Job Description
The Wash/Shelter Officer ensures the implementation of the project and the management of the team under his responsibility in the intervention zones
Responsibilities
General Responsibilities
- Ensure adherence to NRC policies, manuals and guidelines;
- Implement the portfolio of projects delegated to him in accordance with the action plan;
- Write project progress reports at the request of the supervisor or technical advisor;
- Ensure correct archiving of documents;
- Ensure that projects target beneficiaries with the greatest need and evaluate new and better ways of delivering assistance;
- Encourage and make proposals to promote technical improvement;
- Raise awareness among communities on options for implementing construction/rehabilitation projects and on the principles of environmental protection, sustainable use of construction materials and alternative methods of using construction materials;
- Carry out site inspection visits and ensure that the technical requirements validated by management are respected by construction supervisors;
- Organize and supervise construction work;
- Plan construction activities and their monitoring on the different intervention sites.
Specific responsibilities
- Participates in the implementation of planning tools, identification of needs and those for monitoring and evaluating projects;
- Make monthly forecasts of related expenses following the established model and ensure follow-up;
- Manage and supervise Shelter WASH assistants;
- Support supervisors in anticipating needs and planning site supplies;
- Under the supervision of the PM Shelter WASH, initiate the drafts of technical drawings, cost estimates and the technical specifications book for hydraulic infrastructure and civil engineering construction projects;
- Submit to his/her direct manager proposals for modifying the technical characteristics of the works, in the event of unanticipated land constraints;
- Design with the construction manager, the configuration of emergency, post-emergency and nexus type installations;
- Prepare requisition and receipt sheets in the case of direct distribution of materials;
- Collaborate with logistics colleagues and community members to accurately monitor the quantities and qualities of materials delivered to communities;
- In collaboration with logistics, plan the movement of trucks to supply shelter construction sites with materials;
- Establish and maintain good working relationships with local authorities and community, local committees and partners as well as with all stakeholders in its area;
- Take an active part in the coordination meetings of its base;
- Ensure that standards are known and applied during the implementation of Shelter and WASH projects on the ground;
- Identify relevant advocacy topics related to land issues and legal identity;
- Monitor the quality of the WASH and SHELTER infrastructures built as well as the proper execution of WASH/Shelter works, in particular the rehabilitation and construction of boreholes, the construction of latrines, the construction of shelters, schools, etc.
- Ensures the archiving of all project documents;
- At the request of the supervisor, participates in any inter-sectoral evaluation process, including analyses and planning;
- Prepare and implement NFI distribution, including site preparation, verification, distribution, crowd control and complaint handling;
- At the request of the supervisor, represents NRC in working group meetings relating to the various Wash and SHELTER sectors;
- Perform all other construction-related tasks requested by management.
Qualifications
1- General skills General professional skills:
- Hold a university degree (Bac + 4) in EHA, hydraulics, Civil Engineering, Public Works, architecture, or its equivalent;
- Professional experience as a “Project Officer” in a humanitarian or recovery context;
- Solid knowledge of Wash and Shelter principles in conflict environments; efVzVD2 vb9CJ
- Previous professional experience in complex and unstable contexts;
- Proven results on the responsibilities of the position;
- Knowledge of his leadership style/profile;
- English an asset.
Context-specific skills, knowledge and experiences:
- Have proven knowledge in drilling construction/rehabilitation, traditional housing in the Far North;
- Have proven knowledge in the sizing of drinking water supply networks (AEP);
- Specific knowledge about epidemics;
- Have project design skills;
- Have good planning and activity monitoring skills;
- Have a great capacity for analysis;
- Have good knowledge/experience in conducting qualitative/quantitative assessments and adequately responding to identified gaps;
- Be able to work in a team and in a heterogeneous and international environment;
- Have a good knowledge of the local cultures and languages of the intervention areas;
- Have a good knowledge of the Far North and in particular of rural communities;
- Master the computer tool (Windows, Word, Excel, PowerPoint, CAD software, Epanet).

What we offer :
- Contract type: 12-month fixed-term contract, renewable depending on availability of funds
- Work location : Position based in Kousseri with 60% travel in the field
- Salary/Benefits : Grade 5 step 1 of the NRC Cameroon salary scale / 90% medical insurance
- Desired start date : January 2025
