We are offering a Project Manager (AL1) position in the Cooperation section, “ Global Gateway, Infrastructure and EFSD+ ” sector.
Within the framework of this job, the recruited person will be assigned duties that will depend on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job as Project Manager for the Global Gateway [1] , Infrastructure and Investment programs, this function may be modified according to the needs of the Delegation.
In this role, the successful candidate will serve as technical and support staff, under the supervision and responsibility of the Global Gateway Sector Team Leader for all activities within the domain (energy, transport, infrastructure, development finance, investments, private sector).
The main responsibilities will be (description of tasks attached):

in charge of all stages of the project cycle, in accordance with the provisions of the cooperation agreements, financing agreements and EU external cooperation procedures in force in Cameroon and Equatorial Guinea;
-
take part, upon request, in working meetings of a thematic, technical and/or operational nature with the relevant ministries and other partners;
-
contribute to facilitating contacts with Cameroonian authorities and local partners and have a professional network in the field of infrastructure cooperation;
-
contribute fully to sectoral policy analysis and the definition of sectoral strategies and innovative approaches for the development and sustainable management of infrastructure;
-
prior experience in infrastructure investments and their financial and institutional structure;
-
engage with the private sector in setting up infrastructure projects with financial instruments (guarantee, blending).
Conditions of employment:

A local agent (AL) position, Group 1 (Gross starting basic salary): 1,799,000 XAF;
-
We offer a competitive position in an international working environment, based in Yaoundé with the possibility of frequent missions (outside Yaoundé and/or in Europe);

37.5 hours of work per week;
-

Selection criteria
-
Minimum requirements:
-
be medically fit to perform the required functions;
-
enjoy civil rights and have a work permit, in accordance with local legislation;
-
Studies and training:
-
Next level of university education: University engineering training leading to a Master 2 level diploma (according to the European Higher Education Area: http://www.ehea.info/pid34438/three-cycle-system.html) in one of the following areas of specialization: civil engineering, energy, environment (including water, sanitation and waste management), urban planning and development, transport and mobility, rural engineering, ICT.

Professional experience:
-
at least 5 years of relevant professional experience in project/program management in the infrastructure field.

Language skills
-

Perfect oral and written command of French (minimum level C1) and;

Perfect oral and written command of English (minimum level C1).

Knowledge of computer tools

High level of computer skills (Microsoft Office package and Internet).
The following points will be considered an asset:

Knowledge of European development aid policies and cooperation in infrastructure between Cameroon and the EU;
-
Knowledge of EU Global Gateway strategy;
-
Knowledge of Central African community policies in the area of infrastructure (transport, energy), preferably acquired in the management of institutional support projects or the management of regional infrastructure projects;
-
Very good analytical skills;
-
Knowledge of the decentralization process in Cameroon;
-
Knowledge of the Spanish language.

The procedure
After the deadline for submitting applications has expired, they will be examined by a selection committee set up for this purpose:

The selection committee will establish a shortlist of candidates deemed most suitable for the position, based on criteria provided in the vacancy notice and job description (“Selection Criteria” above).

Shortlisted candidates (a maximum of 15 candidates with the highest score on the shortlist criteria) will be invited to participate in a written test.
-
At the end of this stage, the best candidates (a maximum of 5 candidates who obtained the best results in the written test) will be invited to participate in an interview.
At this stage, the selection committee will assess the candidates’ suitability for the position.
The Delegation will not provide additional information or discuss the selection procedure until it is finalized.
