The Center for Environment and Development (CED) announces the recruitment of four (04) Junior Lawyers (JJ) as part of the Natura South-East project, dedicated to supporting the reduction of human rights violations and conflict resolution on the periphery of the Dja Wildlife Reserve (RFD) and the Lobéké National Park (PNL).

Context
The Center for Environment and Development (CED) is an organization that works for the protection of the environment and the promotion of sustainable development. In 2024, the CED was awarded, by the European Union (EU), through the European Forest Institute (EFI), funding for the Natura South-East territorial project, supporting the territorial governance of the municipalities on the periphery of the Dja Reserve and the Lobéké National Park.

The activities of the CED are part of a larger program divided into three components: C1 – Conservation, C2 – Green Economy and C3 – Territorial Governance. Nitidæ will implement its activities within the framework of component 3, with its partners EFI and Nitidæ. Each partner of the component will have its activities according to different specific objectives, while working in collaboration. The specific objectives are: SO1 – The planning, autonomy and governance of municipalities is improved (Nitidæ); SO2 – Human rights violations are reduced (CED); SO3 – Multi-stakeholder dialogue and coordination are strengthened and fed into the various intervention scales of the program (EFI).
As part of its mission, the activities of the CED focus on reducing human rights violations through the establishment of a complaint management mechanism and a conflict resolution system around the two aforementioned landscapes. During the first year of the project’s implementation, actions will be focused on RFD. However, at the end of the project, the main expected results are:
– The two landscapes (RFD and PNL) and the 3 target groups (indigenous communities, women and children) are covered by 2 complaints management mechanisms (MGP) that allow for the detection, processing and monitoring of human rights violations.
– An annual report on human rights in the two landscapes is published each year;
– A 25% increase in complaints received that have been the subject of a procedure.
– 500 people trained on human rights
– With the establishment of a conflict resolution system, directly linked to the MGP and the mapping of conflict risk sites, at least two cases per year in each department of the project area were brought to the attention of the administrative authorities for resolution.
Mission of the position and hierarchical position:
As part of the establishment and deployment of the MGP and the conflict resolution system, the Junior Lawyer (JJ) will be responsible for providing legal expertise to local and indigenous communities (CLPA) and local civil society organizations (CSOs), helping them navigate the legal aspects related to the protection of human rights in their context.
He/She will work with and under the hierarchy of the Senior Lawyer under the coordination of the Project Manager.
Work location:
The positions are based in the communes of Djoum, Mintom and Lomié. The Junior Lawyer will be and/or may be required to carry out missions in Yaoundé, from one commune to another and in the project villages during the duration of his/her contract.
Responsibilities:
The Junior Lawyer will be required to participate in the MGP’s coverage of the communes of Djoum, Mintom and Lomié and in the resolution of conflicts in these communes.
Responsible for providing first-line legal support to village animators and communities in matters of human rights, under the supervision of his/her superiors, he/she must:
• Provide legal expertise to communities and CSOs;
• Collect information on human rights violations;
• Collect information and data relating to human rights violations and conflicts;
• Report to his/her superiors all cases of human rights violations of which he/she becomes aware in the course of his/her work;
• Prepare simple reports on cases of human rights violations in the intervention area;
• Contribute to the production of the Annual Report on Human Rights;
• Participate in the organization, facilitation and operation of legal clinics to assist local communities and CSOs;
• Communicate regularly with the project team and local actors to ensure the coherence of activities;
• Carry out research and investigations on sensitive issues related to human rights;
• Collaborate with local and judicial authorities and human rights bodies in monitoring cases of violations or conflict resolution;
• Carry out any necessary task assigned to him by his hierarchy
Qualifications and skills:
• Minimum law degree
• Ability to collect data and prepare simple reports
• Ability to communicate with communities, and seek solutions to identified problems
Professional experience:
– At least two (2) years of experience
– Knowledge of communities and the field
– Knowledge of local languages is an asset
– Ability to drive a motorcycle
