Project Description
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
The EpiC Cameroon buy-in will support the continuation and expansion of life-saving HIV prevention, treatment, care, and support services in Cameroon, building upon the foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening community-led platforms and integrating them with facility-based systems to increase access to quality HIV-related services, particularly for populations at higher risk of HIV, Children and Adolescents Living with HIV (C/ALHIV), HIV-exposed infants (HEIs), and their caregivers. The program will contribute to closing gaps across pediatric HIV cascades, ensuring children are healthy, safe, stable, and schooled through comprehensive case management. Collaboration with the Government of Cameroon (including the Ministry of Public Health and the National AIDS Control Committee), PEPFAR clinical partners, the Global Fund, and local community organizations will be essential to ensure the delivery of high-quality, evidence-based, family-centered where necessary and population-specific interventions.
Job Description
The Grants Officer will support the oversight, management, and implementation of grants awarded to local community-based organizations under EpiC Cameroon. He/she will work with the Grants Manager and other program team members (including Finance, Procurement, Monitoring, Evaluation, and Learning) to establish and manage the grant monitoring and management system for the program, oversee the training of program staff, and support capacity building for grantees on grant policies and procedures. The position is based in Yaoundé, Cameroon, and will require frequent travel within the country to selected target communities in the Central, Littoral, Adamawa, East, West, North, and Northwest regions.
Job Responsibilities:
• Work closely with the grants manager to manage the full cycle of grant management activities, from solicitation and pre-award evaluations to follow-up/compliance visits and closure procedures.
• Support the evaluation of grant applications, proposals, and awards to ensure compliance with grant management procedures.
• Assist in drafting grant agreement documents, amendments, and negotiation memos;
• Maintain accurate and complete grant records;
• Support the provision of training and technical assistance to grantees on Department of State and FHI 360 regulations, financial management, and reporting;
• Conduct monthly review, verification, and approval of grant recipients’ advances and expenditure reports to ensure they are accurately recorded and reconciled with supporting documentation, and that grant recipients’ budget change requests are communicated to the grant manager for approval; and
• Conduct and document regular site visits to the recipient to ensure that the conditions precedent to the award are met, as well as closing visits at the end of the recipient’s implementation period to ensure that closing checklists are completed and that any issues are resolved.
Required Qualifications:
• Bachelor’s degree or international equivalent from an accredited university in a relevant field such as accounting, finance, business/business administration, international development, social sciences, or a related field;
• A minimum of four (4) years of professional experience, including at least two (2) years of experience in grant management;
• Experience working with the Cameroonian health sector preferred;
• Experience with basic financial management skills, including budget preparation and monitoring, and financial reporting.
• Action-oriented and resilient in a fast-paced environment.
• Ability to manage a complex and varied workload under pressure.
• Strong computer skills, including Microsoft Office suite.
• Knowledge of U.S. government/DOS programming, rules, and regulations is highly desirable;
• Ability to work effectively in a highly collaborative team and possess excellent interpersonal skills;
• Strong written and oral communication skills.
• Fluency in spoken, written, and reading French is required.
• Fluency in spoken, written, and reading English is preferred.
• Demonstrate excellent organizational skills and attention to detail.
• The position will be based in FHI 360’s office in Yaounde, Cameroon with travel throughout the country.

Job Description
The Grants Officer will support the supervision, management, and implementation of grants awarded to local community-based organizations under the EpiC Cameroon program. He/she will work with the Grants Manager and other members of the program team (including financial services, procurement, monitoring, evaluation, and learning) to establish and manage the grants tracking and management system for the program, oversee the training of program staff, and support grantee capacity building on grant policies and procedures. The position is based in Yaoundé, Cameroon, and will require frequent in-country travel to selected target communities in the Centre, Littoral, Adamawa, East, West, North, and Northwest regions.Job Responsibilities:
