A. GENERAL CONTEXT

To strengthen the social and economic participation of women, the objective of the Project (PROSCIG) is “Civil society organizations committed to gender equality have made a more effective contribution to the equal social and economic participation of the population of Cameroon.”

The project intervention areas are the whole of Cameroon (component I, Output 1), particularly the North-West and South-West (component II, Output 2 to 4). The project is deployed on the basis of an approach aimed at achieving four (04) Outputs:

  • Output 1: The individual and organizational capacities of Cameroonian civil society organized and committed to gender equality have been strengthened with a view to greater participation in political dialogue.
  • Output 2: Formats supported by civil society actors to change gender roles, resolve conflicts or promote social cohesion in the North West and South West have been strengthened.
  • Output 3: The resilience of the population of conflict-affected communities in the North West and South West has improved through the participation of civil society committed to gender equality.
  • Output 4: The contribution of civil society actors to the holistic care of survivors of gender-based violence in the North West and South West has increased.

To this end, the CSO Gender Strengthening and Inclusion Project (GIZ/PROSCIG) is launching a call for applications for the recruitment of one (01) Advisor in the Eastern region in Bertoua .

 

B. AREAS OF RESPONSIBILITY AND ATTRIBUTIONS

Under the hierarchical responsibility of the component director, the post holder will have the following responsibilities: 

  • Ensure the technical, organizational and thematic implementation of the project measures and activities in the region;
  • In consultation with the line manager, take charge of tasks related to the planning, management and monitoring of the project, – and to a certain extent with the administration of the project;
  • Provide technical support to colleagues in bands 1, 2 and 3;
  • Be responsible for the quality of the market result in the intervention region;
  • Contribute to the design of the project, particularly in the event of modification or reorientation;
  • Provide technical and substantive contributions on cross-cutting themes in cooperation with clients/Principals, partners and other stakeholders;
  • Contribute to the achievement of the agreed objectives for the project, drive the continued development of the strategy;
  • In consultation with other members of the team and the line manager, follow up requests from the business sector so that they are handled diligently and competently;
  • Solve problems that arise in the area of ​​assignment by relying on existing regulations – flag more complex challenges to your team;
  • Networking Civil Society Organizations;
  • Provide support to Civil Society organizations;
  • Carry out technical monitoring of calls for applications for Civil Society;
  • Carry out technical monitoring of local subsidies for Civil Society;
  • Design, prepare and produce documentation for dialogues, workshops, seminars and other events on topics related to the project’s areas of activity;
  • Track budgets allocated to activities on GIZ software;
  • Carry out administrative management in accordance with the objectives of PROSCiG and GIZ guidelines/procedures;
  • Digitally and physically classify files related to Output 1;
  • Contribute to data collection for monitoring results;
  • Contribute to various reports including annual activity reports;
  • Develop reports and contribute to translations;
  • In consultation with the communications manager, support communication, updating and collection of information on the activities and impact of the project;
  • Develop synergies and added value between component 1 and Component 2 of the project;
  • Perform all other tasks assigned by the line manager.

Requirements

A. QUALIFICATIONS, SKILLS AND EXPERIENCE REQUIRED

 

Qualification

  • Have at least a Bac + 4 level diploma in social sciences, law, political science or in a specialty related to the objectives of the project.

Professional experience

  • Have at least five (05) years of professional experience including two (02) years in a similar position.

Other knowledge/skills

  • Have a good knowledge of the context, challenges and issues of Civil Society; 
  • Have a very good knowledge of civil society actors and local authorities; 
  • Have a very good knowledge of gender transformative approaches; 
  • Have good knowledge of organizational development; 
  • Have good knowledge of financial monitoring of local subsidies; 
  • Have a good knowledge of communication techniques focused on target groups;  
  • Have a good knowledge of participatory methods and approaches; 
  • Have knowledge of networking methods; 
  • Have a good knowledge of facilitation techniques; 
  • Be able to work in a multicultural environment; 
  • Have a very good working knowledge of the use of information and communication technologies (corresponding software as well as telephone, fax, e-mail, Internet) as well as computer applications (such as MS Office); 
  • Having experience at GIZ would be considered an asset;
  • Have a very good written and oral command of French and English, knowledge of German will be considered an asset. 

 

 

Contract start date : October 1, 2025

Internal classification of the position : Band 4T, under the hierarchical supervision of the Component Director.
