Under the authority of the National Project Coordinator, the Technical Advisor will have to perform the following tasks:
Functions and responsibilities:
 Coordinate the creation of community demand and the supply of services for their improvement.
 Participate in the development and revision of guides and procedures concerning the involvement of communities and community-based organizations in planning and responding to emerging and re-emerging diseases.




 Ensure the strengthening of community leadership and community organizations in order to maintain access to essential services for vulnerable, marginalized and criminalized populations during epidemics and pandemics.
 Support community engagement in public health emergency coordination and operations bodies.
 Support communities in their participation and contribution in national community organization forums, in order to strengthen their advocacy and commitments.
 Strengthen the capacities of community agents from CSOs representing vulnerable, marginalized or criminalized populations, in terms of participation and response to emerging and re-emerging diseases, while maintaining essential services.
 Promote collaboration between vulnerable/marginalized/criminalized communities and strategic health response coordination bodies (CCOUSP, DRSP, CERPLE, DS).
 Supervise technical assistance mobilized for community system strengthening.
 Actively participate in meetings with the donor, the Ministry of Health, national programs, the Global Fund, PEPFAR and other financial partners.
 Contribute to the development of contractual reports related to the Global Fund project.
 Participate in the drafting of the project’s strategic planning documents.
Job profile:
 Hold at least a Bac+3 in Public Health, Social Sciences, Development Studies, Project Management or an equivalent diploma
 Have at least five years of professional experience in the fields of epidemic and pandemic preparedness and response, community-led implementation and monitoring, community health, health system strengthening, planning
 Expertise in two or more of the following technical areas: prevention, treatment, care and support, monitoring and evaluation, political advocacy, systems strengthening, health information systems, violence prevention and response and human rights;
 Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar sized donor-supported international programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience in managing complex activities involving coordination with multiple program partners;
 Fluency in French and English;
 Knowledge of IT tools: MS-Word, Excel, Internet, …
 Experience with donor financial management rules and procedures is an asset.
 Experience in recruiting, developing and managing staff and teams;
 Excellent interpersonal and negotiation skills;
 Experience in managing required programmatic and financial reporting requirements;
 Ability to travel to Cameroon project areas as needed.




Skills and Abilities: Interpersonal and leadership skills, including the ability to work effectively in a team. The candidate must be able to plan, implement, monitor and advocate for programs and beneficiaries. He/she must have strong time management skills and be able to prioritize and execute multiple activities simultaneously.
