TECHNICAL ADVISOR IN LAND CONFLICT PREVENTION AND MANAGEMENT (M/F) – YOKO (CENTRAL REGION) – GIZ CAMEROON
DESCRIPTION OF THE OFFER
CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A (01) TECHNICAL ADVISER IN PREVENTION AND MANAGEMENT OF LAND CONFLICTS FOR THE PROJECT “PROMOTION OF A RESPONSIBLE LAND POLICY (ProPFR)” OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ) IN YOKO (CENTRAL REGION).
Context
In Cameroon, the project “Promotion of a Responsible Land Policy (ProPFR)”, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH , in cooperation with the Ministry of Lands, Cadastre and Land Affairs (MINDCAF) , strives to improve access to land as an essential prerequisite for the restoration and preservation of forest landscapes and the fight against poverty and hunger for the population in rural areas, particularly women, young people and marginalized groups.
The area of intervention covers the Center Region, in particular the two communes Yoko and Nanga-Eboko. The project is part of a global program of the same name that focuses on promoting responsible land policy in nine countries and aims to improve land governance, increase tenure security and promote sustainable land use.
The ProPFR project has three (03) areas of intervention:
- Improvement of institutional conditions, including procedures for safeguarding the rights of use of forest, agricultural and grazing resources of rural populations, in the Center Region;
- Participation of civil society in the formulation and implementation of a responsible land policy;
- Improvement of the framework conditions for private investments in the agro-forestry sector.
As part of its activities in the two communes Yoko and Nanga-Eboko, the ProPFR project is looking for a Technical Advisor in land conflict prevention and management , based in Yoko (Central Region), to strengthen his team.
A- Areas of responsibility and powers
Under the supervision of the Chief Technical Advisor (CTP) of ProPFR, the incumbent will have the following attributions and tasks:
- Support implementing partners at the local level in informing and sensitizing local actors and the population on land rights, in measures to prevent and settle land disputes;
- Lead the activities of prevention and management and resolution of land conflicts with the participation of civil society and ensure permanent consultation with the civil actors involved and the representatives of the communities of Yoko and Nanga-Eboko;
- Ensure internal and external communication and representation of the project (e.g. at events and conferences) at the local level;
- Support other ProPFR technical advisors in the implementation of field activities;
- Participate in the logistical planning, preparation and implementation of missions of national and international consultants on behalf of the project;
- Monitor the activities carried out by implementing partners in the field, in particular non-governmental organizations (NGOs);
- Concert and coordinate joint activities with the GIZ projects “Forest, Environment, Climate (ProFEC)” as well as “Landscape restoration and good governance in the forest sector in Cameroon (Forests4Future, F4F)” also active in the area of intervention;
- Ensure the interface role of the ProPFR Project at the local level with institutional actors, communities, other projects and partners of German and international technical and financial cooperation, active in the same area of intervention;
- Prepare reports from activities and submit them to the CTP;
- Regularly participate (virtually or face to face) in project consultation, planning and internal discussion meetings.
PROFILE REQUIRED
B- Qualifications, experience and skills required
Qualifications
- Hold a Master’s degree in land rights, conflict management, environmental and natural resource management, sociology, anthropology, or equivalent disciplines;
Professional experience
- At least five (05) years of professional experience in rural development, peace and conflict, management and protection of natural resources, including the provision of advice to partner organizations;
Other knowledge/skills
- Thorough knowledge of the “Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security” National Food Security , VGGT);
- Good knowledge and skills in organizational development of cooperatives and advocacy organizations would be an asset;
- Experience in developing and managing tenders and contracts
- Very good knowledge of French and/or English; knowledge of other common languages in the area of intervention (Fulfulde, Pidgin, other local languages) is an asset;
- Good interpersonal skills and ease of communication with a wide variety of interlocutors;
- Perfect command of computer tools (Microsoft Word, Excel, PowerPoint, Outlook, Teams software, etc.); knowledge of the use of Geographic Information Systems (GIS) is an asset;
- Very good skills in working in a multicultural team, also remotely;
- Very high resistance to stress; ability to manage multiple tasks under pressure and in the specific conditions of the assignment site.
Contract start date: 01.09.2023
Contract period: Fixed-term contract (CDD) two (02) renewable
Duty station: Yoko (Central Region)
Internal classification of the position: Band 4T under the hierarchical supervision of the Principal Technical Advisor (CTP) of the ProPFR Project
