  •  Object

Under the direct supervision of the Area Manager, the MEAL Officer is:

  •  Responsible for supporting the development of a MEAL framework and protocols for each technical sector in accordance with the country strategy, ensuring harmonized and standardized systems and procedures across the different areas of intervention.
  •  Responsible for providing MEAL technical guidance and leadership at all levels of the area program, such as leading efforts to document progress, effectiveness, and impact for donor reporting requirements, and for use in the design of new projects.
  •  Responsible for the implementation, compliance and monitoring of the MEAL plan in order to measure the progress of participating households throughout the action.

2. Responsibilities

Quality management:

  •  Responsible for the development of logical frameworks, MEAL plans in pursuit of high impact and cost-effective program strategies and activities.
  •  Responsible for implementing and monitoring an adequate MEAL system as graduation approaches, as well as measuring graduation criteria throughout the project.
  •  Ensure that feedback collected through PDMs, evaluations, FCRM, etc. is taken into account in order to adapt project activities.
  •  Participate in project kick-off meetings, review meetings and closing meetings to highlight cross-functional project components aimed at replicating best practices and strengthening synergies between projects or programs.
  •  Develop and maintain an overall logical framework for all programs.
  •  Manage joint cross-sectoral assessments, evaluations, initial and final studies, etc.

Reports and information:

Program Monitoring, Evaluation, Accountability and Learning:

  •  Develop and continuously update the accountability strategy and lead the implementation of program-wide feedback and complaint mechanisms.
  •  Develop monitoring plans for all DRC projects in the area.
  •  Participate in the direct monitoring of program activities such as distributions, voucher redemptions, conduct of PDM, etc. in accordance with M&E plans
  •  Ensure the development of appropriate monitoring and reporting systems, tools and templates that improve monitoring of program outcomes and quality, generate quality evidence on program results, and promote and ensure the use of data for decision-making processes.
  •  Prepare post-distribution monitoring reports and other MEAL reports
  •  Develop and improve systems that strengthen DRC’s capacity to analyze, improve and represent internal and external impact and especially for the communities themselves.
  •  Design and manage evaluations in accordance with DRC’s evaluation policy, from developing the ToR to supporting management in approving the final report and its dissemination.
  •  Regularly present key findings to the management team for further development.

Capacity building:

  •  Provide timely, high-quality advice to program managers and staff as needed.
  •  Build capacity, train and support sectors and field staff to improve field monitoring or any other MEAL needs.

The MEAL Officer is expected to perform any other duties required by the Area Manager and the MEAL/IM Specialist based in Yaoundé, relevant to his/her position.

3. Qualifications requises

Experience and skills required

  •  Minimum 2 years of technical experience in M&E and information management.
  •  Experience in capacity building of a national partner
  •  Proven experience in working effectively with a variety of donor requirements, including BHA, PRM and European Union
  •  Proven ability to create and use qualitative and quantitative M&E methods and analyses in organizational planning.
  •  Complete professional mastery of French and ability to work in English

Education :

Master’s degree in development economics, statistics, research methods or a similar field or 3 years of relevant experience.

LANGUAGES :

Complete professional mastery of French required. Good level of English a plus.

5. General regulations

  •  The employee must follow DRC’s instructions regarding security, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Responsibility Framework.
  •  The employee must not carry out any other paid activity during the duration of the DRC contract without prior authorization
  •  The employee shall not engage in any activity that may be detrimental to DRC or the implementation of any project during the term of the DRC contract.
  •  The employee shall not grant interviews to the media or publish photos related to DRC programs or share other materials without receiving prior authorization.
  •  The employee must return all equipment loaned by DRC to perform the work after the end of the contract period or upon request from DRC.
