TWO MULTI-SECTORAL PROJECT MANAGERS

Overall objective:

The Multi-sectoral project manager is in charge of implementing activities and managing projects under his/her responsibility.

Specific objectives and associated activities

  1. Ensure the implementation and monitoring of projects

Ø  He/She ensures that the beneficiaries, the municipal, administrative and traditional authorities as well as the supervisory ministries know and understand the objectives and their roles in the project/s and actively participate in its implementation;

Ø  He/She prepares the tools and methodologies for identifying beneficiaries and collecting reference data at the start and end of the project with the validation of the MEAL department and the SANME Coordinator in Yaoundé;

 




 

Ø  He/She plans activities and ensures compliance with the activity calendar. In the event of a significant delay in the implementation of the project, he/she immediately informs his/her line manager and proposes solutions to remedy it;

Ø  He/She validates the technical choices of the project with the support of the SANME Coordinator;

Ø  He/She ensures the smooth running of the project under his/her responsibility and ensures compliance with the objectives defined in the project proposal. In particular, he/she monitors the defined indicators, reports to his/her hierarchical and functional managers, reports any difficulties encountered in implementation and suggests improvements or reorientations if necessary;

Ø  He/She ensures the implementation of monitoring and/or evaluations, according to the needs defined by the project, in collaboration with the MEAL department. He/She analyzes and transmits the data to the MEAL department, to his/her hierarchical superior and to the SANME Coordinator the information collected;

Ø  According to the needs of the project and/or the information collected, and he/she produces and disseminates, after validation by the SANME Coordinator, monitoring and evaluation reports to the people concerned;

Ø  He/She ensures the capitalization of all documents, tools and training produced as part of the project and ensures that the verification sources mentioned in the project proposal are available;

Ø  He/She transmits internal and external reports to his/her line manager while respecting internal validation deadlines (sitrep, PMT, OFU) and external contractual deadlines (project reports/s).

  1. Supervise technical project teams

Ø  He/She respects the PUI Internal Regulations on the mission and ensures that he/she is known and respected within his/her team  ;

Ø  He/She defines the job profiles of his team members, has them validated by his/her hierarchical/functional managers and actively participates in recruitment (interview, test, etc.);

Ø  He/She welcomes and briefs new employees working under his/her responsibility;

Ø  He/She supervises and supports the team under his/her responsibility;

Ø  He/She ensures that each person is evaluated in writing at least once per contract and per year, and at least before he/she leaves his/her position;

Ø  He/She sets up the coordination mechanisms specific to his/her team and organizes its supervision (facilitating regular or ad hoc meetings);

 




Ø  He/She participates in the decision to terminate the employment contract of a person in his/her team after having evaluated their performance and/or after having initiated a disciplinary process in collaboration with the HR administration;

Ø  He/She identifies the training needs of his/her team and completes it (organizational, methodological, technical support possibly, organization of training, etc.);

Ø  He/She implements training in line with operational needs and identified training needs;

He/She defines the organization chart of his/her team and has it validated by the Field Coordinator.

  1. Ensure logistical and administrative monitoring of the multi-sectoral project

Ø  With the support/monitoring of the SANME Coordinator and the Field Coordinator:

Ø  He/She addresses his/her program needs to the administration and the logistics department in accordance with the available budgets;

Ø  He/She takes into account the time and logistical constraints of the mission as well as the purchasing procedures specific to the programs in order to ensure that his/her request is realistic given the supply times;

Ø  He/She contributes to the analysis of suppliers’ offers for purchases with high technical specifications (WASH infrastructures for example) and carries out the necessary conformity tests with the support of appropriate technical staff;

Ø  He/She actively participates in carrying out calls for tenders, where applicable, in coordination with the logistics department;

Ø  He/She ensures, in coordination with the logistics department, that the storage of materials specific to his/her programs is appropriate;

Ø  He/She communicates to the logistics department on a weekly basis his/her needs for vehicles and communication equipment for the implementation of the program;

Ø  He/She organizes, in coordination with the logistics department, the logistics aspect of his program (delivery, distribution, on-site storage, etc.);

Ø  He/She provides the administration with all the information necessary to prepare the cash flow forecast specific to his/her program on a monthly basis;

Ø  He/She ensures that he/she has up-to-date budget monitoring of the programs under his/her responsibility each month, and he/she participates in the analysis, detects possible discrepancies and proposes adjustments to the field coordinator and to the administrator.

  1. Ensure the representation of PUI to Cash, SANME, EHA, Nutrition stakeholders and authorities

Ø  He/She represents the NGO with local actors involved in the implementation of food and nutritional security and water, hygiene and sanitation programs and ensures that good relations are maintained with each of them ( in compliance with the principles of neutrality and independence of PUI);

Ø  In agreement with the Field Coordinator and the SANME Coordinator, he/she participates in coordination meetings relating to food and nutritional security issues when they exist and is an active member;

Ø  In the event of a Landlord visit, he/she actively participates in the preparation and implementation of the visit.

  1. Ensure the safety of property and people

Ø  He/She ensures that the safety plan is known to the team under his/her responsibility and that the safety rules are respected;

Ø  He/She contributes to the collection of information relating to security in his/her area of ​​intervention and disseminates it to the base manager on a regular or ad-hoc basis in the event of an emergency;

Ø  He/She ensures that the project/s, methodology, selection criteria do not endanger the beneficiaries, PUI members or any other person;

Ø  He/She immediately alerts the base manager in the event of endangerment of teams or beneficiaries;

Ø  He/She ensures that the members of his/her team and any daily workers have the safety equipment adapted to their activities (for example: helmets, safety shoes, protective vest, gloves, etc.).

  1. Contribute to the development of new proposals

Ø  He/She participates in the identification of multi-sectoral needs in coordination with the field coordinator and the SANME Coordinator;

Ø  When defining new operations, he/she contributes with the Field Coordinator and the SANME Coordinator to the preparation of project proposals;

Ø  He/She participates in the development of the mission strategy.

Required profile :

Ø   Formation

  •  BAC+3 in relevant disciplines related to Project Management
  •  BAC + 5 Specialization in the field of food security / monetary transfers / nutrition / water, hygiene, sanitation (Earth sciences, Hydraulics and sanitation, Engineering sciences, Project management or a equivalent combination of experiences) appreciated

Ø   Technical humanitarian professional experience  :

  • At least 3 years of experience in an equivalent position; Experience in the humanitarian or development sector; Experience in emergency response projects; Experience in monetary transfers; Experience in strengthening partnerships

Ø   Mandatory knowledge and skills

  • Project management ; Team management; Knowledge of community approaches; Knowledge of Unconditional Monetary Transfers (TMI); Training / Capacity building; Project design and writing; Writing skills; Organisational skills ; Great interpersonal skills (representation to authorities); French ; Office pack (especially Excel)

Ø   Knowledge and skills appreciated

  • Knowledge of institutional donor procedures (USAID, ECHO, CDCS, etc.) ; Knowledge of nutrition; Knowledge of water, hygiene, sanitation; English ; Fufuldé; Mandara; Kanuri

Ø   Expected personal characteristics  (integration into the team, suitability for the position and mission)

  • Honesty, transparency, impartiality and integrity; Team spirit ; Ability to work independently with initiative and sense of responsibility; Good resistance to stress

Conditions

Ø  Position based in Maroua and Kousseri (Far North region) Fixed-Term Contract; Salary defined according to the PUI salary scale.

Ø   Entry into position between February and March 2024
