As a non-profit federal public corporation, GIZ supports the German government, in particular the Federal Ministry for Economic Cooperation and Development (BMZ), as well as numerous clients from the public and private sectors in achieving their international cooperation goals in around 120 countries.

Since 2004, GIZ has been a reliable and trusted partner of the African Union (AU), working to promote inclusive growth and sustainable development on the African continent, in line with the  . With over 200 employees,  collaborates with the AU Commission, as well as its specialized institutions and agencies, such as the AUDA-NEPAD Development Agency, at the continental, regional and national levels in over 35 Member States. Its main areas of intervention include peacebuilding, conflict prevention, governance, migration, sustainable economic growth, employment, health and social development.

 

Over the past decade, illicit financial flows from Africa have reached a level almost equivalent to the combined annual total of official development assistance (ODA) and foreign direct investment (FDI) received by African countries. This significant volume of illicitly generated and circulating capital not only threatens the integrity of the continent’s financial systems and socio-economic development by depriving countries of essential resources, but also seriously undermines national governance, the rule of law, and collective security.

 

SECFIN AFRICA PROJECT

The EU Action Against Illicit Financial Flows and Associated Transnational Organized Crime in Sub-Saharan Africa (SECFIN AFRICA) is part of the AU’s programme on enhancing financing for development by combating illicit financial flows and effective debt management in Africa. The overall objective of this action is to contribute to the fight against illicit financial flows linked to transnational organized crime, money laundering and terrorist financing, with the aim of increasing domestic resource mobilization, stabilization and security in sub-Saharan Africa.

The EU action is implemented by Expertise France, GIZ, CIVIPOL, FIAP and the Swedish Tax Agency (STA) at national, regional and interregional levels in sub-Saharan Africa; it constitutes a pillar of the continental Team Europe initiative aimed at supporting Africa in the fight against illicit financial flows.

 

SECFIN AFRICA is structured around a project management unit in Brussels and four hubs spread across Africa, each supporting partners in their respective regions. The West Africa hub in Dakar and the Central Africa hub in Yaoundé are both coordinated by Expertise France. The East Africa hub, based in Dar es Salaam, is coordinated by GIZ. The Southern Africa hub is based in Pretoria and coordinated by CIVIPOL.

 

Job Description

 

As an expert in combating illicit financial flows, money laundering, and terrorist financing for the EU, you will provide technical assistance with a focus on prevention, including the supervision of financial institutions and designated non-financial entities (DNFBPs), risk assessment, and beneficial ownership transparency. This position will support the Central Africa Hub, coordinated by Expertise France, providing joint technical support in the region. You will be expected to carry out assigned tasks and contribute to capacity building, in coordination with the Central Africa Hub Regional Coordinator. You will ensure effective communication with your project team and contribute to timely, results-based planning, monitoring, and reporting. You will identify short-term experts when needed and supervise them to deliver the project. With your technical expertise, you will ensure effective knowledge management and exchange. Additional tasks outside the job description may be assigned by your line manager when relevant and reasonable.

 

 

Main activities

· Provide technical expertise.

· Contribute to the development and implementation of a common training and training base.

· Coordination with the project’s network of experts.

· Design and manage activities related to the fight against IFFs (AML/FT) and the prevention of ML/FT/FP.

· Ensure results-oriented planning and monitoring.

· Develop concepts, ToRs and guide experts in the short term.

· Networking with relevant stakeholders.

· Organize events, ensure knowledge management and visibility.

· Contribute to the production of quarterly and annual results-oriented reports and other reports that may be required for the project.

Requirements

Qualifications

· University degree in political science, sociology, development studies or a relevant field.

· Proven professional experience of several years in financial governance and the fight against illicit financial flows.

· Knowledge and experience in the areas of anti-money laundering and counter-terrorist financing, and more specifically in the area of ​​prevention.

· Practical experience working in Africa on preventive measures; having worked with Africa FSRBs and their Member States is an asset.

· Knowledge and experience of gender transformative approaches.

· Very good working knowledge of common IT applications (MS Office 365, SAP, etc.) and an appetite for using digital applications.

· Excellent oral and written communication skills.

· Fluency in French and good knowledge of English. Basic knowledge of Spanish is an asset.
