HEAD OF COMMUNICATION UNIT FOR BEHAVIOR CHANGE AND SOCIAL MARKETING
Number of position: One (01)
Place of assignment: Central Technical Group of the CNLS, headquartered in Yaoundé.
Responsibilities:
Placed under the responsibility of the Head of the Communication Section, the Head of the Communication for Behavior Change and Social Marketing Unit participates in the definition of the overall strategy of the National Committee to Fight AIDS in terms of communication for change of behavior and Social Marketing and implements communication actions towards the various target audiences concerned. He is responsible in particular for:
Coordinating the development and implementation of an institutional communication development plan in support of the



PSN to fight AIDS. This through.
the validation and implementation of a CN communication and social marketing plan
the production of a directory of national events conducive to communication and las sibi is
the availability of an annual communication work plan on 21
the adaptation to specific target groups of the axes and contents of communication and social marketing
*institutional communication and social marketing activities are active in social networks
the development and implementation of an annual CCC and marketing plan social protection of male and female condoms
the development and implementation of a quarterly plan for the coordination of all existing communication platforms or those set up by the CNLS;
the production of a directory of special national and international events conducive to raising awareness among target populations;
the Production of a directory of partners and sectoral actors likely to influence and contribute to the design and production of awareness-raising materials and dissemination of messages.
Support SBs and CNLS partner structures in the development and implementation of their communication plans for the fight against STIs, HIV and AIDS. This through:
*the production of partners’ communication plans integrates communication, information and awareness actions on AIDS
*CNLS partners are effectively supported in the implementation of their communications on the fight against AIDS HIV/AIDS
CNLS partners are effectively supported in the design and dissemination of awareness materials on HIV and AIDS.3



Ensure the visibility of the CNLS in all events organized by the CNLS, MINSANTE and any other partner in the fight against AIDS. This means that:
*the staff is well versed in communication on AIDS via the activities of the “internal communication” working group of the CNLS and MINSANTE
*the MINSANTE management associates communication and awareness raising on AIDS with all event activities that they organize
*monitoring of the visibility of the CNLS and the fight against AIDS in all internal and external actions of the CNLS and
MINSANTE is ensured.
Carry out any other task entrusted to her by the hierarchy.
Job profile:
Be of Cameroonian nationality;
Hold a diploma in communication (minimum Bac+3) in the following fields: journalism, organizational communication, marketing and advertising;
Have a minimum experience of 04 years in socio-cultural and community fields;
Master computer tools (Word, Excel, Power Point, X Press, Internet etc.);
Have good administrative writing and reporting skills,
Know how to speak and write French and English;
Justify references for the development and/or implementation of institutional communication strategies/plans or programs, as well as the management of communication via ICT; Be an open person with the skills to establish and develop contacts; Enjoy good moral character and professional integrity.



III. COMPOSITION OF APPLICATION FILES
Application files placed in a single closed envelope (a sealed envelope) must include:
a. a cover letter including the position requested to be sent to the Minister of Public Health
b. a detailed Curriculum Vitae stating the candidate’s qualifications and professional experience signed and dated;
vs. a certified copy of the birth certificate;
d. A certified photocopy of the valid National Identity Card; certified copies of the required diplomas, signed by the competent administrative authority; a certificate of presentation of the original diplomas;
g. a 4×4 ID photo;
h. an extract from the criminal record bulletin no. 3 dating from less than three (03) months; a medical certificate issued by a doctor working in a public health facility;
j. proof of the candidate’s professional experience (employment contracts, work certificates, end of internship certificate, etc.);
k. two (02) addresses of reference persons.
NB: The following are not authorized to apply:
Minors under the age of 18;
Adults who have reached the retirement age limit (60 years);
State Agents (Civil Servants and Administrative Contractors, with an active registration number or in the process of integration),
People who have already occupied one of these positions within the former STBP-FM, from I UCS-FMP, one of the three programs co-financed by the Fund. Mondial whose departures resulted in a history in these programs,
People who have been the subject of resignation at the ex-STBP-FM, at the UCS-FMP, or one of the three programs (CNLS, PNLP , PNLT);
Furthermore, candidates cannot apply for more than one position at a time. Those who submit two or more applications for different positions will be purely and simply disqualified, without any form of procedure. Incomplete files, regardless of the missing document, will not be considered.
IV. SELECTION PROCEDURES
The main selection methods for candidates are as follows:
Study of the application file;
Interview and with the jury and possibly practical test.



V. SUBMISSION OF APPLICATIONS

Each application file written in French or English must be received no later than April 19, 2024 at 3:30 p.m., local time, in a closed, non-identifiable envelope and against registration and discharge in a register,in five (05) copies including one (01) original and four (04) copies:
1. In the Regional Technical Groups for the Fight against AIDS (GTR/SIDA) of the 10 regional capitals; or
2- to the Secretariat of the Grant Coordination Unit of the Global Fund to Fight AIDS, Tuberculosis and Malaria, located after the Cameroonian Red Cross in Yaoundé. The cover (envelope) must bear the words:
