Mission description
Reporting to Expertise France headquarters in Paris (EDI Department / ATCP Pole), the project manager is responsible for the overall coordination of the project. He/she supervises the implementation of TA/AMO activities, maintains relations with local partners, manages human and financial resources, and guarantees the quality of the deliverables produced.
He/she works closely with the Project Coordination and Monitoring Unit (CCSP) set up within the MNC, with the experts mobilized in the field, as well as with the project team based at Expertise France headquarters.
Strategic and operational management of the project
Implement the overall project strategy, in line with the guidelines defined by the MNC;
Plan and coordinate all activities: technical assistance, AMO, training, production of deliverables;
Supervise compliance with the schedule, contractual commitments and budget;
Ensure coordination with other stakeholders, partner institutions, and potential French partner museums;
Actively participate in the capitalization of good practices and the visibility of the project;
Supervise the start-up phase, including the installation of the project, the revision of the activity program, the updating of the timeline, and support in the development of the project’s administrative and technical procedures manual;
Manage the closing phase.
Assistance to project management
Support the MNC and the supervisory ministry in the conduct of procedures related to the development of exhibition spaces and the equipment of reserves;
Support the definition and planning of the key phases of the development project, in conjunction with the various stakeholders (scenographers, museographers, technical service providers);
Participate in the development of specifications and Business Consultation Files (DCE), in coordination with the technical expertise mobilized; Support the management of procurement procedures (participation in committees in particular); Advise the project owner on the technical and budgetary decisions to be made, in compliance with project requirements and local constraints. Administrative and financial management Ensure the application of the project’s administrative and financial procedures manual; Monitor budget execution in conjunction with Expertise France headquarters; Validate expenses incurred locally, collect and transmit supporting documents; Contribute to the drafting of financial reports and the closure of the project. Supervision and coordination of expertise
Identify expertise needs and draft the terms of reference;
Organize, monitor and evaluate the missions of the experts mobilized (permanent and short-term);
Ensure consistency between technical interventions and project objectives;
Support teams in the transfer of skills and the structuring of MNC tools.
Reporting and communication
Write and validate technical and financial reports;
Participate in project steering and monitoring meetings with local stakeholders; Organize the documentation of activities, the monitoring of indicators and the final closing report Support the MNC in organizing public surveys to measure the effects of the project. Description of the project or context Cameroon has a particularly rich and diverse cultural heritage, which is still undervalued in its museum institutions. The National Museum of Cameroon (MNC), attached to the Ministry of Arts and Culture (MINAC), plays a central role in the preservation and promotion of this heritage. Since 2020, a dynamic of modernization of the MNC has been underway with the support of the French Development Agency (AFD) via C2D financing (Debt Reduction and Development Contract), and implemented by Expertise France. A first phase of the project, deployed between 2020 and 2024, has laid the foundations for a profound transformation of the museum institution, through the structuring of a scientific and cultural project, the pilot development of a first exhibition space, training activities, as well as networking with technical and scientific partners. Phase II of the project (2025–2027), in which this mission is part, aims to consolidate the achievements of the first phase and strengthen the sustainable promotion of the museum’s collections. It has three main components: the scenographic development of several emblematic spaces of the museum (reception hall, photographic rooms, Unity room, room dedicated to repatriated objects); light rehabilitation and equipment of reserves for better conservation of collections; a structured training program for museum teams (exhibition assembly, conservation, documentation and photographic archiving). Expertise France provides technical assistance and project management support in this context, supporting the management of the project by MINAC. Desired profile Education University degree (Master’s or equivalent) in cultural project management (heritage/museology), international cooperation or a related field. ExperienceMinimum 7 years of experience in the implementation of cultural and heritage cooperation projects and/or in the management of projects financed by international donors (in particular AFD, EU, etc.);
Very good knowledge of procurement procedures, on international funding and in particular in Cameroon;
Very good knowledge of museographic issues, scenography, conservation and collection management;
Experience in coordinating multidisciplinary expertise.
Skills
Excellent management and planning skills;
Strong writing and interpersonal skills;
Ability to work independently and in interface with high-level institutional actors;
Fluency in spoken and written French; fluency in English is an asset.
