Specific tasks:
1. Guarantee the quality of medical care for GBV survivors and referral
Working closely with IRC Case Management Officers, the PAF Medical Officer will be responsible for:
- Ensure the proper application of care protocols by the various care players (medical, psychological, social);
- Adapt tools to improve and standardize medical care and ensure their proper use;
- Ensure the quality of training and awareness-raising for health personnel but also for judicial personnel, local partners and the community;
- Ensure weekly supervision in all the health structures in the area to be covered: ensure staff capacity building, technical support, information collection as well as the link with other care services;
- Ensure the technical analysis of health structures (check list, service mapping) in order to propose action plans towards improving the quality and access to care;
- Make a preliminary analysis of the identified cases and give a technical opinion for any referral to the appropriate services
- Interact with health structures to ensure the quality of the services provided;
- Strengthen community capacities (volunteers, relays, health workers, community mobilizers, CBOs) on gender-based violence, emphasizing the need for care within 72 hours of the attack.
- Establish and ensure a monitoring mechanism to assess the availability of supported health facilities to provide appropriate medical care to GBV survivors;
- Provide technical support to colleagues in other components, including psychosocial and community education, PROL on matters related to medical services for survivors of gender-based violence and ensure the proper transmission of information to partners and the community;
- Participate in the assessment of general capacities and those specific to the care of survivors of gender-based violence at the level of partner organizations and FOSAs;
- Participate in the development of a training and support program in the field of medical and health care for the various partners, including the staff of health facilities;
- Conduct training for health care providers, as well as other survivor service providers, on the clinical care of survivors of sexual assault;
- In close collaboration with finance, ensure the financial and technical monitoring of all bills related to the health care of survivors of gender-based violence and any other case of protection, then ensure the link with health structures;
- Intervene in the facilitation of certain sessions of the Girl Shine curriculum delivered to adolescent girls (in particular health, hygiene) and mobilize the health personnel of partner public structures to intervene;
- Follow up on the referral of survivors and other victims of human rights violations with particular attention to those lost to follow-up. The officer will liaise with the nursing staff to ensure follow-up appointments.
2. Responsible for the quality of health data / medical care
Working closely with the Case Management Officers and Senior IRC M&E Officer, the PAF Medical Officer will be responsible for:
- Ensure the proper collection of information (intake form, referral sheets) at the level of partner health structures;
- Collect data and compile it into case management reports and databases (internal databases, GBVIMS);
- Ensure the compliance of the databases and their functionality;
- Ensure compliance with the direct principles of data sharing, including confidentiality;
- Ensure the completeness and quality of data on follow-up and monitoring tools;
- Support health structures in setting up a GBV case reporting system (registers, database, report in national health statistics tools);
- Ensure the technical support of the staff of the health structures for the proper collection of information in order to improve the reporting relating to the medical care of survivors of GBV.
3. Guarantee the proper implementation of the medical care components of the projects
- Responsible for achieving objectives, achieving intermediate results described in project documents, for activities in the area covered.
- Plan and supervise the implementation of actions in accordance with the logical frameworks of the project and the evolution of the context.
- Ensure the smooth running of activities, monitoring of indicators, impact assessment in collaboration with the rest of the teams
- Maintain an adequate level of coordination with the WPE program manager, finance, logistics for the continuous feeding of the monitoring and evaluation system and the preparation of the various project reports (monthly, intermediate, final, etc.)
- Ensure compliance with the supporting standards required by donors in the context of project management.
4. Institutional relations
- In collaboration with the PAF program manager, participate in departmental and regional or thematic consultation frameworks concerning health, specifically mental health and reproductive health;
- Maintenance of close relations with partners, in particular with UNFPA in the context of the supply of PEP kits to health structures.
5. Reporting and management
Working closely with the Case Management Officers and Senior IRC M&E Officer, the PAF Medical Officer will be responsible for:
- Contribute to the drafting of internal and external monthly reports and monitoring tools.
- Write other reports at the request of the Program Manager or Coordinator in line with his profile.
- Participate in the organization of training and meetings organized by IRC and by partners.
OTHERS
The PAF Medical Officer may be required to perform any other tasks at the request of his superiors.
Qualifications
Profile required: Qualifications and skills
- Academic level: SFE, IDE or doctor.
- Experience of at least 3 years in the management of Sexual and Reproductive Health projects.
- Experience of at least 3 years in a health structure of the State or in a private structure
- Experience in facilitating trainings and workshops, and advising and supporting other colleagues.
- Experience in supervising departments and/or teams
- Good understanding of gender, human rights, and issues related to violence against women and girls.
- Good knowledge of SSR themes (GBV, FGM, gender, child marriage, etc.).
- Good knowledge of Cameroon’s health system (including health pyramids, national strategies)
- Understanding and ability to maintain confidentiality and respect for beneficiaries.
- Mandatory writing ability.
- IT: good level of use of the Office package (Word, Excel and PowerPoint).
- Languages: French compulsory (oral and written), knowledge of several local languages is strongly desired (Fulfulde, Hausa, etc.)
- Personal skills: Capacity for organization and teamwork. Negotiating ability. Relational skills and diplomacy. Dynamism. Positive and professional attitude, with a spirit of solidarity. Has an organized approach, meets deadlines, maintains composure, works under pressure, coordinates multiple tasks but maintains attention to detail.
