Regarding the opening of a direct competitive examination for the recruitment of ten (10) Journalists, session 2025.

THE MINISTER OF PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the Constitution;
Considering Decree No. 75/769 of 18 December 1975 on the Special Status of the Information Civil Service Corps;
Considering Decree No. 94/199 of 07 October 1994 on the General Status of the State Public Service, as amended and supplemented by Decree No. 2000/287 of 12 October 2000;
Considering Decree No. 2011/408 of 09 December 2011 on the organization of the Government, as amended and supplemented by Decree No. 2018/190 of 02 March 2018;
Considering Decree No. 2012/537 of 19 November 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Considering Decree No. 2018/191 of 02 March 2018 on the reorganization of the Government;
Considering Decree No. 2000/696/PM of 13 September 2000 establishing the General Regulations for Administrative Competitive Examinations;
Considering Decree No. 040/PM of 19 May 2022 establishing the modalities for granting age exemptions to persons with disabilities during administrative competitive examinations and recruitments in the State Public Service,
DECREES:

Article 1. – a) This decree opens a direct competitive examination for the recruitment of ten (10) Journalists, Category “A” first grade of the Public Service.
b) Said examination will take place on 05 and 06 July 2025 at the single center in Yaoundé.

Article 2. – CONDITIONS FOR APPLYING.
Eligible to apply are Cameroonians meeting the following conditions:
a) Meet the general conditions required for access to public employment as stipulated by the General Status of the State Public Service;
b) Be fit to perform the duties of a Journalist;
c) Be at least seventeen (17) years old and no older than thirty-four (34) years as of 1 January 2025 (born between 01/01/1991 and 01/01/2008);
d) However, persons with disabilities holding a National Disability Card issued by the competent authorities benefit from an age exemption of up to five (05) years above the age limit set above, in accordance with Decree No. 040/PM of 19 May 2022 mentioned above.
e) Hold a Journalist diploma or any equivalent diploma issued by a national training institution or by one of the foreign or international schools listed in a decree issued by the Prime Minister.

Article 3. – COMPOSITION OF APPLICATION FILES.
Applications may be submitted online at the address: concoursonline.minfopra.gov.cm or deposited at the ten (10) Regional Delegations of the Ministry of Public Service and Administrative Reform, no later than Friday, 20 June 2025, and must include the following documents:

1. A stamped application form costing one thousand five hundred (1,500) CFA francs, available at the services of the Ministry of Public Service and Administrative Reform or its Regional Delegations and downloadable from the website: http://www.minfopra.gov.cm;

2. A certified true copy of the birth certificate signed by a competent civil authority;

3. An extract from the criminal record (Bulletin No. 3);

4. A certified true copy of the required diploma, signed by a competent civil authority;

5. A certificate of presentation of the original diploma, signed by a competent civil authority;

6. A medical certificate issued by a public sector doctor;

7. A receipt of payment of the sum of twenty-five thousand (25,000) CFA francs, issued by a responsible officer at the EXPRESS UNION counter at the place of submission of the application file;

8. Two (2) 4×4 photographs;

9. A stamped envelope costing one thousand five hundred (1,500) CFA francs bearing the candidate’s address.

Article 4. – PROGRAMS, SCHEDULES, AND MODALITIES OF WRITTEN EXAMINATIONS.
2- The written examinations will take place on the following dates and times:

3- The latest time for entering the examination rooms is strictly set at 07:00.

Article 5. – MODALITIES OF ORAL EXAMINATIONS.
A press release from the Minister of Public Service and Administrative Reform will specify the dates and times for the oral examinations for final admission.

Article 6. – PUBLICATION OF RESULTS.
The final results of this competitive examination will be published by a decree of the Minister of Public Service and Administrative Reform.

Article 7. – Any fraud detected before, during, or after the examination will be sanctioned in accordance with the laws and regulations in force.

Article 8. – This decree shall be registered and published wherever necessary. /-
