*URGENT: RECRUITMENT OF TWENTY-EIGHT (28) SPECIALIZED CONSULTANTS/MENTORS TO SUPPORT YOUNG BENEFICIARIES AND IMPLEMENTATION STAKEHOLDERS OF THE THREE-YEAR SPECIAL YOUTH PLAN (TYSYP), WITH THE MINISTRY OF YOUTHS AFFAIRS AND CIVIC EDUCATION*

CALL FOR APPLICATIONS N° 0000002/CAB/MINJEC/CAB OF 1 MARCH 2025 FOR THE RECRUITMENT OF TWENTY-EIGHT (28) SPECIALIZED CONSULTANTS TO SUPPORT YOUNG BENEFICIARIES AND IMPLEMENTATION STAKEHOLDERS OF THE THREE-YEAR SPECIAL YOUTH PLAN (TYSYP)

I. BACKGROUND OF THE CALL

In the context of the implementation and reinforcement of support for young beneficiaries under the Three-Year Special Youth Plan (TYSYP), the Minister of Youth Affairs and Civic Education seeks to enhance the performance and sustainability of businesses created through this plan. Therefore, this call invites applications for the recruitment of 28 specialized consultants to provide assistance and build capacity for beneficiaries and stakeholders involved in the TYSYP.




II. PURPOSE OF THE CALL

The objective is to engage 28 specialized consultants across the ten regions of Cameroon to:

  • Offer support to young entrepreneurs participating in second-generation agro-pastoral programs, innovation clusters, and Junior Enterprises.
  • Strengthen the capacity of stakeholders implementing the TYSYP, ensuring effective local project development.

III. ROLES OF THE SPECIALIZED CONSULTANTS

The responsibilities include:

  • Assisting leaders of Multifunctional Youth Empowerment Centers (MYEC), Volunteer Mentors, and Consulting Offices involved in supporting youth under the TYSYP.
  • Monitoring and guiding activities led by these entities to ensure successful project outcomes.
    • Strengthening the capacities of Multifunctional Youth Empowerment Center (MYEC) Heads in terms of economic analysis of value chains or activities to be developed, as well as in other necessary areas.
    • Supporting youth in drafting and implementing their business plans, aligned with the guidelines provided in the TYSYP procedures manual.



    • Contributing to the enhancement of the entrepreneurial, managerial, and technical skills of mobilized youth by participating in Moral, Civic, and Entrepreneurial Rearmament (REAMORCE) and socio-economic integration activities.
    • Assisting funded youth in preparing their business, disbursement, and reimbursement plans.
    • Supporting youth in launching and developing activities for the businesses they establish.
    • Helping funded youth integrate into the ecosystem of their respective fields.
    • Contributing to monitoring the activities of funded youth and loan reimbursement.
    • Reporting on activities within the consultant’s designated area.
    • Consolidating monthly reports from Regional Delegates and Volunteer Mentors for submission to the Department of Youth Economic Empowerment.
    • Monitoring and collecting information on the performance of youth businesses to feed into the monitoring and evaluation system for projects funded under TYSYP.

    IV. Desired Profiles

    The Specialized Consultant must:

    • Hold a Bachelor’s Degree or equivalent in fields like Rural Economics, Management, Development Economics, Entrepreneurship, Project Management, Accounting, Marketing, or Banking and Finance.
    • Have at least one year of proven experience in supporting entrepreneurs in areas covered by TYSYP.
    • Possess practical experience in monitoring/coaching producer or entrepreneur organizations in income-generating activities.
    • Have practical knowledge and experience in small business management.
    • Be proficient in basic computer software (Word, Excel, PowerPoint).
    • Ensure regular presence in the region of deployment.

    Additionally, the Consultant must:

    • Be able to plan and prepare services by identifying problems to be solved or processes to be improved, researching solutions, and creating schedules or service contracts.
    • Implement services effectively based on established schedules or specifications.
    • Monitor solutions to ensure they solve identified problems or improve processes using performance indicators.



V. Selection Criteria

Candidates will be selected based on the following criteria after file review:

  • Character
  • Number of years of professional experience
  • Level of qualification
  • Professional qualities and skills

VI. Compensation for Specialized Consultants

Specialized Consultants will receive fees along with transport and communication allowances as specified in their respective contracts. Additionally, at the end of their service, they will each receive a certificate signed by the Minister of Youth Affairs and Civic Education.

VII. Application File Requirements

The application file must include the following documents:

  • A duly completed application form, available on the National Youth Observatory’s website () or at the Ministry of Youth Affairs and Civic Education (MINJEC) Mail Service.
  • A copy of the candidate’s highest diploma or any equivalent proof of competence.
  • A signed motivation letter.
  • A detailed Curriculum Vitae (CV).
  • A residence certificate signed by a relevant administrative or municipal authority.
  • Formal evidence supporting the CV details.
  • A certificate of non-conviction.

VIII. Submission of Application Files

Applications must be submitted by Friday, April 15th, 2024, at 3:30 PM, either:

  • Electronically to: fogajeune@gmail.com
  • Physically, in a sealed envelope, to the Mail Service of the Ministry of Youth Affairs and Civic Education or to Regional Delegations of Youth Affairs and Civic Education.
  • These applications should be marked: “FOR THE RECRUITMENT OF TWENTY-EIGHT (28) SPECIALIZED CONSULTANTS TO SUPPORT YOUNG BENEFICIARIES AND THOSE INVOLVED IN IMPLEMENTING THE THREE-YEAR SPECIAL YOUTH PLAN (TYSYP).”

    NB: Civil servants and government employees working for the Ministry of Youth Affairs and Civic Education are not concerned by this call for applications. Applications from women and young “success stories” are highly encouraged.
