JOB OFFER: Project Manager – LAWYERS SANS FRONTIÈRES

Avocats Sans Frontières France is looking for the Project Manager for the project: Project to support prison governance based on human rights in Cameroon (PAGOC).

Your mission is to manage a multi-regional project in Cameroon, to represent the project and ASF France in Cameroon and to monitor activities with partners based in Yaoundé.




 

Avocats Sans Frontières France

Avocats Sans Frontières France (ASF France) is an international solidarity association governed by the French law of July 1, 1901. Its mission is to:

Promote access to the law and fair justice for vulnerable people living far away of this, arbitrarily detained or tortured
Defend any person deprived of a free and independent defense as well as human rights defenders threatened or violated in the exercise of their function
Strengthen the capacity to act and autonomy local actors in the defense and promotion of human rights (civil society and actors in the judicial system).

 

ASF France in Cameroon

In 2020, ASF France is starting its activities in Cameroon with its RECAJUD project (Strengthening the capacities of Cameroonian civil society for access to justice for people in detention) aimed mainly at protecting and guaranteeing access to justice for people deprived of their liberty, with emphasis on the most vulnerable people, particularly women and minors. This project is carried out in partnership with the Cameroonian Network of Human Rights Organizations (RECODH) and Avocats Sans Frontières Cameroun.

In a logic of continuity of activities and with its new PAGOC project, whose management will be based in Yaoundé, ASF France will collaborate with two Cameroonian partners: the Cameroonian Network of Human Rights Organizations (RECODH) whose mission is to promote and protect human rights through its network made up of associations and collectives of associations and the Research Institute for Development (RIDEV) whose mission is to support the most vulnerable prisoners with a view to promoting their reintegration social and professional.
Experiences / Training

Based in Yaoundé, the project manager ensures the proper implementation of the project “Project to support prison governance based on human rights in Cameroon (PAGOC)” in Cameroon, financed by the European Union.




 

The PAGOC project manager works under the responsibility of the project manager at ASF France headquarters. He/she will be responsible for representing the project in Cameroon and interacting with different stakeholders to publicize the project’s actions. In carrying out his/her duties, he/she will also collaborate with the Administrative and Financial Manager of ASF France. He/She supervises the work of a team made up, alongside him, of an administrative and financial manager and a monitoring-evaluation manager.

In consultation with the project manager at ASF France headquarters, the project manager is responsible for the following aspects:

Coordination

Guarantee the coordination, development, monitoring and evaluation of activities of the project ;
Ensure the proper implementation of the project in accordance with the terms of reference of the project and the commitments made with the donor;
Ensure operational monitoring of the project (finance, logistics, administrative) and missions in their human, material and financial components;
Provide support to the consortium in the definition, implementation, monitoring and evaluation of the project according to the necessary objectives and strategic orientations.

Technical management

Plan, monitor and supervise the implementation of activities;
Organize travel to the regions concerned and prepare the equipment necessary for the activities;
Contribute to the organization of missions of ASF France experts and partners in Cameroon;
Create and implement project monitoring tools;
Validate all data collected by the monitoring-evaluation officer from partners and beneficiaries and the monitoring-evaluation tool in order to transmit activity reports to headquarters and partners;
Organize and supervise the evaluation and capitalization of the project;
Provide regular analysis of the project situation;
Report regularly to the ASF France project manager at headquarters;
Organize and lead COPILs;
Establish programmatic reporting to the donor, under the supervision of the ASF France project manager.

Administrative and logistics management

Human resources management
Coordinate, guide and supervise the administrative and financial manager and the monitoring-evaluation manager and evaluate their performance
Plan activities with the representatives of the associations of the consortium
Ensure compliance by staff with ASF France procedures
Supervise the administrative and financial manager on administrative and declarative procedures linked to human resources.
Ensure the proper functioning of the office and collaborate in updating administrative and declarative procedures linked to the presence of ASF France in Cameroon;
Supervise the logistical monitoring of project materials and stocks;
Supervise the archiving, maintenance and securing of all project files;
Supervise the development and monitoring activities of establishment and/or partnership agreements between ASF France and the Cameroonian authorities.

Financial management

Carry out budgetary and financial control and monitoring of the project according to ASF France rules and procedures;
Supervise the activity of the Administrative and Financial Manager;
Validate banking operations as part of payments to be made in Cameroon;
Validate cash flow forecasts and requests for funds in collaboration with the RAF;
Validate project accounting and control cash balances and bank reconciliations;
Control and validate expenses incurred as part of the project;
Control the bank reconciliation and the cash inventory prepared by the RAF;
Supervise the preparation of financial reports submitted to donors;
Report to the RAF of ASF France at headquarters any anomaly identified.

Representation and communication

Legal manager and representative of the project in the field;
Institutional representation to authorities and other cooperation actors (public authorities, NGOs, donors, embassies, etc.);
Internal communication
Ensure the circulation of information between the team, representatives of consortium members, lawyers, experts from the expertise center and ASF France headquarters
Prepare weekly and monthly internal reports on project monitoring (management financial, human resources management, activities, representation, etc.)
External communication
Establish relationships and represent the project within technical and financial partners (PTF)
Ensure the visibility of the project
Establish and implement the communication plan in the country

Security

Analyze the security context of the project intervention areas and transmit the information to ASF France headquarters;
Be the safety focal point and ensure compliance and application of the safety plan by the project team;
Assess the risks and threats related to the implementation of activities.

Miscellaneous

Respond to requests from ASF France headquarters;
Identify project development opportunities and develop funding requests;
Ensure the reports requested by the Cameroonian government.

Experiences / Training

Training

Bac + 5 in project management, law, social sciences, development and/or political sciences

Experiences

Minimum 5 years of experience in international cooperation project management (financial and administrative management, project cycle, cooperation mechanisms) , ideally with knowledge of strengthening the rule of law and protecting and defending human rights
Minimum 5 years of experience in team management within an organization/company or project
Essential experience in one or more projects for the protection and defense of human rights, particularly of persons deprived of their liberty
Concrete experience in carrying out advocacy activities
Confirmed experience of at least 3 years in multi-sector partnership management
Experience in management or accounting essential
Proven experience in project management of at least 1 million Euros
Experience working with international donors highly appreciated

Skills

Confirmed mastery of project cycle management
Proven abilities in project coordination
Excellent writing and analytical skills
Knowledge of labor legislation applicable in Cameroon
Be adept at advanced research on the Internet and various online collaboration tools
Have perfect mastery of IT tools and current office pack software (Word, Excel, PowerPoint)
Master donor procedures
Perfect written and oral command of English and French

Salary

Local law contract (full time)

Remuneration according to profile and experience

Duration of the contract: duration of the project (42 months)

Taking up position: April 1, 2024

Place of assignment: Yaoundé, missions planned according to the training and activities calendar
