Under the authority of the National Project Coordinator, the technical advisor will have to perform the following tasks:
Functions and responsibilities:
 Coordinate the integration of community indicators into national monitoring systems (DHIS2 and other digital tools).
 Ensure the revision of community-led monitoring tools to include new health issues (emerging diseases, UHC, emergencies).




 Train community actors in the collection, analysis and use of data for decision-making and advocacy.
 Strengthen the capacities of communities to adapt their monitoring systems and data in the context of a health emergency.
 Supervise and support community actors in the implementation of data-related tools and processes.
 Facilitate the use of data from community monitoring to guide public policies and health responses.
 Strengthen community engagement in data management and their participation in national health policies.
 Capitalize on good practices and experiences to improve community systems and their resilience.
 Ensure the complementarity and synergies of actions with other actors implementing community-led monitoring
 Ensure effective coordination with partners and donors for the implementation of innovative community solutions.
 Participate in relevant meetings with the donor, the Ministry of Health, national programs, the Global Fund, PEPFAR and potential donors
 Actively participate in the development of contractual activity reports for the Global Fund project
 Contribute to the development of strategic planning documents for the project
Job profile:
 Hold at least a Bac+4 in project management, public health, social sciences, required in social science, public health, development studies, project management or an equivalent degree
 Have at least five years of professional experience in the fields of community-led implementation and monitoring, community health, health system strengthening, planning
 Expertise in two or more of the following technical areas: prevention, treatment, care and support, monitoring and evaluation, policy advocacy, systems strengthening, health information systems, violence prevention and response and human rights;
 Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar sized donor-supported international programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience in managing complex activities involving coordination with multiple program partners;
 Fluency in French and English;




 Knowledge of IT tools: MS-Word, Excel, Internet, …
 Experience with donor financial management rules and procedures is an asset.
 Experience in recruiting, developing and managing staff and teams;
 Excellent interpersonal and negotiation skills;
 Experience in managing required programmatic and financial reporting requirements;
 Ability to travel to Cameroon project areas as needed.
Skills and Abilities: Interpersonal and leadership skills, including the ability to work effectively in a team. The candidate must be able to plan, implement, monitor and advocate for programs and beneficiaries. He/she must have strong time management skills and be able to prioritize and execute multiple activities simultaneously.
