ABOUT CENC
The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, subsidiarity and solidarity of all human beings. The development work of the CENC in Cameroon is accomplished through, access to quality education, health, promotion of the commitment of the faithful for the reduction of inequalities and the empowerment of vulnerable groups.
CoSMO PROJECT SUMMARY The 5-year, approximately US$33 million CoSMO
(Consolidating Systems and Services for the Management of Orphans and Vulnerable Children) project is funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID). It will cover at least 68 health districts in the I O regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from I January 2023.
The OVC (Orphans and Vulnerable Children) programme addresses the challenges of sustainable care for OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, partners of the sub-recipients, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVCs and their families in health districts across the country where the HIV burden is high. The programme consists of HIV prevention and case finding activities for OVCs, as well as community support for liaison with the care and retention of children and adolescents living with HIV, with the aim of contributing to the control of the HIV epidemic by achieving and maintaining the UNSlDA 95-95-95 targets.

TERM Job Summary
- You will lead all CoSMO project risk activities and ensure that SRs comply with CENC policies, CRS (Catholic Relief Services), local laws and donor regulations.
- You will constantly monitor contractual terms to ensure the effective implementation of high quality programmes for Orphans and Vulnerable Children.
- Your knowledge and skills will help reduce risks to staff, risks to the effectiveness of our programs and risks to the people we serve through the application of the principles of management, integrity, transparency and accountability.
Roles and Responsibilities

- Contribute to the optimization of the CENC/CoSMO project compliance system.
- Assess and monitor the compliance of the CENC/CoSMO project and its sub-grantees – implementing partners with U.S. Government policies and procedures.
- Ensure regular and comprehensive risk analyses are performed at all levels of the project and maintain a problem management log.
- Provide information to project staff, sub-recipients and partners on financial accounting policies and procedural compliance issues, and provide training and other capacity building activities, as appropriate.

- Ensure that CENC and its sub-recipients comply with standard requirements, including helping them to put in place robust risk management, fraud detection and reporting systems.
- Ensure timely closure of financial audit recommendations related to donor compliance; participate in the preparation, implementation and follow-up of the corresponding action plans.
MINIMUM QUALIFICATIONS
Education and Experience
- Master’s degree in Accounting, Business Administration or another relevant field, preferred.
- Certification in accounting or auditing highly preferred.
- At least 5 years of professional experience, ideally in an international organization, with progressive responsibility in operations and/or programming.
- At least 04 of these years include audit, compliance or risk management experience.
- At least 02 years of previous experience ensuring compliance of a U.S. government-funded project.
- Experience in managing sub-recipients
- Experience in building stakeholder capacity
- Knowledge of auditing standards and compliance regulations; Knowledge of the COSO internal control framework or the Institute of Internal Auditing International Standards for the Professional Practice of Internal Auditing.
- Knowledge of IFRS/OHADA accounting systems.

- Proactive, results-oriented and service-oriented.
- Good communication and interpersonal skills.
- Good planning and organizational skills.
- Good ability to transmit knowledge.
- Must be bilingual and have a working knowledge of English and French.
