ABOUT CENC
The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, subsidiarity and solidarity of all human beings. The development work of the CENC in Cameroon is accomplished through, access to quality education, health, promotion of the commitment of the faithful for the reduction of inequalities and the empowerment of vulnerable groups.
SUMMARY OF THE COSMO PROJECT
The 5-year, US$33 million CoSMO (Consolidating Systems and Services for the Management of Orphans and Vulnerable Children) project is funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID). It will cover at least 68 health districts in Cameroon’s 10 regions. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from I January 2023.
The OVC (Orphans and Vulnerable Children) programme addresses the challenges of sustainable care for OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, partners of the sub-recipients, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVCs and their families in health districts across the country where the HIV burden is high. The programme consists of HIV prevention and case finding activities for OVCs, as well as community support for liaison with the care and retention of children and adolescents living with HIV, with the aim of contributing to the control of the HIV epidemic by achieving and maintaining the UNSlDA 95-95-95 targets.
TERMS OF REFERENCE
Under the supervision of
the Senior Accountant, the Project Accountant will be expected to provide effective accounting support to the team implementing the CoSMO project at the level of the National Episcopal Conference of Cameroon. Accounting support is crucial to help the CENC/CoSMO project team manage the office and supervise partners in the execution of processes and service delivery in a high-quality programme serving poor and vulnerable populations. As part of an experienced finance team, the Accountant will provide quality support by applying clearly defined accounting and financial principles, processes, procedures, norms and standards, and reporting on financial activities in accordance with CENC and USAlD rules and regulations. This will help ensure fully compliant management. The Project Accountant will also support capacity building for implementing partners.
Responsibilities
- Make accounting entries on each supporting document and ensure that accounting and financial procedures are followed before disbursement of funds:
- Prepare the monthly reconciliation of the caisse, the bank and the safe; Manage the administrative correspondence of the accounting department (suppliers, service providers, etc.);
- Receive all claims for payment and verify that supporting documents are correct, appropriate and free of anomalies and submit them for validation;

- Maintain a rigorous classification system for all transactions carried out under his/her responsibility;
- Record accounting operations according to OHADA rules;
- Liaise between the Organization and administrative and fiscal entities as necessary:
- Assist in the development of capacity building plans based on staff capacity needs and technical assistance needs of partner organizations in accounting.

MINIMUM QUALIFICATIONS
Education and experience
- Bachelor’s degree in accounting and/or finance or any other related discipline. A Master’s degree would be a plus.
- Minimum of 03 years of professional experience in work accounting/volunteer experience as an Accountant or similar position in a recognized institution/NGO, Working knowledge of budget preparation and management.
- Experience in HIV/AIDS projects/programs is a plus preferably OVC projects and USAID/PEPFAR experience in general.
- Proficiency in Excel and experience with Word
- Knowledge of TOM2PRO accounting software
Personal suitability
- Analytical, problem-solving skills and sound judgment.
- Attention to detail, accuracy and speed of execution in the execution of assigned responsibilities.
- Must be bilingual with a working knowledge of English and French.
