ALIMA promotes and defends the principles of fundamental human rights. ALIMA has a zero-tolerance approach to those guilty of acts of gender-based and sexual violence, as well as to inaction in the face of suspected or actual acts of violence. Protecting the people benefiting from and impacted by our intervention is our top priority in everything we do. Everyone collaborating with ALIMA commits to:
- Respect the charter, the code of conduct, institutional policies including the policy of protection against abuse of power and sexist and sexual violence, the policy of prevention of corruption and fraud;
- Report any violation of policies, framework documents and procedures to a superior, a superior, a referent or a referent.
CARE – INNOVATE – TOGETHER: Since its creation in 2009, ALIMA has treated more than 13 million patients in 15 countries, and currently operates in 12 African countries and Haiti. In 2022, we developed 62 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects support national health authorities through nearly 511 health facilities. We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise, whether in their own country or elsewhere in the world. In addition, to improve the humanitarian response, we conduct operational and clinical research projects, particularly to combat malnutrition and viral hemorrhagic fevers.
THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, closest to patients, receive support from the coordination teams, generally based in the capitals of the countries of intervention. These receive support from the four desk teams and the emergency and openings department team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams actively work on fundraising as well as representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins / KEOOGO, AMCP, DEMTOU and the research organizations PACCI, INSERM, the Universities of Bordeaux and Copenhagen, the NGO Solidarités International, and many others.
OUR PROJECT THEMES: Malnutrition, Sexual and reproductive health including gender-based violence, Primary and secondary health, Pediatrics, Malaria, Epidemics (Hemorrhagic fevers, meningitis, Cholera, Measles, Dengue, Covid-19).
OUR COUNTRIES OF OPERATION: Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Sudan, Mauritania, Haiti, Ethiopia.
ALIMA IN CAMEROON
Cameroon is experiencing two major crises that are affecting the country’s security, namely the Northern Front and the Western Front, respectively linked to Boko Haram in the Lake Chad Basin and the secessionists in the English-speaking areas.
After a lull between 2018 and 2019, the Far North region of Cameroon has experienced a deterioration in the security situation since the second half of 2019; to date, the situation is marked by attacks by the Boko Haram group, mainly in Logone & Chari, Mayo Sava and Mayo Tsanaga, and attacks by armed groups in the English-speaking area.
The crisis in the English-speaking region has resulted in insecurity leading to population displacement, reduced access to basic facilities including health services, etc.
ALIMA has been providing humanitarian assistance in Cameroon since April 2016. The organization first intervened in the Mokolo health district in 2016, before expanding its activities to the Koza health district, where ALIMA remained until April 2018.
Following an assessment carried out in December 2016 in the Makary and Mada DS, ALIMA implemented a project at the beginning of 2017, starting with Makary, with the aim of moving towards an extension of activities in Mada.
ALIMA today continues its medical-nutritional activities for children under 5 years old in response to the humanitarian crisis prevailing in Cameroon in the Far North and North West regions, taking into account sexual and reproductive health in the departments of Mayo-Tsanaga, Logone and Chari and in the North West.
ALIMA is developing nutrition care activities and reducing infant mortality and morbidity in Bamenda in the North West in collaboration with its partner DEMTOU.
MISSION LOCATION: Cameroon, Yaoundé with travel to Makary, Mokolo in the far North of the country and Bamenda in the North West, or any location depending on the mission’s needs.
FUNCTIONAL AND HIERARCHICAL LINKS
- Reports to the Head of Mission
- His/her technical contact is the Desk Medical Contact
- Is the referent of the Referring Doctor(s) of the project(s)
- Collaborates with the Field Project Coordinators and coordination team
MISSION AND MAIN ACTIVITIES
The Medical Coordinator must define the objectives and technical directions of the mission, propose strategies consistent with the medical and humanitarian needs of the intervention zones and provide technical support to all of the mission’s medical teams.
1. Analyzes, defines and adjusts the medical objectives of ALIMA projects in his/her mission country
a. Data collection
- Ensures that ALIMA data collection tools are correctly used on the mission.
- He/she is responsible for the completeness of medical data throughout the mission.
- Supports the Medical Referrer in choosing the data to be collected according to the project(s).
- He/she monitors the mortality rate and provides solutions for improving quality indicators.
- Contributes to the quantitative evaluation of local health resources (HR, structures, equipment, etc.) and qualitative evaluation (maintenance, skills of stakeholders, protocols and organization).
- Contributes to the collection of indicators for monitoring the health status of the population with partner organizations and authorities depending on the context.
- He/she documents the side effects of treatments and transfusion accidents. He/she discusses with the healthcare teams of each project and with the Med Ref.
b. Analyzes, interprets and defines the medical-operational strategy of the mission
- With the support of the Medical Referents, he/she interprets the data collected and describes the evolution of the phenomenon(s) affecting the population, the state of health of the population and the performance of the care activities under the responsibility of ALIMA.
- He/she coordinates the development of objective-oriented reports as well as medical indicators.
- Proposes to the CDM and the Medical Desk Manager the adaptation of means and strategies to improve the ALIMA response in existing projects.
- Analyzes and interprets data to reorient the project(s) after validation by the Med Desk and/or the CDM.
- Contributes to the development of project proposals and budgets with the coordination team by identifying the medical resources necessary for the implementation of projects.
- He/she interprets the data collected and describes the evolution of the phenomenon(s) affecting the population, the state of health of the population and the performance of the care activities under the responsibility of ALIMA.
- He/she regularly writes reasoned reports on the objectives, results of activities and adaptations of ALIMA projects for local authorities, coordination in the capital, field teams and headquarters.
- He/she regularly reports and discusses with the Head of Mission and the Program Manager the evolution of the health status of the population, in particular those to whom ALIMA services are offered.
2. Implementation of ALIMA programs
a. Contributes to the organization of medical projects
- Has a very good knowledge of all the mission’s medical projects and makes suggestions for improvement.
- Provides technical support, expertise, and protection for all health programs. He/she calls on the Medical Desk Manager as needed.
- Is proactive in the needs of projects and field teams in terms of material and human resources.
- Know where to look for missing information and knowledge.
- Monitors the implementation, proper use and maintenance of diagnostic, clinical and therapeutic tools necessary for patient care.
- He/she drafts proposals for medical interventions, in coordination with the Head of Mission who analyzes the opportunities and environmental constraints. He/she collaborates with the other coordinators (logistics and financial/HR) who also participate in drafting the project in their areas.
- The coordination projects (adaptation or new intervention) are proposed to the headquarters for discussion and decision.
- He/she responds to requests for clarification and takes into account comments from headquarters when drafting the final project.
- He/she participates in the preparation of the budget with the coordination team: he/she informs the coordinator.
- Financial/HR of the medical resources necessary for the implementation of projects. The Medical Coordinator takes into account financial and human resources assumptions in their project.
- He/she participates in “project review” and “project revision” meetings at headquarters.
b. Participates in the pharmaceutical management of projects
- In the absence of the Pharma Coordinator, supports the monitoring of consumption and management of the project pharmacy. Appropriates the Isystock software.
- Validates the drug distribution circuit.
- Initiates the review and updating of the country standard list of medicines.
- Analyzes and validates consumption reports and makes recommendations.
- Strategic decisions/directions (donation, loan, borrowing).
- Plans and validates medication orders/purchases.
- Ensures compliance with sourcing during local purchases.
- Responsible for validation and quality control of local purchases.
- Ensures the regularity of quarterly inventories and co-signs the inventories of the central pharmacy.
- Environmental responsibility.
- Ensures compliance with good storage practices for medicines and narcotics.
c. Monitoring and evaluation of projects
- He/she assesses the quality of the services offered in the reference structures.
- He/she ensures compliance with medical ethics and remains attentive to any questions about the restrictions and limits of the practice of care in the project environment (including medical abuse and errors).
- He/she assesses the risks for staff, patients and accompanying persons.
- He/she ensures compliance with protective measures for staff and patients.
3. Representation and communication
- Participates in coordination meetings and basic meetings at the request of project coordinators.
- Represents the association to third parties on medical matters, ensuring the organization’s positive public image and ensuring that the interests of the mission are respected. In this capacity, he/she describes projects and argues for choices.
- If necessary, when there are differences of opinion on diagnostic or therapeutic medical practices between the medical authorities and the ALIMA teams, he/she reports the case to the CDM and makes proposals.
- Maintains regular contact with local institutions and authorities, other NGOs in the country, for better coordination of the deployment of health projects (and programs), participates in clusters and technical meetings.
4. Capacity building and team building
- Able to identify and support potential replacements.
- Offers training.
- He/she ensures that the skills of medical staff are updated in line with developments in the technical platform and protocols made available to the mission.
- Establish a medical department to coordinate if necessary, with the recruitment, training and strengthening of skills of a national team.
- Define and update job profiles and performance objective plans for team members and participate in the same documents for Medical Referents and Nursing Care Managers.
- Carry out team reviews using a career path approach.
- Make job changes and training possible for all medical staff on the mission.
- Propose and anticipate secondments to other ALIMA missions.
- Identify the skills that team members need to acquire to master their positions and organize training to strengthen them.
5. Team health
- Develops staff health policy for the country.
- Participates in the analysis of psychosocial risks.
- Validates with the Project Coordinators the methods of applying the staff health policy (organization, necessary resources, protocols, SOPs, etc.) proposed by the Medical Referents.
- Ensures the quality of care provided within the framework of staff health (internalized or outsourced).
- Ensures that medical confidentiality is respected in the care provided.
- Ensures that occupational disease prevention policies are effective (vaccination, medical certificates, medical monitoring on specific projects, contraindications to certain activities, etc.).
- Ensures the application of preventive measures for AES and the adequate care of staff in the event of an accident.
- Is in charge of briefings (including filling out “health forms”) and debriefings (including mental health) for all expatriates and secondments.
- Identifies and assesses available referral health structures (including mental health).
- Inform the Doctor Desk in the event of a medical or psychological emergency and in the event of a need for a health assessment.
- Inform the insurance company if medical evacuation is required.
- Implementation of the staff health policy in the capital.
- Defines and ensures the availability of emergency trunks and other supplies related to staff health.
- Organizes the health monitoring of the field staff.
- Ensures coordination in the event of a medical evacuation.
6. Implementation of preventive measures against abuse of power, sexist and sexual violence
- Participate in training and awareness sessions.
- Applies standards relating to the prevention of abuse.
- Ensures that his team members attend training and awareness sessions and apply abuse prevention rules.
- Helps create and maintain a nurturing and protective environment.
At the request of his/her hierarchy, he/she may be required to perform tasks not listed in this job profile.
EXPERIENCE AND SKILLS
Training:
- Medical diploma: State Doctorate in General Medicine
- Master’s degree in public health is an asset
Experiences:
- Have experience in pediatric nutrition
- Good analytical skills and solution proposal
- Experience in organizing and conducting evaluation or prospecting missions

Duration and type of contract: 10-month fixed-term contract (renewable subject to budgetary constraints)

Salary: According to ALIMA salary scale + experience + per diem
ALIMA supports:
- Shared accommodation supported by ALIMA
- Daily per diem according to the ALIMA per diem policy of the country and proportional to the presence of the expatriate in the country of mission
- Health insurance covered by ALIMA for him and his dependents
- Plane tickets for breaks every 3 months (from 6 months of mission)
- Internal travel provided by ALIMA
