Position : Project Finance Officer
Location: Yaoundé – Cameroon
Contract Duration: 02 years renewable
Contract Type: Fixed term
Contract Start: ASAP
Reporting Line: Country Program Manager (PM)

Main Objective of the role:

 

 

– Ensures strong financial discipline in CBM Cameroon partner programs.
Participates in the Country Office program budget development and implementation processes focusing on assessment, monitoring and reporting, compliance checks to ensure donor funds are utilised in line with CBM and donor agreements, and managing of program finance related documents.

Main Responsibilities:
– Support Project Planning and Development
Participate in suitability assessment of project proposal ideas.
– Consolidate donors finance templates and relate with CBM.
– Anticipate transactions requirements and schedule periodic request.
– Prepare for and facilitate external audits and execute audit recommendations.
– Appraise status of Project Progress Reports (PPR).
Project Implementation and Monitoring

 

 

– Enforce partner delivery of finance reports and financial statements and provide feedback to partners.
– Review periodical program fund reconciliation statements and financial reports.
– Provide timely project budget implementation feedback.
– Performs periodic audits of partner financial management and control systems and report on findings.
– Assists in conducting compliance reviews and investigative audits of partners, make related recommendations for partners’ financial systems and procedures.
– Contributes to the development of Terms of Reference (TOR) for audits and monitoring visits.
Assists in partners’ financial training needs and follow up on participants’ action plans.
– Provides support as required, in the annual budget process.
– Uploads approved project documents and reports in program software.

 

 

Pre-requisite .

– At least Three years’ proven experience in a similar position within a reputable development organisation or international NGO;
University degree in Accounting, Finance, Business Administration or another relevant field.
– A professional qualification in accounting and project Management knowledge is an added advantage.
– Effective training skills with ability to translate financial information to non-financial audience.
– Demonstrated ability in financial statements analysis with attention to detail and accuracy numerical skills.
– Basic Project Cycle management knowledge.
-Effective interpersonal and communication skills.
– High degree independency from close supervision.
English and French: professional proficiency.
– Demonstrated advanced competencies in MS Office package, particularly with Excel and experience with accounting packages.
– Knowledge in MS Share Point, power BI, PROMIS, or similar software is an advantage.
– Self-starting individual who is capable of working with minimal supervision.
– Willingness to commit and adhere to CBM’s values and Child Safeguarding Policies.
