ABOUT CENC

The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, subsidiarity and solidarity of all human beings. The development work of the CENC in Cameroon is accomplished through, access to quality education, health, promotion of the commitment of the faithful for the reduction of inequalities and the empowerment of vulnerable groups.

SUMMARY OF THE COSMO PROJECT

The 5-year, US$33 million CoSMO (Consolidating Systems and Services for the Management of Orphans and Vulnerable Children) project is funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID). It will cover at least 68 health districts in Cameroon’s 10 regions. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from I January 2023.
The OVC (Orphans and Vulnerable Children) programme addresses the challenges of sustainable care for OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support to children infected and affected by HIV in Cameroon. Under the leadership of the CENC, implementing partners, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVCs and their families in health districts across the country where the HIV burden is high. The programme consists of HIV prevention and case finding activities for OVCs, as well as community support for liaison with the care and retention of children and adolescents living with HIV, with the aim of contributing to the control of the HIV epidemic by achieving and maintaining the UNSlDA 95-95-95 targets.



JOB SUMMARY

As the Social Services Officer of the CoSMO project, you will provide technical support and supervision to local organisations implementing community project activities in support of the work of the National Episcopal Conference of Cameroon (CENC) in the service of OVCs and their guardians. You will work closely with Field Managers and other CoSMO project staff to help implementing partners use a family-centred, strengths-based case management approach to ensure project participants receive high-quality direct services and referrals based on beneficiaries’ needs. Direct services include, but are not limited to, E/AHIV, and adolescent mothers living with HIV and their case management in household settings, adherence counselling, educational support, household economic empowerment, positive parenting, adolescent services, early childhood development, WASH and nutrition. Your thorough, service-oriented approach will ensure that the project consistently applies best practices and constantly strives to improve the impact of its benefits for those we serve. The CENC is therefore seeking to recruit qualified staff to fill the position of Social Services Officer.

The detailed description of the position is as follows.

  • Accompany implementing partners in the coordination, organization and compliance with norms and standards during the implementation of all case management, direct services, reference activities, as indicated in the detailed implementation plan, in accordance with the principles and quality standards of the CENC programs, donor requirements and good practices.
  • Monitor and report identified challenges and/or gaps in order to adapt implementation plans and timelines. Assist partners in their efforts to reflect on the project’s experiences.
  • Support implementing partners in their efforts to collect and analyze project data according to specified mechanisms and tools. Support local partners in the preparation of reports according to the established schedule.
  • Contribute to the development of capacity building plans based on the staffing needs and technical assistance needs of sub-beneficiary implementing partner organizations in case management, referral and direct services; coordinate capacity building activities of local partners, including facilitation of training, supervision of support, coaching and mentoring; monitor capacity building and technical assistance activities to ensure effective impact.
  • Support accountability by assisting implementing partners in their efforts to collect and analyze project data according to specified mechanisms and tools. Work with local partner(s) to prepare reports according to schedule.
  • Contribute to the identification of information for case studies and reports on promising practices – accountability by assisting implementing partners in their efforts to collect and analyse project data according to specified mechanisms and tools.

MINIMUM QUALIFICATIONS
Education and experience

  • A bachelor’s degree is required. A degree in public health, nursing or social work would be an asset.
  • Minimum of 4 years of professional experience in the field of project support.
  • Prior knowledge or experience in community health, particularly in the area of HIV services, social services, household economic strengthening, early childhood development, adolescent services, and/or water, sanitation and nutrition, is highly desirable.
  • Experience in implementing and/or monitoring PEPFAR programs for OVC is an asset.
  • Experience in facilitation, participatory action planning and/or community engagement required.
  • Experience in building capacity of staff and partners preferred.
  • Experience in project monitoring and relevant data collection is desirable. Experience using MS Windows and MS Office software packages (Excel, Word, PowerPoint).
  • Critical thinking and strong logical reasoning skills.
  • Observational, active listening and analytical skills, with the ability to make sound judgments.
  • Good relationship management skills and ability to work closely with local partners and community members.
  • Ability to motivate partners and stakeholders to achieve common goals.
  • Ability to simultaneously coordinate multiple workflows with different stakeholders.
  • Training and facilitation skills.
  • Attention to detail, accuracy and punctuality in the execution of assigned responsibilities.




Desired language requirements

  • Must be bilingual with a working knowledge of English and French.
