Level (grade): Senior Executive
Officers Date of entry into service: One month after notification of recruitment
Duration of appointment: Permanent employment after a probationary period of two (2) years.
Administrative Unit: Directorate of Foresight and Cooperation
Duty Station: Yaoundé, Republic of Cameroon




Eligibility requirement

  • Be a national of one of OAPI’s member countries. For equal qualifications, preference will be given to candidates from countries under-represented in the Organization.
  • Be under 55 years of age on the closing date for applications.
  • Enjoying civil rights and being of good character.

Main responsibilities

Under the supervision of the Director-General, he/she is mainly responsible for:

    • Develop and implement the management action plan;
    • Plan, coordinate, supervise and animate the various services;
  • Initiate prospective studies, particularly in the fields of intellectual property;
  • Propose cooperation agreements, coordinate and centralize cooperation activities;
  • Ensure the follow-up of the technical files of the National Liaison Structures;
  • Initiate and implement OAPI’s activities in the field of literary and artistic property;
  • Participate in the harmonization of national legislation on literary and artistic property;
  • Assist collective management organisations in Member States;
  • Initiate and implement OAPI’s activities on emerging issues in the field of intellectual property;
  • Ensure the management of employees;
  • Perform periodic reports from management.

Qualifications

  • have a 3rd cycle degree (BAC + 5) in law, economics, statistician economist or a degree in design engineering;
  • have at least ten (10) years of professional experience in a managerial or managerial position;
  • at least 05 years of professional experience in the field of foresight analysis or cooperation;
  • have knowledge of intellectual property professions;
  • have knowledge of budget management;
  • have knowledge of software in prospective analysis (MICMAC, MACTOR, Prospective Workshops, etc.);
  • have knowledge of office software (Word, Excel, PowerPoint);
  • have an excellent knowledge of the French language.
  • Knowledge of the English language would be an asset;
  • Have a good organization in the work, be rigorous on the respect of deadlines and be able to work under pressure.




Composition of the application file

The application file will include the following documents:

  • a completed application form (available on the www.oapi.int website);
  • an extract from a birth certificate or a certified copy of the birth certificate or suppletive judgment in lieu thereof;
  • a detailed curriculum vitae (certified by the administration of the last employer);
  • an extract from the criminal record less than three months old;
  • a certified copy of diplomas, titles, certificates of qualification;
  • a regularly established certificate of public or private jobs previously held and indicating their duration;
  • a medical examination certificate attesting that the candidate meets the conditions of physical and mental fitness.

Remuneration

The position is classified in category C4 of the salary grid in force at OAPI. Recruitment is done at the 1st level. The person concerned will benefit from the benefits and allowances under the conditions provided for by the texts in force.

Elements of the commitment file

The successful candidate must, prior to taking up service:

  • present the originals of his diplomas, titles and civil status documents;
  • provide a certificate on his honour of free engagement or, if he/she is an official, an act of secondment.
