ABOUT CENC

The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, subsidiarity and solidarity of all human beings. The development work of the CENC in Cameroon is accomplished through, access to quality education, health, promotion of the commitment of the faithful for the reduction of inequalities and the empowerment of vulnerable groups.
SUMMARY OF THE COSMO
PROJECT The 5-year, US$33 million COSMO (Consolidating Systems and Services for the Management of Orphans and Vulnerable Children) project is funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID). It will cover at least 68 health districts in Cameroon’s 10 regions. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from I January 2023.
The OVC (Orphans and Vulnerable Children) programme addresses the challenges of sustainable care for OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, partners of the sub-recipients, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVCs and their families in health districts across the country where the HIV burden is high. The programme consists of HIV prevention and case finding activities for OVCs, as well as community support for liaison with the care and retention of children and adolescents living with HIV, with the aim of contributing to the control of the HIV epidemic by achieving and maintaining the UNSlDA 95-95-95 targets.



TERMS OF REFERENCE
Job Summary

The Policy and Advocacy Advisor will be primarily responsible for all aspects of partnership and capacity building, including strategic leadership, communication and relationship management, and coordination. He/she will lead or support groups related to the partnership, including advisory committees, working groups, etc., ensuring meetings, information sharing and implementation and follow-up of action plans.

Strategic Leadership

  •  Provides overall leadership for policy and advocacy initiatives, including the development of goals and targets, and related monitoring and evaluation.
  •  Facilitate the engagement of relevant stakeholders in the public and private sectors for each of the OVC programme areas (health, schooling, stability and security) and implement/monitor stakeholder management plans at all levels.
  •  Support advocacy efforts with local governments (councils) in targeted health districts to increase the availability of funds to support OVC interventions.
  •  Ensure that appropriate technical assistance is provided to professional associations of social service workers throughout the country.
  •  Identify, update the leadership of the COSMO project and facilitate the management of all potential traits in order to facilitate the partnership between CENC/CoSMO and all stakeholders.
  • Improving the capacity of public institutions to effectively manage the OVC programme
  •  Create an enabling environment through which Government of Cameroon institutions can effectively collaborate with CENC and its partners to serve OVCs in Cameroon.
  •  Strengthen the OVC programme in Cameroon by advancing OVC policies on child safety and protection, developing national programmatic tools (guidelines and standard operating procedures).
  •  Facilitate and support the review of existing policies and tools used by relevant ministries to ensure the safety and protection of children (including OVCs).
  •  Create and maintain synergy between CoSMO and other stakeholders in OVC programming to ensure a standard set of services for OVCs throughout the country, including in non-PEPFAR districts.
  • Strengthening the overall capacities of the CoSMO Sub-Beneficiary implementing partners
  •  Work with key personnel to develop a capacity building and leadership development strategy for COSMO beneficiary organizations.
  •  Provide strategic leadership in the development, identification and dissemination of standardized approaches and best practices to implement the strategy.
  •  Work with staff in relevant program, finance and operations areas to develop/adapt and deliver training, tools, etc. targeted personnel of Project COSMO and partners.
  • Develop/adapt, deliver and/or supervise technical assistance activities with partners, including coaching and mentoring.
  •  Identify any gaps in the understanding or application by relevant CENC and partner staff of key partnership terms and principles, and address them through dialogue, training, etc.
  •  Work with partners to apply relevant tools to help identify capacity and institutional strengthening needs, develop corresponding strategies, and monitor implementation.
  •  Participate in field activities such as strategic planning processes and evaluations to ensure an appropriate approach to capacity building.
  • Regularly evaluate the improvement of the technical and management capacities of COSMO sub-beneficiaries.

PROFILE

  •  Master in Development, Business, Organizational Development, Public Administration, Project Management, Psychology.
  •  Minimum of 6 years of experience in project management, in international organizations or the private sector, preferably in the areas of partnership or organizational development.
  • Experience in capacity building, including training and mentoring and development of training materials.
  • Experience in institution building, including the development and/or improvement of business processes, policies and procedures.
  • Good knowledge of the Microsoft Office package

Personal suitability

  • Good relationship management skills and ability to work closely with local partners.
  • Strong leadership, advisory and negotiation skills. Excellent interpersonal, communication, representation and networking skills.
  • Strong ability to facilitate collaboration between partners and different departments (programs, finance, etc.).
  • Critical thinking and strong logical reasoning skills.
  • Analytical, problem-solving and sound judgment.
  • Proactivity, focus on results and service.
  • Must be bilingual with a working knowledge of English and French.
