PRADEC is an initiative of the German-Cameroonian Cooperation, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), under the supervision of the
Ministry
of Decentralization and Local Development (MINDDEVEL). Its objective is to support
partner municipalities in the South-West, North and Littoral regions so that they can invest better in their roles for local development in partnership with state, civil society and private sector actors. It has four fields of intervention: (1) capacity building for better cooperation between actors in the field of local finance, (2) capacity building of actors in the participatory management of municipal infrastructure, (3) strengthening the skills of local actors in participation and dialogue for local development and (4) implementing innovative ICT solutions, especially in rural areas. The coordination is based in Yaoundé, with a branch in Douala and Garoua respectively. The objective of the intervention area (4) is to contribute to the improvement of
local development, employability, especially that of young people and women, and citizen participation in
beneficiary communities through needs-based digital services. The regions
of intervention are the North, the Littoral and the South-West. In order to support the implementation of the activities of the fields of intervention (1) and (2), PRADEC is looking for a Temporary Junior Technical Advisor who will be based in Yaoundé.
RESPONSIBILITIES
Under the supervision of the Area Manager (1) and (2) the incumbent
is responsible for:
- Provide administrative assistance to the Head of the Local Finance and Infrastructure Action Areas component in accordance with the objectives of PRADEC-GIZ and GIZ guidelines and procedures;
- Provide assurance to the management and updating of the database of beneficiaries of the activities of these two components in connection with the monitoring and evaluation manager and technical advisors based in the antennas;
- Ensure and/or contribute to the development of periodic and gender-sensitive reporting on the activities of both components;
- Contribute to the capitalization of the experiences of both components;
- Support the implementation of the activities of the two components in the different regions of intervention and at the national level.

1. Administrative tasks of the components
- Prepares workshops within the framework of the fields of action (logistics, invitations, follow-up of participations)
- Liaises with Technical Advisors;
- Draws up the minutes of the meetings of the fields of action, ensures their breakdowns and archiving in the DMS;
- Ensures a shared calendar management of the two components;
- Drafts letters and any other necessary administrative documents (purchase request, etc.);
- Participates in and provides technical assistance to specific activities entrusted;
- Supports the electronic and physical filing of component files.
2. Networking and cooperation
- Facilitates regular contact and dialogue with partners and target groups in both fields of action;
- Supports public relations work and cooperates with stakeholders in the local finance and infrastructure environment, with the aim of maintaining and improving good working relationships;
- Provides support in the implementation of the activities of both components according to a defined plan.
3. Knowledge Management
- Centralizes the monthly plans of the two components and draws up the monthly balance sheet report;
- Documents and disseminates the successful experiences of both components;
- Prepares reports and communication files of the components;
- Ensures the archiving and updating of the documentation of both components on DMS;
- Provides relevant inputs for the various reports developed including annual activity reports.
4. Other responsibilities
- Performs other activities and duties as assigned by his/her supervisor even if not explicitly mentioned in the job description;
- Complies with the GIZ Code of Integrity.
QUALIFICATIONS AND EXPERIENCE
- Bac+5, in (Public Finance, Legal or Political Sciences, Public Administration, Economics, Sociology, or a similar qualification);
- Three years of professional experience, including one year in a similar position;
- Good knowledge of the context of the challenges and issues of decentralization, local finances in Cameroon and sustainable infrastructure management;
- Knowledge of GIZ and its intervention in the “good governance and decentralization” sector would be an asset;
- Good knowledge of participatory approaches and planning;
- Good knowledge of facilitation techniques;
- Experience in project management and research in a field of decentralization, local finance in Cameroon
- Work skills in a multicultural environment;
- Very good use of information and communication technologies (corresponding software as well as telephone, fax, e-mail, Internet) as well as computer applications (such as MS Office)
- Fluent practice (oral and written) of the European vehicular language of the country (French and English);
Contract start date:15.01.2023
Contract period:03 months
Duty station:Yaoundé. The position may require extensive travel within the program’s intervention regions.
Internal classification of the position: Band 3T, under the hierarchical supervision of the Area of Operations Manager (1) and (2).
