Missions and Responsibilities
In close collaboration with the community supervisors/mobilizers and other technical staff of the project, the WASH/SHELTER Officer contributes under the responsibility of the Project Manager (PM), ensures the technical supervision of the project activities, in particular: targeting of beneficiaries, analysis/assessment of needs, distribution of WASH and Shelter kits, supervision of the rehabilitation and construction of boreholes and AEP, shelters and latrines, community mobilization, awareness raising and technical training of beneficiaries and monitoring of hygiene promotion activities.
General functions
- Ensures planning, implementation, monitoring and evaluation of the WASH and SHELTER sector
- Provides supervision, performance evaluations and technical training to sector and community staff;
- Ensures coordination of the sector with partners involved in the WASH and SHELTER field
- Responsible for budget control and monitoring of the sector
Specific tasks :
R1: Ensures planning, implementation, monitoring and evaluation of the WASH and SHELTER sector
- Plans, organizes and supervises field work for all water, hygiene, sanitation and shelter related activities according to the strategy and priorities established by the project;
- Is the leader in carrying out activities related to the water component, construction of shelters, construction of latrines;
- Ensure the supply of kits related to the construction/rehabilitation activity of shelters, latrines, boreholes and drinking water supply;
- Ensure that all technical and humanitarian standards are respected for infrastructure construction work (boreholes, latrines and shelters, etc.);
- Develops monthly, quarterly and annual action plans in accordance with available budgets;
- Ensure the development of accurate Bill of Quantities (BoQ) and detailed technical drawings for all WASH and SHELTER interventions in liaison with relevant technical staff from government authorities and implementing partners;
- Monitors the installation of solar/photovoltaic drilling system equipment for productive use (market gardening) and human consumption;
- Conducts training sessions for beneficiaries using participatory methods;
- Reorganizes and revitalizes the water point, shelter and sanitation management committees;
- Organizes training for committees on their roles and responsibilities, etc.;
- Visits the field regularly to assess program performance and provides guidance to staff on implementation;
- Ensures monitoring of the quality of the water distributed and the flow rates achieved at the distribution points as well as the repair of installations in collaboration with community structures (local workers and masons, carpenters, repair craftsmen, management committees);
- Represents INTERSOS in technical meetings on the Wash and Shelter components;
- Writes regular reports on the progress of activities to be sent to the coordinator and/or project manager.
R2: Provides supervision, performance evaluations and technical training to Wash/Shelter sector staff
- ‘ensures that sector staff implement and report activities in accordance with established action plans;
- Values and motivates staff on their responsibilities and their contributions to the achievement of the sector’s activities;
- Develops the capacities of staff, management committees, repair artisans and partners on specific themes of the sector including the self-management system of works;
- Ensures the ongoing training of the sector team on a technical level, the standardization of participatory approaches and the monitoring and evaluation of sector activities;
- Continuously evaluates the performance of staff under his supervision and highlights their strengths and weaknesses.
R3: Ensures coordination of the sector with partners involved in the Wash and Shelter field
- Actively participates in weekly and/or monthly Wash and Shelter sectoral meetings with partners and presents INTERSOS action plans, the status of their implementation and the results obtained as well as lessons learned and best practices;
- Coordinates the implementation of program activities with community leaders, committees, repair artisans and various partner organizations working in the field;
- Develops beneficiary monitoring sheets;
- Participates in the development of terms of reference for the various monitorings; Assumes all other objective tasks assigned by his/her supervisor.
Job Requirements
Education
- Minimum university degree BACC+5 in hydraulics/Civil Engineering
Experience
- At least 3 years of experience in a similar position in the WASH and SHELTER field in the humanitarian context
Language
- Fluency in French (written and spoken) and knowledge of English is an asset.
- Mastery of the local language (written and spoken): Arabic, Fulfulde, Mousgoum, Mandara, Kotoko, Massa, Kanuri, etc.
Knowledge Skills / Attitudes
- Excellent understanding of food security and livelihoods programs, including experiences in conducting beneficiary identification, registration and selection.
- Have excellent communication skills
- Have strong skills in organizing staff working under supervision
- Knowledge of agronomy desirable
- Excellent skills in hydrology, drilling, shelters, hygiene and sanitation, participatory methods, ability to manage activities and teams, distribution/treatment of drinking water;
- Excellent team management and activity planning skills
- Good team spirit and conflict management Flexibility
- Excellent analytical and synthesis skills
- Accomplished skills in reporting production
- Rigor in work. Mastery of motocross driving
- Hold a motorcycle driving license, category A (driving a motorcycle is compulsory, therefore eliminatory).
- ICT: Basic knowledge of:
- Have excellent command of IT tools: Word, Excel, Power Point and MS Outlook; Sphinx, etc.
