A. CONTEXT AND JUSTIFICATION
Present in Cameroon since 1998, the SOS Children’s Villages Cameroon Association (SOS VECAM)
operates mainly in the Littoral and Centre regions, in favor of children, young people
and vulnerable families. Its action aims to guarantee children and young people access to the
essential services necessary for their development, while supporting young people towards autonomy and
strengthening the capacities of families to prevent situations of vulnerability. As part of
its national strategy, SOS VEC also plans to develop and implement
emergency programs to support populations affected by
natural disasters or human-induced crises.
It is with this in mind that, thanks to the financial support of SOS-Kinderdörfer weltweit HermannGmeiner-Fonds Deutschland (HGFD) and the technical support of the SOS
Children’s Villages International Regional Office based in Dakar, SOS VEC will implement an integrated pilot
humanitarian aid project in the Far North region, more specifically in the departments of MayoSava and Mayo-Tsanaga. This project will combine three main components: child protection
, education, and livelihood support.
To ensure effective implementation, SOS VECAM is recruiting an Emergency Project Manager,
based in Maroua. He/she will be responsible for coordinating, implementing, and monitoring activities
in the intervention areas, ensuring coherent planning and strict adherence to the operational calendar defined in collaboration with the National Coordination in Yaoundé.
B. TASKS AND RESPONSIBILITIES
Project Management, Monitoring and Evaluation
Implement project management mechanisms and tools to achieve
project indicators, results and objectives in a timely manner;
Facilitate monthly project monitoring meetings organized with the participation of the
Dakar regional team and the HGFD team.
Provide project team supervision and undertake field missions to ensure the
proper implementation of activities;
Ensure that the implementation of activities is carried out in compliance with humanitarian standards,
donor requirements, the principles and values of the organization and the “Do no Harm” approach;
Develop activity reports, situation reports, final projects and any other reports for
and according to the requirements of the HGFD donor;
In collaboration with the PD Manager and the Dakar Regional Emergency Advisor, develop
and update project documents (logical framework, budget, activity schedule, plan monitoring and evaluation, expenditure plan, etc.) according to the evolution of the context and the
intervention strategy;
Evaluate and communicate to the PD Manager and Regional Emergency Advisor all
funding opportunities in the child protection sectors in emergency situations
in Cameroon.
Identify partners and contribute to the establishment of memoranda of understanding and maintain
close professional relationships with the authorities, humanitarian partners and
communities in the project implementation area;
In coordination with the Monitoring and Evaluation Department, monitor and track the quality of activities on
the ground,
Contribute to the deployment of an effective Community Feedback Mechanism (CFM) on
project sites and promote community accountability and engagement while supporting
implementation staff.
Develop and share good practices, lessons learned and recommendations,
particularly during the regional capitalization workshop;
Administration, Security, Finance and HR
Ensure appropriate management of the project budget through a monthly update of
financial planning in collaboration with the finance department.
Ensure that project-related expenses are carried out in compliance with the
administrative and financial procedures of SOS Children’s Village International and, in particular, of the donor;
Ensure that monthly budget monitoring is available within the deadlines prescribed by the
donor:
Actively participate in the recruitment and capacity development of
project team members, the development of terms of reference for mission orders,
development plans;
Develop and maintain a collaborative and participatory working atmosphere between
project team members and with all colleagues of SOS Children’s Villages in
Cameroon;
Ensure the definition of objectives for the entire team and also that performance evaluations
are carried out within the deadlines prescribed by the organization;
Monitor and evaluate the local context continuously and inform the Dakar emergency team of any
changes in the humanitarian context that may impact SOS humanitarian activities;
Ensure the implementation of the national security plan in conjunction with the national coordination and the
Dakar regional office.
Guarantee the security of the organization’s teams and equipment made available to the project
(motorcycle, bicycle, computer, etc.).
Participate in meetings of regional sectoral working groups as well as security monitoring.

Communication, Visibility and Representation
Represent the organization at inter-agency and bilateral coordination meetings related to
protection project interventions;
Support the development of internal/external communication articles in collaboration
with the Regional Communication Coordinator in Dakar.
Ensure the acceptance and participation of communities and local and national authorities
in protection projects;
Facilitate the organization and conduct of monitoring missions by donors, the regional office
and the international office in its area of intervention.
C. PROFILE AND SKILLS
At least 5 years of experience in the implementation of emergency projects in
child protection in emergency situations;
Have a BAC+5 university degree in a relevant field (International Law,
Project Management, Social Sciences, Bioforce type training would be highly
appreciated.
Dynamic, honest, proactive, results-oriented person with a taste for challenges; High interpersonal skills and good ability to build a strong and results-oriented
team ; Ability to work in a stressful and restrictive professional environment; Knowledge of the context of the Lake Chad Basin and specifically the Far North region of Cameroon is highly appreciated; Have strong organizational skills, autonomy and responsiveness during the implementation of the project. Have a good ability to anticipate and prioritize effectively, and also to meet a high level of requirement; Have a practical and results-oriented mindset; Excellent oral and writing skills in French; fluency in English is an important asset; Strong computer skills; Ability to establish close working relationships with national and international stakeholders ; Good knowledge of the principles of child protection and safeguarding policy as well as policies against exploitation and abuse sexual
