults, as well as pregnant and lactating women;
- Support for treatment adherence and care for survivors of gender-based violence (GBV);
- Participate in the training, coaching and mentoring of healthcare personnel at project sites;
- Ensure the availability and appropriate use of programming tools and standards of care across all project sites for all HIV-related services;
- Organize, implement and monitor community activities, including demand stimulation for ANC/PMTCT and postnatal services, community delivery of antiretroviral treatment and screening of contacts of index cases;
- Provide capacity building and technical support to improve the performance of the technical components of the project, including HIV testing services, prevention of mother-to-child transmission (PMTCT), treatment adherence support, gender-based violence and supply chain management, laboratory and pharmaceutical products;
- Participate in monitoring and evaluation, and ensure quality assurance of HIV and integrated HIV and TB prevention, screening, care and treatment services, as well as different patient support groups (children, adolescents, adults, pregnant or breastfeeding women);
- Liaise with district health officials and community and civil society leaders in the area of competence, as well as all other stakeholders to coordinate the implementation of HIV services in each project site;
- Ensure prompt availability of work plans, requests for budget advances; technical reports on project performance; and participate in weekly and monthly performance review meetings;
- Conduct targeted supervision visits to health facilities for technical assistance, capacity building and mentoring of health providers;
- Conduct a routine performance review at the program level with the aim of identifying performance gaps and best practices to implement to improve performance;
- Support monthly granular site management sessions at assigned sites;
- Assist the site-level QI team in identifying and addressing program gaps by developing continuous quality improvement (cQI) initiatives aimed at overall program performance;
- In liaison with clinical and community partners, support the deployment of clinical services relating to gender-based violence and the link between victims and psychosocial and forensic services;
- Contribute to the identification and documentation of best practices and their wider dissemination;
- Submit activity reports to the line manager
- Any other assigned tasks.
Required qualification
• Physician with at least 5 years of experience in HIV and TB and HIV prevention, testing, care and treatment services for children, adolescents, adults, pregnant women and breastfeeding women
• A master’s degree in public health or a related field is a definite advantage.
• He/she must have undergone training in comprehensive HIV management, including national guidelines and recommendations from the Ministry of Health on this subject.
• Training in advanced HIV treatment is an added benefit
• Fluency in French and a working knowledge of English are key requirements
Required skills, competencies and experience
• Experience in establishing and maintaining working relationships with the Ministry of Health at regional, district and facility levels;
• Significant and up-to-date knowledge of current guidelines, standards, tools and best practices in ART, PMTCT, TB/HIV and HTS.
• Experience in the field of HIV and TB prevention, testing, care and treatment and HIV in children, adolescents, adults and pregnant and lactating women, with demonstrable results and expertise in setting up TB and HIV treatment and care services in a public or faith-based health facility; knowledge of the differentiated HIV care model is an essential requirement;

• At least three years of management experience at district or regional levels;
• Proven experience in organizing and facilitating training, mentoring and capacity building of health workers in the areas of HIV and TB prevention, care and treatment;
• Knowledge of PEPFAR program and Ministry of Health/CNLS reporting requirements, including knowledge of data collection and reporting tools used by the MOH;
• Proficiency in basic computer skills – MS Office; Internet; Basic data analysis skills;
• Autonomous, results-oriented person with excellent communication, interpersonal, report writing and analytical skills;
• Fluency in French and working knowledge of English;
• Team player, dedicated with the ability and experience to work in a multidisciplinary team .
