A- CONTEXT AND JUSTIFICATION
Present in Cameroon since 1998, the SOS Children’s Villages Association in Cameroon (SOS VECAM)
operates mainly in the Littoral and Centre regions, in favor of children, young people and vulnerable families. Its action aims to guarantee children and young people access to the
essential services necessary for their development, while supporting young people towards autonomy and
strengthening the capacities of families to prevent situations of vulnerability. As part of
its national strategy, SOS VEC also plans to develop and implement
emergency programs to support populations affected by
natural disasters or human-induced crises.
It is with this in mind that, thanks to the financial support of SOS-Kinderdörfer weltweit HermannGmeiner-Fonds Deutschland (HGFD) and the technical support of the SOS
Children’s Villages International Regional Office based in Dakar, SOS VECAM will implement an integrated pilot
humanitarian aid project in the Far North region, more specifically in the departments of MayoSava and Mayo-Tsanaga. This project will combine three main components: child protection
, education, and livelihood support.
To ensure effective implementation, SOS VECAM is recruiting a Monitoring, Evaluation,
Accountability, and Learning (MEAL) Officer, based in Maroua. Reporting directly to the
Emergency Project Manager, the MEAL Officer will work closely with all teams.

involved in the implementation of the project as well as with the regional office of SOS Children’s Villages
International based in Dakar (Senegal). He/she will be responsible for the implementation of the Monitoring,
Evaluation, Accountability and Learning (SERA) system of the project based in Maroua.
B. DUTIES AND RESPONSIBILITIES
Participate in the development of the SERA system, as well as its implementation within the project
Contribute to the development of the operational strategy for Monitoring, Evaluation, Accountability
and Learning (SERA) of the project.
Contribute to the development and appropriation by the project teams of the SERA tools.
Ensure the establishment and operation of complaint management and
feedback mechanisms
Support the capitalization of experiences including the documentation of good practices,
lessons learned and success stories.

Organize and coordinate the evaluations planned by the project (Baseline/Endline, PDM…).
Ensure the processing, analysis and consolidation of data on results indicators

and activities on a regular basis and alert the Project Manager of any gaps to be
addressed.
Carry out monitoring missions in the field, 30% of his/her annual working time. In collaboration with the SERA unit of the Regional Office, organize and facilitate capacity building
sessions for field teams on SERA aspects. Respond to requests from the regional office and/or PSAs on aspects related to its specifications . Guarantee the quality and reporting of the project Support decision-making processes by providing factual information in real time Ensure that the SERA plan is updated and shared with the Project Manager on a monthly basis. Ensure compliance with quality and accountability standards during the project implementation process. Organize data quality assessment sessions jointly with the Dakar Regional SERA team . Support project teams in updating operational activity monitoring tools to ensure data completeness on a weekly basis. Support and ensure the updating of PDB2 and ProDIGI data Support the preparation and organization of project implementation reports with operational teams and coordination. Participate in monthly project coordination meetings. Establish a relationship of trust with communities by conducting accountability and restitution visits . Ensure the availability of verification sources for all project activities. Ensure the availability of all project databases in real time. PROFILE AND SKILLS > Hold a Master’s degree (Bac+5) in social science, planning, statistics, project management or SERA. Be of Cameroonian nationality and have at least three (5) years of experience in SERA in connection with humanitarian and/or development projects. 

Have good experience and proven skills in organizing and conducting evaluations.

Have strong skills in developing narrative and technical reports.
Have a good knowledge of software and applications for
data collection, processing and analysis (Excel, Kobo Collect, ODKCollect, power point…).
Excellent communication skills in French, both written and oral.
Ability to work in a team, under pressure, to organize and prioritize activities.
