Avocats Sans Frontières France and its partners are looking for their Administrative and Financial Manager for the project: Project to support prison governance based on human rights in Cameroon (PAGOC).
Your mission is to manage a multi-regional project in Cameroon, to represent the project and ASF France in Cameroon and to monitor activities with partners based in Yaoundé.
Avocats Sans Frontières France
Avocats Sans Frontières France (ASF France) is an international solidarity association governed by the French law of July 1, 1901. Its mission is to:
Promote access to the law and fair justice for vulnerable people living far away of this, arbitrarily detained or tortured
Defend any person deprived of a free and independent defense as well as human rights defenders threatened or violated in the exercise of their function
Strengthen the capacity to act and autonomy local actors in the defense and promotion of human rights (civil society and actors in the judicial system).
ASF France in Cameroon
In 2020, ASF France is starting its activities in Cameroon with its RECAJUD project (Strengthening the capacities of Cameroonian civil society for access to justice for people in detention) aimed mainly at protecting and guaranteeing access to justice for people deprived of their liberty, with emphasis on the most vulnerable people, particularly women and minors. This project is carried out in partnership with the Cameroonian Network of Human Rights Organizations (RECODH) and Avocats Sans Frontières Cameroun.
In a logic of continuity of activities and with its new PAGOC project, whose management will be based in Yaoundé, ASF France will collaborate with two Cameroonian partners: the Cameroonian Network of Human Rights Organizations (RECODH) whose mission is to promote and protect human rights through its network made up of associations and collectives of associations and the Research Institute for Development (RIDEV) whose mission is to support the most vulnerable prisoners with a view to promoting their reintegration social and professional.
Experiences / Training
Based in Yaoundé, and under the responsibility of the project manager, the Administrative and Financial Manager ensures compliance with accounting and administrative rules. He/she must also ensure that Avocats Sans Frontières France procedures are applied at the accounting, financial and administrative level. These procedures are part of compliance with European Union rules in the context of the implementation of a project.
The Administrative and Financial Manager works under the responsibility of the PAGOC project manager and will work closely with the Administrative and Financial Manager of the Avocats Sans Frontières France headquarters and the accountants and administrative managers and financial partners of RECODH and RIDEV.
MAIN RESPONSIBILITIES AND FUNCTIONS
Objective and general responsibility
Manage an accurate accounting system that complies with local and international regulations.
Ensure compliance with local financial and other regulations (e.g. registration, retirement, tax and labor laws).
Ensure compliance with ASF France procedures
Assist the project manager on the financial and budgetary aspects of the program
Supervise and consolidate the financial reporting of partners
Support and supervise the beneficiaries of the cascade grants of the PAGOC project on accounting and budgetary aspects
Participate in the preparation of reports for donors in collaboration with the Administrative and Financial Manager of ASF France headquarters.
Administrative and logistics management
Ensure that all national staff and partners understand the financial activity processes within ASF France.
Ensure compliance with administrative declarations related to project activity and human resources.
Monitor relations with Cameroonian state services on tax issues and issues related to the project’s human resources.
Assist the project manager in the organization of activities (logistical aspect)
Manage relationships with suppliers
Ensure the integrity of suppliers and beneficiaries in order to limit the risks of indirect financing of terrorism
Carry out the paper and electronic archiving of contracts, invoices and other administrative documents, ensuring the maintenance and security of all project files.
Financial management
Ensure compliance with ASF France’s financial procedures and their implementation
Be responsible for maintaining local accounts
Carry out paper and electronic archiving of all accounting documents incurred in Cameroon
In collaboration with the project manager, prepare an adequate cash flow forecast to ensure the availability of funds necessary for the implementation of project actions.
Monitor the concordance between expenses incurred and the project budget lines and provide advice and recommendations on probable deviations, whether favorable or unfavorable.
Carry out bank reconciliation work and cash register inventories.
Ensure adequate processing of payroll for local staff as well as ASF France consultants in Cameroon.
Control expenses and commitments made by project partners.
Partner management
Work actively with partners’ financial and logistics administrators to share PAGOC project procedures
Supervise and control requests for funds from PAGOC project partners
Control partners’ financial reporting and ensure the proper use of funds receipts
Consolidate accounting and financial information from partners to integrate them into the monthly reporting done at ASF France headquarters.
Cascade grants
Train local organizations benefiting from grants under the project in European Union procedures.
Support grant recipients in setting up tools for maintaining accounting and financial reporting.
Receive and monitor financial reports from beneficiaries of grants received as part of the project.
Provide the elements and conclusion of grant reports to ASF France headquarters.
Archive all documentation associated with subsidized projects.
Financial report
Ensure compliance with ASF France policies and directives and donor requirements.
Prepare monthly reports for the Administrative and Financial Manager at ASF France headquarters.
Provide all information requested by the Administrative and Financial Manager at ASF France headquarters.
EXPERIENCE / TRAINING
Bac
+ 5 training in accounting or finance and/or fully qualified member of a recognized professional association in accounting.
Experience
Minimum 5 years experience.
Significant experience in financial management within an NGO.
Experience working with international donors.
Experience in applying human resources related declarations.
Skills
Knowledge of compliance systems (e.g. project donor requirements)
Ability to establish strong working relationships with colleagues from different functions and cultures
Written and oral command of French.
Mastery of Office Pack essential (Word, Excel, Power Point, Publisher, Internet Explorer)
Salary
Local law contract (full-time)
Remuneration according to profile and experience
Duration of contract: 42 months
Start of position: April 1, 2024
Place of assignment: Yaoundé , trips planned according to the activity calendar.
