Recruitment notice: A PSYCHOLOGIST – SMSP COORINATOR
YOUR WORK ENVIRONMENT
Action Against Hunger (ACF) has been operating in Cameroon since 2014, following the massive and sudden influx of refugees fleeing the Central African crisis and subsequently the Boko Haram crisis.
ACF implements its humanitarian response with an integrated and multi-sectoral approach, with interventions in health and nutrition, water, hygiene and sanitation (WASH), mental health and care practices, food security and livelihoods for people vulnerable, including Cameroonian internally displaced persons (IDPs), Central African refugees as well as returnees and host communities.
Our team manages operations worth approximately 6.5 million euros. The main donors of the mission are the European Union (the EU Delegation to Cameroon and ECHO), the French Embassy (interministerial committee on food aid CIAA and the CDCS Crisis and Support Center) , the French Development Agency (AFD) and German cooperation (German Federal Foreign Office GFFO).
The mission employs 14 international staff and 162 national staff, working from the coordination office in Yaoundé, field offices in Batouri, Buea, Kousseri and Maroua, as well as a secondary field office in Kumba.
For its mission in Cameroon, ACF is looking for a Psychologist – Coordinator of Mental Health and Psychosocial Monitoring activities , based in Yaoundé.
YOUR POSITION AND RESPONSIBILITIES
You will be responsible for guaranteeing the quality, relevance and scaling of the SMSP, Protection and Gender strategy and interventions on the mission, in compliance with ACF and international standards and national policies.
More specifically, you will be in charge of:
- Contribute to the definition of the country strategy, and to the definition of the strategy and positions of the SMSP-P technical department;
- Coordinate the identification of needs and the formulation of project proposals;
- Support the implementation and ensure reporting of programs/projects;
- Guarantee the quality and accountability of projects, ensure ACF’s active participation in national sector coordination, technical platforms and develop sector partnerships;
- Promote capitalization, development, technique and research within the SMSP-P department;
- Ensure technical supervision of project managers in SMSP-P and Gender;
- Ensure frequent contacts with health authorities, coordination mechanisms (OCHA, clusters, WGs, etc.), UN agencies and NGOs.
In addition, you will be required to make numerous trips to the field (around 30% of your working time).
YOUR PROFILE
- You have a university degree in psychology with proven experience in program coordination roles focused on mental health and safeguarding.
- You have experience in designing, implementing and monitoring projects and leading working groups/steering committees.
- You have knowledge of care practices and basic animation techniques.
- You have experience analyzing program data.
- You master the protocols for psychological care and psychosocial support, psychological first aid and emotional stabilization.
- You have excellent skills in using IT tools.
- You have good communication, listening and observation skills.
- You must be fluent in French and English (oral and written).
YOUR CONDITIONS OF EMPLOYMENT
This position is accessible to candidates of Cameroonian nationality (country of the mission) and internationals.
International package :
- Fixed-term contract of use under French law: 12 months
- Gross monthly salary: from €2,130 to €2,475 (13th inclusive) depending on experience
- Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary
- Base salary increase: 6% every 12 months of continuous contract
- Per diem and monthly living expenses: €583 (see eurocost) net, paid on the ground
- Monthly context allowance: €150
- Child allowance: €1,500 per year per child present in the country of origin (ceiling of €6,000/year)

National package :
- Fixed-term contract of use under Cameroonian law: 12 months
- Gross monthly salary: from 1,637,835 FCFA to 1,734,521 FCFA depending on experience
- Health Insurance :
- 80% health coverage for the employee and their legally recognized beneficiaries
- Individual accident cover only for the employee
- A death benefit and funeral expenses for the employee (to be paid to their beneficiaries if applicable)
- A contribution for school fees in the amount of 40,000 FCFA / per child of school age payable only in the month of August.
- The employee acquires 2 days of paid leave per month of work (24 days of leave / year).

The position is based in Yaoundé, with travel to be expected in intervention areas, in isolated areas with sometimes basic amenities, and in a relatively tense security context. Regular visits to the bases will take place for discussions with health authorities, project teams and NGO representatives.

Possibility of opting for individual accommodation with a fixed contribution paid by the mission.
