Monitoring, Evaluation, Research and Learning (MERL) AssistantGaroua, North, CameroonOverviewUnder the supervision of the MERL Officer of the Jhpiego-Maroua/Garoua office, the MERL Assistant will be responsible for managing, analyzing, and interpreting data related to the national malaria control program. They will ensure data quality, particularly data related to community-based malaria control activities in the North and Far North regions. They will support evidence-based decision-making and contribute to project monitoring and evaluation activities. Travel within the region is expected to work with health facility staff and multi-purpose Community Health Workers (CHWs).ResponsibilitiesMonitoring and EvaluationContribute to the design and updating of data collection tools (questionnaires, monitoring forms, databases). Support the planning and implementation of SMC campaigns, supervisions, and quality evaluations.Ensure regular and reliable data collection on program indicators.Contribute to data analysis and the production of periodic reports.AccountabilityEstablish and monitor community accountability mechanisms (suggestion boxes, telephone lines, discussion groups).Document and monitor beneficiary complaints and feedback, in coordination with field teams.LearningParticipate in the capitalization of best practices and lessons learned.Contribute to the organization of performance review and learning workshops.Support the dissemination of results and recommendations to stakeholders.Capacity BuildingTrain and supervise community health workers and local partners on MEAL tools and procedures.Participate in joint supervisions with technical teams.Required QualificationsUniversity degree (at least a 3-year university degree) in public health, statistics, social sciences, or a related field.At least 3 years of experience in a similar position or in data management.Proficiency in quantitative (R, STATA, SPSS, Kobbotobox, Excel, Power BI, Tableau, etc.) and qualitative (N-vivo, deedose, etc.) data collection and analysis tools.Knowledge of MEAL approaches and community health indicators.Ability to produce accessible reports and interactive dashboards.Excellent analytical, synthesis, and communication skills.Fluent in French (English is an asset).Knowledge of the local context and ability to work with communities.Comply with Jhpiego requirements and rules.Preferred QualificationsExperience with CHWs and Civil Society Organizations (CSOs).Experience in CHW data management.Project report writing. Ability to work with DHIS2.
