Decree for Recruitment into the Rural Production (Rural Engineering) Corps

On the opening of a professional competitive examination for the recruitment of personnel into the corps of Rural Production (Rural Engineering) civil servants, 2025 session.

THE MINISTER OF PUBLIC SERVICE AND ADMINISTRATIVE REFORM,

Having regard to the Constitution;
Having regard to Decree No. 75/785 of 18 December 1975 on the Special Status of the corps of Rural Production civil servants;
Having regard to Decree No. 94/199 of 7 October 1994 on the General Status of the State Public Service, amended and supplemented by Decree No. 2000/287 of 12 October 2000;
Having regard to Decree No. 2011/408 of 9 December 2011 on the organization of the Government, amended and supplemented by Decree No. 2018/190 of 2 March 2018;
Having regard to Decree No. 2012/537 of 19 November 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Having regard to Decree No. 2018/191 of 2 March 2018 on the reorganization of the Government;
Having regard to Decree No. 2000/696/PM of 13 September 2000 establishing the General Regulations for Administrative Competitive Examinations,

DECREES:

Article 1.
a) This decree opens a professional competitive examination for the recruitment of personnel into the corps of Rural Production (Rural Engineering) civil servants, according to the following distribution:

• Ten (10) Senior Rural Engineering Works Engineers, Category “A” second grade of the Public Service;

• Ten (10) Rural Engineering Works Engineers, Category “A” first grade of the Public Service;

• Ten (10) Senior Rural Engineering Technicians, Category “B” second grade of the Public Service.

b) Said competitive examination will take place on 23 August 2025 at the sole center in Yaoundé.

Article 2. CONDITIONS TO BE MET TO APPLY.

Senior Rural Engineering Technicians	B2	50 years maximum as of 1 January 2025 (born after 31/12/1974).	05 years of effective service in the grade as of 1 January 2025.	Reserved for Rural Engineering Technicians, Category “B1”.

Article 3. COMPOSITION OF APPLICATION FILES.
Application files may be submitted online at the address: concoursonline.minfopra.gov.cm or deposited at the ten (10) Regional Delegations of the Ministry of Public Service and Administrative Reform, until Friday, 8 August 2025, strict deadline, and must imperatively include the following documents:

1. A stamped registration form costing one thousand five hundred (1,500) CFA francs, the form for which is available at the services of the Ministry of Public Service and Administrative Reform or at the Regional Delegations of the same Ministry and downloadable from the website: http://www.minfopra.gov.cm;

2. A certified true copy of the birth certificate signed by a competent civil authority;

3. A payment receipt for the sum of twenty-five thousand (25,000) CFA francs issued by a representative of the EXPRESS UNION counter at the place of application file submission;

4. Two (02) photocopies of the integration act;

5. Two (02) photocopies of the reclassification, grade advancement, or corps change act, if applicable;

6. A photocopy of the latest advancement act;

7. A certificate of effective presence;

8. Two (02) 4×4 photos;

9. A stamped envelope costing one thousand five hundred (1,500) CFA francs addressed to the candidate.

N.B:

• Candidates who submit their files online are exempt from the formalities of physical file submission. However, said files must imperatively be deposited at the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.

• Candidates wishing to receive free assistance in the online registration procedure may approach the branches of the National Youth Observatory (ONJ) located within the Multifunctional Youth Promotion Centers (CMPJ).

• In case of absence of applications for a grade or failure to reach the quorum for said grade, the number of places reserved or remaining for that grade is allocated to candidates of the grade with the highest number of applications.

• Any incomplete, late, or police-signed file will be purely and simply rejected.

• The authentication of career acts is done automatically at the Ministry of Public Service and Administrative Reform.

Article 4. SCHEDULE AND MODALITIES OF THE EXAMINATION.
The written and oral examinations will take place according to the following schedule:
a. Written Examinations.

• The latest time for access to the examination rooms is imperatively set at 07:00 sharp.

b. Oral Examinations.

• Only admissible candidates will be authorized to take said examinations.

• A communiqué from the Minister of Public Service and Administrative Reform will specify the dates and times of said examinations.

Article 5. PUBLICATION OF COMPETITIVE EXAMINATION RESULTS.
The results of this competitive examination will be published by decree of the Minister of Public Service and Administrative Reform.

Article 6. This decree shall be registered and published wherever necessary.
