Context
Since 1998, SOS Children’s Villages Cameroon (SOS VECAM) has been working for
vulnerable children, young people and families, mainly in the Centre and Littoral regions. In the As part of a humanitarian pilot project, funded by SOS-Kinderdörfer weltweit (HGFD) and benefiting from

the technical support of the Dakar Regional Office, the organization is now operating in the
Far North region, more specifically in the departments of Mayo-Sava and Mayo-Tsanaga. This
integrated project aims to strengthen child protection, improve access to education and support
the development of livelihoods for affected populations. To ensure the
administrative, financial and human resources management of the project in accordance with the procedures

In accordance with internal regulations and donor requirements, SOS VECAM is seeking, subject to
funding approval, an Administrative and Finance Manager for the Emergency Project.
Duties and responsibilities
1. Administrative and financial monitoring
Ensure proper budget management and expenditure monitoring.
Supervise accounting and guarantee the justification of funds.
Ensure compliance with donor and internal procedures (commitments, purchases, payments).
Centralize financial reports and coordinate with the National Directorate.
Contribute to monthly/annual accounting closures and internal/external audits.
2. Human resources management
Oversee the recruitment, integration and administrative monitoring of staff.
Ensure payroll, absence monitoring, archiving and updating of HR files.
Disseminate and enforce internal policies (Code of Conduct, PEAS,
anti-fraud policy, etc.).
Supervise disciplinary procedures and promote a healthy social climate.
Identify training needs and monitor their implementation.
3. Team Management
Supervise and manage the base’s administrative team.
Plan, organize and evaluate the team’s activities.

Strengthen staff capacity through targeted training.
Ensure the flow of information and team cohesion.

4. Contribution to projects
Support budgeting and human resources sizing
Anticipate financial and HR risks related to the implementation of activities.
Participate in the planning, monitoring and closing of projects.
Desired profile
>
Training
Minimum Bac+3 in administrative management, finance, HR, or related field (Baс+5
appreciated).
Training in financial management of humanitarian projects such as Bioforce
Experience
Skills
At least 3 years of continuous experience in a similar position in a national
or international NGO.
Experience in financial, administrative and HR management.
Experience in a humanitarian context, an asset.
Experience in integrated child protection projects in
emergency situations.
Budget monitoring and analysis, accounting, team management, conflict management.
Knowledge of institutional donor procedures (EU, OFDA, ECHO, BHA, UN, etc.).
Good command of Pack Office.
Languages
​​French is mandatory.
English and/or local languages ​​(Fulfulde, Arabic, etc.) are an asset.
Personal qualities
Initiative and autonomy.
Organization, rigor and respect for deadlines.
Resistance to stress and geographical isolation.
Diplomacy, analytical mind and open-mindedness.
