DESCRIPTION OF THE OFFER
CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A TEMPORARY JUNIOR TECHNICAL ADVISOR IN MONITORING FORESTRY MANAGEMENT WORKS FOR THE PROJECT “LANDSCAPE RESTORATION AND GOOD GOVERNANCE IN THE FOREST SECTOR IN CAMEROON” (Forests4Future – F4F) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/F4F) IN YOKO (Central Region).
context
The global forest landscape restoration and good governance project in the forest sector in Cameroon, Forests4Future (F4F) provides support to forest communes in the sustainable management of forest resources and biodiversity in partnership with the Ministry of Forests and Wildlife ( MINFOF) and the Ministry of the Environment, Nature Protection and Sustainable Development (MINEPDED). F4F implements Forest Landscape Restoration (FLR) activities following the approach of the African Forest Landscape Restoration initiative, AFR100. Its main objective is that the local, national and international actors involved sustainably manage forest resources and contribute to the restoration of the peripheral zone of the communal forest of Yoko (Restoration of the forest landscape, RPF) which includes part of the periphery of the Nanga-Eboko communal forest, as a contribution to AFR100 to improve the standard of living of the population in the neighboring villages. This objective is achieved through the following areas of intervention:
- Output 1: Governance and planning for capacities for coordination and participatory planning of FLR actions;
- Output 2: Implementation of FLR measures through, for example, the creation of grazing areas and fodder fields, the marking of transhumance corridors, the promotion of sustainable agroforestry systems, the establishment of forest plantations and the development sustainability of community forests among others;
- Output 3: Development of Value Chains, income-generating activities so that people have other sources of income and exert less pressure on forest resources and biodiversity.
One of the FLR measures targeted by the Project is support for the sustainable management of the community forest of the GIC GEPFOM of Mbatoua (community forest of Mbatoua) and the community forest of the GIC AJAM of Mbeinbeing (community forest of Mbeinbeing). are in the landscape of intervention of the Project. After a diagnostic mission in the two communities-Mbatoua and Mbeinbeing carried out from August 16 to 21, 2022, it was found that the Simple Management Plans (PSG) and the Final Management Agreements of these two community forests have never been revised since their approvals in 2006 and 2002 respectively. This is contrary to the regulations in force. The MINFOF regulations in force provide for the validity of a PSG for a period of 25 years, revised at least once every 5 years. This being, these documents are practically obsolete and its forecasts can no longer serve as a real and objective basis for planning and guiding activities in these forest areas awaiting sustainable management. Following this observation, the GIZ F4F Project launched a support process for the revision of the PSG of the community forest of Mbatoua and the community forest of Mbeinbeing. This process includes, among other things: the flora and fauna inventory to determine the potential of the forest resource found in these forests, a socio-economic study to assess the standard of living in households and the development of the PSG itself.
It is in this context that the GIZ F4F Project is launching this call for tenders for the recruitment of a temporary staff who will be involved in the monitoring and verification of the work related to the Revision of the Simple Plan of Management (PSG) of the community forest of Mbatoua and the community forest of Mbeinbeing; which totals an area of 5000 ha each.
To this end, the F4F Project is currently looking for one (01) temporary Junior Technical Advisor to support the implementation of the said activities.
A- Responsibilities and Powers
More specifically, the selected candidate will have the following tasks:
- Check the compliance of the sampling plans with the standards in force for the multi-resource inventory and biodiversity inventory of the community forest of Mbatoua and the community forest of Mbeinbeing;
- Monitor/verify the works of opening, materialization and whitewashing of the outer limits of the community forest of Mbatoua and the community forest of Mbeinbeing;
- Monitor the completion of management inventory work in the two community forests; that is to say the counting, identification and measurement of all stems from 20 cm in diameter (Ø ≥ 20 cm) according to the standards in force;
- Monitor the implementation of the wildlife inventory in the two community forests in accordance with the regulations in force;
- Control the entry, the compilation of the data of the inventory of development (through the approved software “TIAMA”) as well as the inventory multi-resources and inventory of biodiversity and the drafting of the report of the inventory of development by following the outline in force;
- Check inventory data on biophysical aspects and anthropogenic activities such as: watercourses, slopes, signs of hunting, illegal logging, sacred sites, presence of fields, fishing areas, etc. in the two community forests;
- Follow the socio-economic study within the community of Mbatoua and the community of Mbeinbeing and the drafting of the report of the said study;
- Check the various maps produced for the development of these two community forests.
PROFILE REQUIRED
B- Qualifications, experience and skills required
Qualifications
- Hold an engineering degree in Water, Forests and Hunting or a degree deemed equivalent and/or proven experience in the field;
Professional experience :
- Justify a good understanding / experience in the implementation of the tasks mentioned above;
- Have at least 2 years of experience in the implementation of similar tasks;
- Have a good ability to analyze and write in French;
- Have a great knowledge of the ‘TIAMA’ software;
- Have an aptitude for working in a rural environment.
Other knowledge/skills:
- Very good writing skills
- Have a good ability to analyze and write in French;
- Know at least one of the following languages: Vouté, Yangavok, Bamvelé and Foulani
Contract start date: 15.02.2023
Contract period: 3 months
Duty station: Yoko, with missions in the community forest of Mbatoua and the community forest of Mbeinbeing.
Internal job classification: Band 3T under the hierarchical supervision of the Principal Technical Advisor
