*Migration Research Consultant needed at UN(IOM)*




IOM is the main intergovernmental organization in the field of migration and works in close collaboration with governmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does this by providing services and advice to governments and migrants to ensure that migrants’ needs and rights are respected. In parallel, since 2016, IOM Cameroon has been supporting the Government in its efforts to mobilize and involve the Cameroonian diaspora in the development of their countries of origin, either directly or indirectly. Although efforts have been made and the importance of the contribution of Cameroonians abroad to the development of the country is better recognized by the Government of Cameroon, the National Development Strategy-Cameroon 2030 (NDS30) identifies the diaspora as an essential lever for its financing, although unfortunately there is still no national strategy for engaging the diaspora. Thus, the project funded by the IOM Development Fund (IOMDF) and entitled :

‘Strategy for engaging the Cameroonian diaspora for the socio-economic development of Cameroon’, will seek to achieve this objective by supporting the Government of Cameroon to adopt its strategy for engaging the diaspora, accompanied by an action plan; to build the capacity of MINREX’s internal and external services in charge of diaspora issues and to develop a gender-sensitive mapping profile of the Cameroonian diaspora, guided by the IOM Diaspora Mapping Toolkit. The project will therefore ensure collaboration between MINREX and stakeholders to oversee the development of the national diaspora engagement strategy and will build MINREX’s capacity on diaspora mapping and diaspora engagement strategy. A profile map of the Cameroonian diaspora and a national strategy for engaging the Cameroonian diaspora, together with an action plan, will then be developed and validated by the stakeholders. 

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Senior Policy Assistant, the successful candidate will support the project ‘Strategy for engaging the Cameroonian diaspora in the socio-economic development of Cameroon’.

Tasks to be performed under this contract

  1.  Assist in the implementation and monitoring of project activities 
  2. Monitor the budget; check availability of funds; obtain necessary approval and update budget information.
  3. Support the administrative coordination of project implementation, liaising with various organizational units and external parties to initiate requests, obtain necessary approvals, process and monitor administrative actions.
  4. Draft correspondence, reports, briefing notes, graphs, statistical tables, presentations and other forms of documentation. 
  5. Responds to general enquiries and requests for information; establishes and maintains files and registers.
  6. Identifying operational challenges in the field, reporting them to line management and proposing sustainable solutions

Performance indicators for the evaluation of results

  1. Quality of research: Relevance and accuracy of the data collected on the Cameroonian diaspora, as well as the rigorousness of the analyses carried out;
  2. Report writing: Clarity, structure and completeness of the reports produced on migration and the mobilization of the diaspora;
  3. Deadline management: Meeting deadlines for the completion of the various tasks and deliverables of the project;
  4. Collaboration: Ability to work as a team with other project members, including effective communication and cooperation;
  5. Adaptability: Ability to adapt to changes and solve unforeseen problems that may arise during the implementation of the project;
  6. Contribution to strategy: Providing new ideas and recommendations for the development of the diaspora mobilization strategy;
  7. Communication skills: Effective communication with internal and external stakeholders;
  8. Commitment: Motivation and involvement in the project.
  9. Qualifications

    Education, Experience and/or skills required

    1. Diploma of studies in political or social sciences, international relations, development studies, migration studies, human rights, law or related fields from an accredited university.
    2. Minimum of four years of relevant experience in political or social science, international relations, development studies, migration studies, human rights, law or related fields; At least three years of operational experience on migration-related issues; 
    3. Experience in liaising with government authorities, national or international institutions, United Nations agencies and non-governmental organizations; 



    4. Experience of working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups, the diaspora, and an international organization or other NGO working in the field of migration;
    5. Experience of working in diaspora mapping and data analysis; previous professional experience in international humanitarian organizations, non-governmental or governmental institutions or organizations in a multicultural setting. 
    6. Fluency in English and French (written, read and spoken).   

    Travel required

    Note:

    • IOM does not charge any fees at any stage of its recruitment process (application, interview, processing, training or other).
