CALL FOR TENDER FOR AUDIT SERVICES

f you are If you are interested, please send your offer by October 11, 2025. The Sahel office of Diakonie Katastrophenhilfe in Cameroon is looking for a
company of chartered accountants licensed in Cameroon for project audits, for its institutional audits and other projects for a period of three years
starting from the financial year ending December 31, 2025.
Mission tasks:
1. To verify whether the financial statements of the DKH office as an institution give a
true and fair view of the assets, financial position and results of the projects to be
audited.
2. To form an opinion, they are required to examine and report on the following matters
:
• whether appropriate accounting records have been kept by the project owner
• whether the financial reports of the project owner are consistent with the
accounting documents, the rules of DKH and the project contract
• whether the DKH funds have been used in accordance with the objective of the project and
the allocation of funds.
• whether the auditors have obtained all the information and explanations they
consider necessary for the conduct of their audit
Requirements at the end of the engagement:
• Auditor’s report or opinion, including a statement of compliance regarding
the allocation of DKH funds
• Audited financial report(s) of the project(s) under review
(balance sheet, income and expenditure account of the project owner, if relevant, in the
given context of the project)
(income and expenditure account / cash flow statement of the project, including the
opening and closing balances of the allocated funds and a report of comparisons/
deviations with the approved budget)
• Letter of recommendation (if relevant in the context of the project)
(including comments on the implementation of the
previous year’s recommendations and new recommendations)
• Information on accounting (if relevant, in the given context of the project)
a) list of income/revenue according to origin/source

b) foreign currency transactions (including review of
foreign exchange transactions)
c) list of all bank accounts in the country and abroad
d) list and explanation of receivables, their amount, purpose and date
e) list and explanation of debts, their amount, purpose and date, including
the balance of allocated funds according to their origin/destination
f) where applicable, a statement on assets, in particular proof of
new acquisitions and compliance with DKH authorization rules (e.g.
buildings, vehicles)
g) staff rights to severance pay and retirement pension
Documents required for application:
– proof of legal status
– latest tax return / tax identification number
– certified public auditor title
– technical offer including proof of relevant experience in the field of
humanitarian aid of the bidder and the staff in charge of the audit
– financial offer for each project / operational budget and the entire
contract period without VAT in local currency XAF
