SUMMARY OF JOB DUTIES
1. Context and rationale
With the adoption of SDG4-Education-2030 in 2015 by the international community, Cameroon has embarked on a major initiative to revise its education and training sector strategy (SSEF) for the 2022 period. – 2030 to align it with the targets of SDG4 and the African Union Continental Education Strategy (CESA 16-25). The successful implementation of the said strategy also relies on the existence of an appropriate information system equipped with the required capacities to provide all decision-makers, partners and stakeholders in the education system with reliable data in order to effectively support the decision making.
To meet such a challenge, the Government is committed through its National Strategic Plan for the Development and Sustainability of the EMIS and the School Map for the period 2021-2030, to set up an integrated, decentralized Sector EMIS, linked to the ICT and the National Statistical System (NSS) by bringing together statistics from all education and training sub-sectors on a holistic national platform. This initiative, which benefits from the support of all its technical and financial partners, aims overall to improve the process of production, dissemination and use of statistics for better management of the education system.
Strategic axis no. 2 of this plan relating to “Improvement of technical processes and data quality” provides through its specific objective 2.2: “Improve the methodology, technical tools and procedures for producing statistics of the Education and Training sector by aligning them with national and international quality standards” , the development of sectoral classifications of education and training statistics and trades/jobs and training sectors/specialties professional.
The implementation of this activity benefits from the support of UNESCO through the Agreement signed with the Cameroonian Government through PAREC to provide technical assistance for the implementation of the operationalization support project . of the integrated sectoral platform of the EMIS with a view to producing a sectoral directory of education and training in Cameroon.
In the operationalization of this activity, the UNESCO Regional Office for Central Africa is recruiting a national consultant to support the government in the development of sectoral nomenclature documents for education and training statistics, and professions/employment and the sectors and specialties of vocational training.
2. Objectives
The main objective of the mission is to support the national party in the development of:
- Sectoral nomenclature document for education and training statistics and;
- Nomenclature document for professions/employment and sectors/specialties of professional training.
Specifically it will be:
- Update existing national and international nomenclatures in the environmental education and training sector of the Cameroonian education system;
- Contextualize UNESCO ISCED to the environment of the Cameroonian education system;
- Update the national nomenclature of existing sectors and specialties in the education system in relation to the nine priority areas of SND30;
- Update the national nomenclature on vocational training professions/jobs in line with the orientations of the SND30.
3. Expected results
At the end of this mission the following results must be achieved:
- The existing national and international nomenclatures in the education and training sector are contextualized to the environment of the Cameroonian education system;
- The UNESCO ISCED is contextualized in the environment of the Cameroonian education system;
- The national nomenclature of existing sectors and specialties in the education system is updated in line with the nine priority areas of SND30;
- The national nomenclature on vocational training professions/jobs is updated in line with the orientations of the SND30.
SKILLS (Fundamental / Managerial)
REQUIRED QUALIFICATIONS
The consultant must have the following qualifications and skills:
Qualifications
- A BAC+5 diploma in one of the following fields: Statistics, Economics, Demography, Educational Planning, Social Sciences or any other field deemed relevant.
Work experience
- Have at least 10 years of experience in the field;
- Have a very good knowledge of educational policy analysis;
- Have a good knowledge of UNESCO’s ISCED2011;
- Have a very good knowledge of the National Development Strategy (SND30), the Cameroon Education and Training Sector Strategy (SSEF) as well as SDG4- Education 2030 and the AU 2063 strategy;
- Have a perfect knowledge of planning and micro-planning tools;
- Have good experience in training national executives in educational planning;
- Having a good knowledge of the education system of African countries and in particular of Cameroon;
- Have proven experience in institutional support (development partners and governments);
- Have a perfect mastery of the methodology for calculating, analyzing and interpreting school indicators;
- Have communication, writing and negotiation skills;
- Have experience with international programs and projects;
- Have completed at least two similar missions;
- Have good ability to work in a team.
LANGUAGES
- Very good written and oral knowledge of French. Knowledge of English is an advantage.
Deliverables
The consultant must provide:
- A document on the sectoral nomenclature of education and training statistics;
- A document listing the professions/employment and the sectors and specialties of professional training.

1. Technical Proposal:
- Explaining why he is the best candidate for the consultation;
- Provide a detailed methodology on how they will approach and conduct each point of the consultation, a detailed timeline for carrying out the consultation, a summary of comments and suggestions on the terms of reference;
- P11/CV including experience acquired in similar projects (indicating, among other things, his diploma, his experience in training and brainstorming, in human resources management, in the design and development of nomenclatures, his knowledge of the Cameroonian education system and at least 3 references (names, email, telephone number).
2. Financial Proposal:
The consultant’s financial proposal must be presented in FCFA including tax and excluding taxes.
