Unit: Directorate of Finance and Heritage
Duty Station: Yaoundé, Republic of Cameroon




Eligibility requirement

  • Be a national of one of OAPI’s member countries. For equal qualifications, preference will be given to candidates from countries under-represented in the Organization.
  • Be under 55 years of age on the closing date for applications.
  • Enjoying civil rights and being of good character.

Main responsibilities

Under the supervision of the Director-General, he/she is mainly responsible for:

    • Propose and ensure the implementation of the accounting and financial policy of the organization,
    • Plan and coordinate the activities of the services;
    • Coordinate the accounting of the Organization;
    • Propose ways to secure and make profitable the Organization’s assets;
    • Produce and process financial information necessary for decision-making;
    • Produce financial statements;
    • Collaborate with the Financial Controller in the preparation of the Organization’s budget
    • Oversees the processing of the Organization’s financial transactions;




  • Exploit the reports of the auditor;
  • Oversee the analysis of general and third-party accounts;
  • Coordinate the inventory on fixed assets;
  • Check the calculation of investment costs;
  • Develop and monitor the dashboard of management activities;
  • Monitors the Organization’s treasury operations;
  • Formulate cash flow optimization proposals;
  • Build financial performance indicators;
  • Ensure the management of employees;
  • Perform periodic reports from management.

Qualifications

  • Have a 3rd cycle diploma (BAC + 5) in Accounting and Finance/Management or any other diploma recognized as equivalent by the competent authority;
  • Have at least ten (10) years of professional experience in a managerial or managerial position;
  • Have at least 05 years of professional experience in an accounting firm or in the accounting and financial management of an International Organization or a Public Administration;
  • Knowledge of audit and management control;
  • Knowledge of international accounting standards;
  • Have knowledge of labour law;
  • Have computer knowledge and master the most common software (Word, Excel, PowerPoint, ERP);
  • Have a good organization in the work, be rigorous on the respect of deadlines and be able to work under pressure.
  • Have an excellent knowledge of the French language.
  • Knowledge of the English language would be an asset.
  • Good knowledge of the IP system would be an asset.

 

Composition of the application file

The application file will include the following documents:

  • a completed application form (available on the www.oapi.int website);
  • an extract from a birth certificate or a certified copy of the birth certificate or suppletive judgment in lieu thereof;
  • a detailed curriculum vitae (certified by the administration of the last employer);
  • an extract from the criminal record less than three months old;
  • a certified copy of diplomas, titles, certificates of qualification;
  • a regularly established certificate of public or private jobs previously held and indicating their duration;
  • a medical examination certificate attesting that the candidate meets the conditions of physical and mental fitness.

Remuneration

The position is classified in category C4 of the salary grid in force at OAPI. Recruitment is done at the 1st level. The person concerned will benefit from the benefits and allowances under the conditions provided for by the texts in force.

Elements of the engagement
file The successful candidate must, prior to taking up service:

  • present the originals of his diplomas, titles and civil status documents;
  • provide a certificate on his honour of free engagement or, if he/she is an official, an act of secondment.
