ADMINISTRATION AND FINANCE OFFICER – YAOUNDÉ – GIZ CAMEROON

DESCRIPTION OF THE OFFER

  • CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF AN ADMINISTRATIVE AND FINANCIAL OFFICER FOR THE PROJECT PROMOTION OF GENDER TRANSFORMATION APPROACHES FOR STRENGTHENING THE RESILIENCE OF CIVIL SOCIETY IN CAMEROON, IN PARTICULAR IN THE NORTHWEST AND SOUTHWEST REGIONS (SoCiG) OF DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/SoCiG) GmbH IN YAOUNDÉ.

     

     

    1. Context

    To strengthen the social and economic participation of women, the objective of the Project (SoCiG) is “Civil society organizations committed to gender equality have made a more effective contribution to the equal social and economic participation of population of Cameroon, particularly in the North-West and South-West regions. “.

     

    The project intervention areas are all of Cameroon (component 1), particularly the North-West and South-West (component 2).

     

    This project, whose coordination is based in Yaoundé, is composed of an English-speaking component and a French-speaking component. The project has branches in all regions of Cameroon.

    1. Area of ​​responsibility

    As part of your role, you handle all missions relating to the administrative and financial management of the project. You advise management executives as well as employees as the main contact for all questions relating to your field, ensuring compliance with legal, contractual and internal company directives and procedures.

     

     

     

    Under the supervision of the Senior Finance Manager of the project, the Administrative and Financial Officer will be in charge of the following tasks:

    • Procurement
    • Granting of local subsidies
    • Carry out a capacity analysis of beneficiaries of local subsidies falling within the scope of the project;
    • Provide upstream coaching/training as well as accounting support/supervision for structures benefiting from local grants and other GIZ funding
    • Ensure the quality/regularity of supporting documents and their conformity;
    • Check all supporting documents (invoices, travel expense statements / workshop payment statements / expenses from local grant agreements, consultation contracts, purchases, etc.) as well as their correct allocation and coding;
    • Be in charge of classification in accordance with GIZ rules;
    • Carry out the implementation of corrections noted in error notifications from the monthly closing of project accounts by the Regional Office;
    • Ensure the monitoring and regularization of receivables and debts;
    • Support the regular distribution of rental charges and other common expenses;
    • Actively participate in the preparation of internal controls as well as the implementation of related reports;
    • Support accounting work and verify monthly accounting, cash and bank book closings/monthly reconciliation vouchers before transmission to the Regional Office;
    • Contribute to the preparation and analysis of expenses in accordance with the budget;
    • Take care of the coordination of fundraising calls for the CDR between the branches of the different Cluster projects
    • Check and countersign inventory statements;
    • Support internal control missions and ensure the implementation of related recommendations;
    • Systematically report on issues related to financial administration and compliance with rules;
    • Assume other tasks upon instruction from management.
    • Coordinate the travel of three Drivers based in Yaoundé.
    • Accompany colleagues from bands 1, 2 and 3 of the project’s administrative-financial-logistics team
    • Initiate other members of the administrative-financial-logistics team of the project
    • Financial administrative closure of the project
    • Tasks that are assigned by the hierarchical superior

 

PROFILE REQUIRED

    1. Qualifications, skills and experience required

    Qualification

     

    Hold at least a Bac+ 5 degree in Accounting, Finance, Management Control or other equivalent diploma.

     

    Professional experience

    Have at least 5 years of experience in a similar position including 2 years in an international organization.

     




     

    Other knowledge/skills

    • Good communication skills and knowledge of IT tools; software from the Office package (Word, Excel, Powerpoint, Outlook);
    • Mastery of accounting software (WINPACCS, CASHBOOK) would be an asset;
    • Good synthesis and analysis skills / Work oriented towards quality and results;
    • Team spirit and constructive attitude in the event of difficulties or conflicts;
    • Ability to think, be proactive and optimize work;
    • Speed ​​of learning and adaptability;
    • Have a developed awareness of the principle of integrity
    • Have a team spirit, a constructive attitude and a good ability to manage conflicts
    • Be able to work under pressure and in a multicultural team;
    • Be honest and able to work independently;
    • Be open to criticism and recommendations for improvement;
    • Have a good sense of work organization and respect for deadlines;
    • Mastery of the French language and the English language;

     

     

     

    Availability date: 01.05.2024

    Contract period: 2 years renewable

    Duty station: Yaoundé

     

    Internal classification of the position: Band 4A; under the RAF Hierarchical Supervision of the project.
