CONTEXT

CARE operates in 100 countries and implements more than 1,000 emergency and development projects in collaboration with government and local development actors. Our goal is to fight all forms of poverty, defend access to fundamental rights, and combat social injustice. In Cameroon since 1978, ongoing interventions are structured around three action programs (broken down into several projects): The Health Program, The Economic and Climate Justice Program, and The Gender Justice Program.

As part of the implementation of its activities, CARE Cameroon is looking for:

Position : A Technical Coordinator for Resilience and Food Security

Pole : Program

Contract form : Fixed-term contract of one (01) year (trial period included)

Working hours : 40 hours per week (Full time)

Reporting to : Deputy National Director in charge of Programs

Job location : Yaoundé – non-relocated position 

Assignment :

The Technical Coordinator for Resilience and Food Security ensures the development of the sectoral strategy for themes related to climate resilience and food security. He/she ensures the coordination of the implementation of the Program’s initiatives with a coherent quality strategy, integrating, among other things, CARE International’s programmatic principles, quality drivers and impact measurement in line with the Program’s theory of change. He/she contributes to ensuring accountability to project targets by ensuring their involvement throughout the project cycle – project development, during implementation and at closure. He/she contributes to ensuring involvement and accountability to local partners and donors, by contributing to the monitoring and evaluation, accountability and learning process on the themes of climate resilience and food security.

MAIN RESPONSIBILITIES

RESPONSIBILITY 1 : Provide leadership on the quality and innovation of the resilience and food security program

* Coach teams on the use of main tools (HVAC, participatory scenario planning, farmer field and business schools, etc.);

* Ensure the liaison between the CO and the technical teams of the CARE network (Climate Justice Center, Food and Water Systems);

* Ensure that minimum quality standards are met through the use of the climate resilience marker

* Coordinate CO’s adherence to environmental policies (waste management, energy efficiency, etc.)

RESPONSIBILITY 2 : Mobilization of resources on the themes of resilience and food security

* Analyze national and regional thematic public policies related to climate and food security;

* Coordinate the development, review and updating of sector strategies

* Ensure CARE’s representation within national working groups (GTSA, CASH) and within the CARE network

* Provide technical leadership for the development of new project proposals by involving targeted stakeholders, partners and CARE teams;

RESPONSIBILITY 3 : Contribute to the Capitalization Initiatives of the Resilience and Food Security Program

* Ensure that projects adapt based on feedback and complaints received from communities, partners and staff

* Carry out technical review of internal and external reports for donors

* Ensure documentation of lessons learned, best practices and innovations from the program

* Coordinate thematic studies and analyses related to climate resilience and food security

* Disseminate good practices and lessons learned

RESPONSIBILITY 4 : Functional Supervision of Project Managers and Technical Executives Specialized in Climate Resilience and Food Security Issues

* Ensure liaison between project teams and the country office on the development and compliance with programmatic planning, budget monitoring and donor reporting

* Support the recruitment process for technical staff for the program

* Functional supervision of technical managers working on the themes of climate resilience and food security

* Ensure communication between CARE Cameroon, CARE US and/or the CMP for the projects in its portfolio

SKILLS AND QUALIFICATIONS REQUIRED FOR THE POSITION

KNOW

Diploma :

* Diploma, BAC + 5 in environmental sciences, geography, environmental engineering, agronomy, forestry or an equivalent combination of studies and work experience

* Training and/or certification in the implementation of gender-sensitive programs

* Training and/or certification in project management.

Experiences :

* At least 5 years of experience in an international NGO on climate resilience and/or food security;

* At least 5 years of experience managing a complex development program;

* At least 3 years of experience with key tools and approaches aimed at adapting to climate change in rural and/or urban settings;

* At least 3 years of experience with sustainable agricultural development tools and approaches (CEP/FFBS, agro-ecology, etc.)

* Strong skills in developing intervention strategies with local partners including local authorities (town halls), civil society organizations, social movements;

* Excellent technical coaching skills and at least 3 years of experience supervising remote employees;

* Computer skills: Microsoft Office: Word – Excel – Powerpoint – Outlook, Teams, Sharepoint, video conferencing software (zoom, skype), data collection and processing (kobo, etc.)

* At least 5 years of experience in developing project proposals on themes related to climate resilience and food security;

* Excellent written and oral communication skills in French and English

* Excellent knowledge of key state, civil society and private sector actors in Cameroon

* Experience with displaced and/or refugee populations;

* Experience in managing humanitarian programs and/or projects would be an asset;

* Experience in the Far North and/or East region and/or in the cocoa production area would be an asset.
